About this file
This is an addendum to a Request for Qualifications (RFQ) issued by the Town of Farragut, Tennessee, for Construction Engineering and Inspection (CEI) services related to Union Road Improvements under Federal Project STP-M-9109(174) and State Project 44LPLM-F2-135. The solicitation seeks a single professional consulting engineering firm to provide comprehensive CEI services in accordance with Tennessee Department of Transportation guidelines, including inspection of grading, paving, storm sewer, concrete curb and gutter, retaining walls, and reinforced concrete box culvert; bid review and pre-bid meeting participation; utility coordination; construction contract documentation and management; progress payment reviews; TDOT coordination; materials testing and certification; contract closeout; subcontractor monitoring; and work zone safety monitoring. Qualifications statements consisting of one original and three copies must be submitted by March 12, 2026, at 2:00 PM to Anissa Pratte, Staff Accountant, at the Town of Farragut Procurement Division, 11408 Municipal Center Dr., Farragut, TN 37934. A deadline for submission of questions is March 5, 2026. The estimated construction notice to proceed is June 2026 with an anticipated 18-month construction timeframe. The intent to award is scheduled for March 18, 2026, followed by Board of Mayor and Alderman approval and contract signing on April 9, 2026.
The RFQ is qualifications-based with pricing to be negotiated following selection; no fee structure or costs are to be included in submissions, and no specific award value or budget range is disclosed. There are no set-aside designations or restrictions limiting responses to specific enterprise categories. The evaluation criteria consist of five equally-weighted categories at 20 percent each: workload capacity including TDOT and other municipal contracts, past performance on TDOT projects, technical approach including personnel and quality control procedures, project understanding, and evaluations of similar referenced projects. Required qualifications include proof of licensure and qualifications to perform services in Tennessee, three professional references from public entities that received similar services within the last five years, and completion of all required certifications and affidavits. The selected firm will be engaged under a lump sum fee contract and will invoice the Town monthly for services rendered. The Town reserves the right to reject any and all responses, conduct interviews in one or two rounds, negotiate with qualified respondents, and cancel or re-advertise the solicitation if necessary.
