About this file
This document is a response to clarifying questions for Request for Quotes (RFQ) #2022-09 for a Personal Emergency Response System (PERS) issued by CareOregon, a healthcare organization in Oregon. The RFQ is seeking a PERS vendor to provide this service as an added benefit for CareOregon Advantage members in 2023. The RFQ clarifies that CareOregon is interested in various PERS product options, including hardware devices and software-based solutions, and needs flexibility to accommodate members without LTE or WiFi access. The estimated usage is not for all 213,000 member months per year, but a percentage of that based on actual utilization rates observed by the vendor in their experience with other Medicare Advantage populations.
Regarding pricing, vendors are asked to provide their experience with utilization rates for this type of service among Medicare Advantage members, as CareOregon has no prior estimate. The contract will be awarded to serve the jurisdictions of Multnomah County and the City of Portland.

RESPONSE TO CLARIFYING QUESTIONS
May 17, 2022
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFQ as published.
1. Are you looking for a special hardware device with a SOS button? Smartphone app with different software-base button representing the situation?
Answer: At a minimum we would like a hardware device (bracelet, necklace, etc.), but are interested in all types of products options you have available.
2. Can you confirm you want to buy 15,000 software or hardware base device?
Answer: No. that is a membership number and this service is offered as a benefit in their Medicare Advantage plan so only a certain percentage of people will choose to take advantage of the offer. See Question 4 below for more information.
3. Can we assume that each member/user with the device will be in an area with LTE connection?
Wifi? LoRa Helium or others?
Answer: No you cannot assume that. We are interest in learning about options you may have for people without LTE or Wifi. For example, if they have a landline telephone, could your device hook to that? We will asses all vendors based on the range of options available to our members.
4. Question 24 of the RFQ says to use an estimate of 213,000 member months/year for the fee estimate. Do you expect that all members will be issued a PERS? The order quantity has a large impact on the rates.
Answer: No, not all members will choose to receive a PERS. If you need an estimated number for your quote price, we would like to know your experience in terms of utilization among a Medicare Advantage population. For example, among your other MA clients, have you seen a 15%, 25% or other % utilization? Since this is a new service, we have no estimate of actual utilization.
