About this file
This document is a Request for Quotes (RFQ) issued by CareOregon, a health plan organization based in Portland, Oregon, seeking a contractor with expertise in National Committee for Quality Assurance (NCQA) accreditation services. CareOregon is pursuing NCQA accreditation for both its Medicaid and Medicare lines of business, and is considering adding the Long-Term Services and Supports (LTSS) distinction, the Medicare module, and/or the Medicaid module. The selected contractor will lead CareOregon through the accreditation process, which includes addressing any identified gaps. CareOregon has not provided a budget range for this project, but will consider quotes that reflect the actual cost of the work. CareOregon has not yet completed the Health Equity Accreditation and is currently preparing for both Health Equity and Health Equity Plus Accreditation, with a target survey date of November/December 2023 for Health Equity Accreditation.
Regarding pricing, CareOregon has not disclosed a budget range and is looking for quotes that reflect the actual cost of the work. The organization has a dedicated staff position and project management resources to support the accreditation process, as well as executive-level sponsorship. CareOregon is considering adding the LTSS distinction, Medicare module, and/or Medicaid module, based on the results of the gap analysis and the value these additions would bring to the organization.

REQUEST FOR QUOTES #2023-08
NCQA Accreditation Services
RESPONSE TO CLARIFYING QUESTIONS
June 6, 2023
Note that these are questions submitted by interested firms to the above referenced solicitation.
The below answers are for clarification purposes only and in no way alter or amend the RFQ as published.
1. Scope of Services A – O, and Deliverables A – G: We would like confirmation that we do not need to include/respond to these sections in our response.
Answer: These sections delineate the services and deliverables that CareOregon is seeking, they are not separate questions. 4. Quote A-J lists the items that your Quote must address in order to be deemed responsive. The list of our requirements in the Scope Section should be addressed within your answers to Section 4.
2. Is CareOregon seeking accreditation for just their Medicaid business, Medicare, or both?
This answer will impact the level of effort as each is a separate application and includes different standards elements for portions of the audit.
Answer: Care Oregon is seeking accreditation for both our Medicaid and Medicare Lines of Business. We are still considering whether to add either the LTSS distinction, the Medicare Module and/or the Medicaid module.
3. What resources will CareOregon provide to support execution to address gaps?
Answer: CareOregon has a dedicated staff position to support the accreditation process as well as dedicated project management resources. Our Chief Medical Officer, VP of Quality, and Director of Quality of Care and Accreditation are the executive sponsors and can provide support in freeing up resources in any teams or departments identified as having large gaps.
4. Please provide your estimated budget limit or budget range for this project.
Answer: CareOregon chooses not to share a budget range for this project. We are looking for quotes that reflect the actual cost of the work.
5. Could you provide clarification if CareOregon completed Health Equity Accreditation? Is CareOregon currently preparing for both Health equity programs (Health Equity Accreditation and Health Equity Plus Accreditation) simultaneously in December 2023?
Answer: CareOregon has not already completed Health Equity Accreditation.
CareOregon is performing a gap analysis for both Health Equity and Health Equity Plus in 2023. We are in the process of completing the Health Equity Application to secure a November/December 2023 survey date. Since publishing the RFQ, CareOregon has decided to wait to apply for Health Equity Plus Accreditation until after the gap analysis is complete, anticipating a later survey date. We are scheduling a 2023 survey for Health Equity http://careoregon.org/ mailto:Procurement@careoregon.org

Accreditation and will submit an application for Health Equity Plus Accreditation after the gap analysis is complete.
6. What is the date of submission for the Health Equity Plus submission in December 2023?
Answer: We are currently in the process of completing our application for Health Equity Accreditation with a target survey date of November/December 2023. We do not yet have a survey date selected. We will submit an application for Health Equity Plus Accreditation after the gap analysis is complete, anticipating a later survey date.
7. Would CareOregon be interested in adding LTSS distinction and Medicaid Module to the Health Plan accreditation?
Answer: We are still considering whether to add either the LTSS distinction, the Medicare Module and/or the Medicaid module. Our decision will largely be based on the results of our health plan accreditation gap analysis, the number of gaps we will need to address, and the value of adding these modules to the organization. We will look to the consultant to help advise us on making this decision.
