Introduction

The city has identified buildings throughout the city which vary in degree of complexity and size. The city own properties are underutilized and/or outdated functionally such that immediate improvements are required. The properties

RFQ NO. 2024-100 Architectural Services for the City of Hampton, Georgia Page 9 of 44 include Cherry Street “Old Fire Station” building, Catherine S. Williams Community Center, Hampton Historic Train Depot a/k/a Glenn Mitchell Administration and Community Building, Hampton City Hall, and 24 E. Main Street building.

Additionally, the city’s capital improvement plan includes architectural designs for a new city hall and a new community center.

Background

Cherry Street “Old Fire Station” building (7 Cherry Street). Constructed in 1950, this 1,500-sf facility served as the city as Fire Resue Station, Hampton Fire Station No. 1. The city owns the building and 0.19-acre parcel of land which building is sited. The building is currently being used for storage and the land is used as public parking for the downtown business district. The fire station is located within the City of Hampton’s Main Street District, Hampton Downtown Development Authority designated area, and Downtown Commercial Historic District. The city intends to renovate the structure for commercial use.

Catherine S. Williams Community Center (14 Old Griffin Road). Opened on November 24, 1974 as Fortson Public Library, this was the first public library within the city limits. The land for the building was donated by Hampton resident Ed Fortson. Library construction began with a donation of $5,000 dollars as documented in City Council notes from July 11, 1972. The completed Application for Construction Grant under Title II of the Library Services Construction Act (signed on December 15, 1972) authorized the construction of the Fortson Public Library.

The City had to raise $60,000 matching funds with the Department of Education to cover the $120,000 costs. Later dedicated on February 28, 2019 to Catherine Solomon Williams, the first African American City County member in Hampton’s history. Mrs. Williams was elected to the Hampton City Council in 1991 and spent her life depositing the best parts of herself to the lives of others. The idea to dedicate the facility was the brainchild of Councilwoman Ann Tarpley (current Mayor) and fellow Councilman Elton Brown. A portrait of Mrs. Catherine S. Williams and a plaque detailing her accomplishments is located prominently in the community center. The facility is used by the Jeremy P. Faulkner American Legion Post 330 for its monthly meetings and is available to rent as an event facility. The city intends to renovate the structure and possibility expand to best utilize the facility for indoor and outdoor activities.

Hampton Historic Train Depot a/k/a Glenn Mitchell Administration and Community Building (20 E. Main Street). Completed in 1881, derives its significance from the role it played in transportation, subsequent area development, architectural integrity and historical associations to the Central of Georgia Railway. The depot was entered into the National Register of Historic Places on September 10, 1979.

The building type identification in GNAHRGIS allows railroad-related building types to be identified as a coal tipple, combination passenger/freight depot, freight depot, office building, passenger depot, passenger terminal (urban), railway agency building, repair/maintenance facility, roundhouse, switching/interlocking station and warehouse. The building was listed for its high architectural integrity exhibited in its brick detailing designed by Augustus Schwab. The depot exhibits (Round-arch style) masonry in the brick construction found about the arches and roofline. The

RFQ NO. 2024-100 Architectural Services for the City of Hampton, Georgia Page 10 of 44 roof has a deep overhang to cover its landing. The city intends to renovate the building ceiling, and acoustics and replace the existing roof.

City Hall (17 E. Main Street). Completed in 1973, functioned as commercial bank until 2001 when the city purchased it from the First Union Bank to convert it to the new City Hall and Council Chambers. The city intends to renovate the building plan to accommodate additional office space and renovation of facilities.

New City Hall and Community Center. The city intends to secure consulting services for the design and development of a new city hall and community center.

It is envisioned that these are separate facilities that may coexist on a new municipal complex site, yet to be determined, or as individual buildings on standalone sites within the city. Funding for the project may include federal and state grants, the city requires Consultant’s fulfillment of Disadvantaged Business Enterprise (DBE) requirements of 49 CFR Part 26 as evaluated by an Evaluation Committee in accordance with the criteria specified.

4. MINIMUM REQUIREMENTS
