SECTION III – STATEMENT OF WORK (SOW)

GonioSpectrophotoMeter (GSM)

C.1 BACKGROUND

The Bureau of Engraving and Printing (BEP) is a component of the U.S. Department of the

Treasury that designs, engraves, and prints U.S. banknote currency and other U.S. security products. Banknote currency manufacturing occurs at the BEP Eastern Currency Facility (WCF) in Washington, D.C. (ECF) and the BEP Western Currency Facility (WCF) in Fort Worth, TX

The Office of Technology Development Security Features Division (OTD/SFD) of the Bureau of

Engraving and Printing (BEP) has a requirement for a research grade Goniospectrophotometer

(GSM) for the Eastern Currency Facility located in Washington, DC . The GSM is a spectrophotometer that has variable angular control of the light sources and detector relative to a sample surface. A GSM shall be capable of high quality spectral data acquisition of optically variable features on a flat surface and goniospectrophotmetry- the measurement of spectral data at user-selected angles. The GSM will be used to analyze inks, pigments, and thin films containing gonio-apparent materials. The GSM performance is required to be a non-destructive tool used to characterize color and spectra of gonio-apparent materials. The GSM shall have variable angular control of both the light source and the detector relative to the sample surface. The GSM shall be cable of both in-plane and out-of-plane or cross plane measurements. The GSM shall be capable of full color digital image acquisition that is correlated to spectral data. Currently, SFD has a number of

R&D projects looking into materials that can be evaluated by a GSM for future banknote security applications. The GSM will be utilized in determining the viably of future security features and materials (inks, coatings, thin films) used in the banknote manufacturing process at the BEP. Using the GSM, the BEP can better develop materials for less spoilage, improve the manufacturing process, and print high quality U.S. banknotes with improved counterfeit resistance.

C.2 SCOPE

The Contractor shall provide the BEP, ECF with a newly-constructed GSM containing all sub-components and major components listed in the technical requirements below. The Contractor shall provide a computer containing all hardware and software necessary to operate the GSM.

When delivered, the GSM shall be fully interfaced with the computer so that all hardware and software can be operated by the computer. The computer shall be operated off network as a standalone system. The GSM acquisition shall be a firm fixed price contract for a research grade system encompassing equipment, data collecting unit, control system, delivery, installation, and training.

6 Bureau of Engraving and Printing 2031ZA21Q00087

The contractor shall provide all labor and materials to deliver and install the systems. The contractor shall be responsible for the performance of all activities and materials to install and make the system ready for operation. The contractor shall provide startup assistance, training, calibration procedure, integration and warranty for this requirement herein. Warranty, calibration and maintenance operating assistance service will be required for one year.

3.1.22 The instrument shall collect spectra at 5 nm or smaller intervals.

3.1.23 The instrument shall have calibration of spectral response with included calibration

8 Bureau of Engraving and Printing 2031ZA21Q00087 standards.

3.1.24 Instrument shall include a system enclosure to prevent spectral interference by external light.

3.1.25 Instrument shall maintain consistent illumination intensity from each angular position.

3.1.26 Instrument shall allow for angular positional control of 2° or less.

3.1.27 The instrument shall include an automated full color image acquisition system that can collect angle-correlated images.

3.1.28 Instrument shall include the ability to create automated measurement geometries and routes for the illumination and detection arms based on user- selected start, end and step angles.

3.1.29 The Instrument shall allow for collection of a series of spectral measurements from different angles that the system can display as plots of spectral variation with respect to angular position.

3.1.30 The instrument shall allow for creation of color matrix based on color images taken at user selected geometries.

3.1.31 Instrument shall allow for the correlation of spectral data and colorimetric values with visual assessment from digital images.

3.1.32 The software shall include the display of spectral data for industry standards of wavelength and color space, such as nanometers for wavelength, RGB, lab, CIELAB, or other methodology used by ASTM or Hunter Labs standards.
