About this file
This Request for Qualifications (RFQ) is issued by the District Board of Trustees of Valencia College seeking geotechnical engineering and testing services through a continuing services contract. The RFQ solicits Statement of Qualifications from geotechnical engineering firms to provide services for various Valencia College projects, with the potential to award multiple contracts. Projects will be limited to a maximum value of $4,000,000 and professional service fees not exceeding $500,000 per project, in accordance with Florida Statute 287.055(2)(g). The solicitation timeline includes a broadcast date of September 17, 2024, with proposals due electronically by October 17, 2024, at 2:00 PM ET. The evaluation process will involve two phases: an initial proposal review and potential interviews with top-ranked firms. The contract term is anticipated to be three years, with the possibility of two additional one-year extensions, beginning upon approval by the District Board of Trustees.
The RFQ outlines comprehensive requirements for potential consultants, including mandatory qualifications such as being registered in Florida, having been in business under the current company name for at least five years, and providing evidence of corporate registration. Firms must demonstrate capabilities in various testing and inspection services, including air quality testing, environmental and asbestos testing, construction material testing, and specialized technical services. The evaluation will consider factors such as business structure, team experience, proposed team responsibilities, business proximity to Orlando, and overall submittal completeness. Proposers will be scored using an adjectival rating system, with weighted values assigned to different evaluation categories, and may be required to participate in interviews as part of the selection process.
