About this file

This document is a "Response to Clarifying Questions" for Request for Quotes (RFQ) #2024-82 issued by Clackamas County, Oregon. The RFQ seeks expert services from a contractor to develop a Clackamas County Mass Care Plan, which will identify the roles, responsibilities, and expectations of county departments and partner organizations for coordinating a mass care response, including congregate and non-congregate sheltering, feeding, and distribution of emergency supplies. The document provides clarification on various aspects of the RFQ, such as the preferred format for meetings, the number of community partner interviews, the requirement for an After Action Report, the difference between advisory groups and community advisory teams, the scope of the mass care plan, and the availability of existing capability targets and risk assessments. Additionally, it confirms the requirements for professional liability insurance and the anticipated duration of the tabletop exercise.

The pricing structure, set-asides, incumbent contractors, and funding sources are not explicitly stated in this document. However, it does indicate that the County participates in the Portland Urban Area Security initiative and that the 2023 Threat and Hazard Identification and Risk Assessment (THIRA) may be used for the project, though it does not specifically identify BIPOC or disadvantaged segments of the county.

RESPONSE TO CLARIFYING QUESTIONS

September 25, 2024

Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFQ as published.

1. Is there a preference for virtual or in-person meetings for the following meetings: Internal Planning Team Meetings, Community Partner Interviews, Kickoff Meeting with Community Partners, and Tabletop Exercise?

Answer: Virtual for all meetings except the tabletop exercise, which would ideally be in person.

2. Is there an estimate for how many Community Partner Interviews are expected?

Answer: Not at this time.

Answer: Yes, the exercise should include a short After Action Report.

4. What is the difference between Advisory Groups (Task 1:6) and Community Advisory Teams (Task 2.5)?

Answer: We will have booth an internal planning team, or advisory group, and a wider community advisory team consisting of CBO partners, state partners, and private sector partners.

5. Will the plan for mass care include the population of just the unincorporated areas of the county or all areas (including townships, municipalities, etc.) within the county? Should the plan include supporting the regional mass care population coming to the county as identified by the Regional Disaster Preparedness Organization?

Answer: The plan will take into consideration all jurisdictions within Clackamas County, including incorporated and unincorporated areas.

6. Does Clackamas County have Capability Targets for the life-sustaining and human services for affected populations to include hydration, feeding, sheltering, temporary housing, evacuee support, reunification, and distribution of emergency supplies? If so, are those targets current within 36 months? If not, will the contractor be responsible for establishing those targets?

Answer: The County participates in the Portland Urban Area Security initiative THIRA. The 2023 THIRA includes capability targets for relocation assistance, sheltering, feeding, hydration, pets, resource distribution.

These capabilities may be used. They were last updated in 2022.

7. If not, is the contractor requested to update the THIRA/SPR? Does the current THIRA/SPR identify BIPOC or disadvantaged segments of the county?
