About this file
Hays County, Texas has issued a Request for Qualifications (RFQ 2026-Q02) for a Professional Engineering Services Pool to develop a group of engineering firms that can provide on-call engineering design, review, coordination, administration, consultation, and general engineering expertise. The solicitation seeks qualified engineering firms to perform services as needed, with the County selecting firms from this pre-qualified pool for specific projects. Proposals are due on December 4, 2025, at 10:00 a.m. Central Time, with an anticipated contract award in January-February 2026. The pool will have optional annual opening and review, and firms must be registered professional engineers in the State of Texas.
The engineering services will cover a broad range of technical areas including design, plan review, land surveys, subdivision plan review, hydraulic design, flood plain determinations, civil engineering, geological/geotechnical work, water/wastewater/stormwater services, and more. Firms must demonstrate at least five years of experience serving government entities, have sufficient resources and personnel, and be familiar with local conditions. The solicitation emphasizes transparency, equal opportunity, and compliance with various federal and state regulations. Respondents must complete numerous forms addressing conflicts of interest, anti-boycott provisions, debarment certifications, and other legal requirements. While the creation of the pool does not guarantee work, it enables Hays County to efficiently negotiate contracts with qualified engineering firms as projects arise.

III. Specifications A. Introduction
Hays County, Texas (“County”) is issuing this Request for Qualifications (RFQ) to develop a pool of engineering firms from which to choose to provide engineering design, review, coordination, administration, consultation, and general engineering expertise on an as-needed basis. As individual projects requiring engineering expertise are developed, Hays County Department Directors or Elected Officials, or the Commissioners Court, will choose from this pool of pre-qualified engineering firms.
