About this file

The document is a response to clarifying questions for Request for Quotes (RFQ) #2025-18 issued by Clackamas County, Oregon, specifically addressing a prefabricated modular steel vehicular bridge procurement. The RFQ seeks a minimum 60-foot-long bridge complying with AASHTO HL-93 design load standards, with a clear width of at least 12 feet 8 inches, hot-dipped galvanized components, and non-skid decking. Quotes are due on March 25, 2025, at 2:00 PM PST through Equity Hub's Bid Locker platform, with a desired delivery timeline of June 2, 2025, and a mandatory delivery within 120 days of the supplier receiving the order. The clarifying questions document confirms that foundation work will be completed by Clackamas County's Department of Transportation and that structural design drawings must be stamped by an Oregon-licensed engineer.

The project has an established budget of $145,000, with vendors required to provide competitive hourly rates and a not-to-exceed total cost. Insurance requirements include Professional Liability ($1M per occurrence/$2M aggregate), Commercial General Liability ($1M per occurrence/$2M aggregate), and Automobile Liability ($500K per occurrence). All quotes must be FOB Destination, with transportation and handling charges included. The evaluation criteria will focus on the bridge system's longevity, reliability history, compliance with scope of work, pricing, references, and proposed delivery timeline. No specific set-aside designations for disadvantaged enterprises are mentioned, and the competitive procurement suggests multiple vendors may submit quotes, with the award going to the most technically compliant and cost-effective proposal.

REQUEST FOR QUOTES #2025-18

Prefabricated Modular Steel Vehicular Bridge

RESPONSE TO CLARIFYING QUESTIONS #1

March 5, 2025

Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFQ as published.

1. Foundation work will be done by the owner? Is the owner the bridge builder or someone else?

Answer: In this case the ‘owner’ is the Clackamas County’s Department of Transportation, their personnel/employees and contracted engineering consultants. Not the bridge supplier.

2. Does the stamp need to be on the structural design?

Answer: Yes, please review the ‘Request for Quotes (RFQ) #2025-18’, page two, ‘Section 3 – Scope of Work’, bullet #12 -“Provide engineered drawings signed and stamped by an engineer licensed in the State of Oregon, assembly manuals for review and approval 6 (six) weeks prior to delivery.”
