About this file
This is a Request for Quotation (RFQ) document issued by the Oregon Department of Fish and Wildlife (ODFW) for the removal of two abandoned underground fuel storage tanks at the Oak Springs Hatchery in Wasco County, Oregon. The project involves the complete removal of one 1,000-gallon and one 675-gallon decommissioned fuel storage tank, along with disposal of contaminated soils, filling of tank pits with rock, and soil sample analysis at a licensed laboratory. The deliverables include a comprehensive written closure report containing chain of custody documentation, analytical soil reports, site maps, required Department of Environmental Quality (DEQ) forms, and a certificate of decommission. A mandatory pre-bid conference was conducted prior to the June 8, 2022 bid deadline, with an anticipated project start date of August 1, 2022 and completion expected by August 26, 2022. The contract was awarded to the lowest responsible bidder whose bid substantially complied with requirements.
The bid solicitation included a field for MWESB (Minority, Women, Emerging Small Business) certification documentation, and vendors were required to provide their federal business number and applicable MWESB certification number. A preference was given to vendors located in Southern Oregon. Four contractors submitted bids, with amounts ranging from $10,700 to $72,910. Martin Burke Associates Inc. of Hood River, Oregon was selected as the lowest bidder at $10,700. The project aims to mitigate environmental risks associated with the potential failure and collapse of the abandoned storage tanks that have been decommissioned since the early 1990s.
