About this file
This document is a Clarifying Questions Response issued by Clackamas County, Oregon for Request for Quotes #2024-20 regarding Tri-City Gate Replacement, dated April 16, 2024. The response addresses two key technical questions submitted by interested bidding firms regarding the project scope and operational parameters. The first clarification confirms that temporary bypass discharge from the chlorine contact basin must be directed downstream into the basin near the gate undergoing replacement to maintain adequate contact time for chlorine reaction before bisulfite addition at the effluent junction box. The second clarification specifies that flows are anticipated only from the north side of the Parshall flume during the construction window, as the south side remains inactive except during peak flow events occurring in the wet weather season.
This clarifying questions response provides essential technical guidance to potential bidders without amending the original RFQ specifications. The answers establish critical operational and discharge requirements that directly impact construction methodology and temporary system design. No pricing information, set-asides, award dates, or contract terms are addressed in this clarification document, which serves solely to resolve technical ambiguities raised by prospective contractors regarding construction logistics and water flow management during the gate replacement project.

REQUEST FOR QUOTES #2024-20
Tri-City Gate Replacement
RESPONSE TO CLARIFYING QUESTIONS #1
April 16, 2024
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFQ as published.
1. Reference Dwg 410-M-1 where it notes Option 2: Potential location for pump suction or installation of temporary submersible pumps: It references a suction location but does not show an anticipated discharge location for the temporary bypass. Please advise if the entire chlorine contact basin can be bypassed and discharge placed at the East end of the basin or advise where the anticipated discharge location will be.
Answer: The bypass must be discharged into the chlorine contact basin just downstream of the gate that is being replaced (as reasonably near the gate as feasible to allow for construction of the temporary bulkhead referenced in Section 01 50 10). Adequate contact time to react with chlorine must be provided as treated effluent flows through the chlorine contact basin prior to addition of bisulfite at the effluent junction box.
2. Please advise if flows are only anticipated from the North side of the parshall flume or if flows are anticipated from both sides. If anticipated from both sides, can flows be reduced to one side?
Answer: Flows are only anticipated from the north side of the influent channel during the construction window.
The south side is only active during peak flow events that occur during the wet weather season.
