About this file
This Request for Qualifications (RFQ) is issued by the Lumpkin County Board of Commissioners in Georgia for the selection of qualified Architectural and Engineering (A/E) firms to provide comprehensive professional services for the design and construction administration of a new Fire Station #9. The project involves design and construction administration services for a new 4,800 square-foot fire station to be constructed on a 2.02-acre site located on Ben Higgins Road. The facility will include three 20-foot by 60-foot drive-through apparatus bays with double-depth capability, a 20-foot by 60-foot day room and office area, and a 20-foot by 60-foot upstairs living area. The design must reflect cost-efficiency and compatibility with the existing Fire Station 7, with particular consideration given to site conditions requiring evaluation of either a lower-level shell construction or a fill-in approach with slab foundation. Qualifications must be submitted by September 30, 2026 at 12:00 p.m. to the Lumpkin County Board of Commissioners at 99 Courthouse Hill, Suite D, Dahlonega, Georgia 30533. The RFQ was released on September 9, 2026, with a question submission deadline of September 23, 2026 at 12:00 p.m., and all questions and answers will be distributed via addendum by September 24, 2026.
The scope of services is divided into four phases: Phase 1 includes site analysis, environmental considerations, and conceptual design alternatives; Phase 2 encompasses design development, preparation of plans and specifications, and regulatory agency coordination; Phase 3 involves full construction administration services, monthly progress meetings, and review of pay applications; and Phase 4 includes record drawings, 11-month warranty inspection, and final documentation. Evaluation criteria weights the selection as follows: relevance and amount of previous experience (30 percent), methodology and approach (20 percent), scope and level of services (25 percent), and demonstrated capacity to complete assignments and manage complex projects (25 percent). Responding firms must submit an original and two copies of their qualifications, including company history and fire station design experience, resumes of key personnel, financial statements documenting stability, current workload and availability statements, proof of authorization to do business in Georgia with all necessary licenses, and any additional pertinent information limited to 10 pages. There are no expressed or implied obligations for Lumpkin County to reimburse proposal preparation expenses, and the county reserves the right to reject any or all submissions or extend submission deadlines. Firms must comply with E-Verify requirements for employment eligibility verification and all applicable federal, state, and local laws and regulations.
