Christie Jazz Projector and Lens | 19TU1526Q3892 | Page 4 of 20

Requirement Minimum mandatory requirement

Installation Supply only. Installation, commissioning, mount or lift modification, new cabling, software options, camera systems, and on-site services are excluded unless added by a written Contracting Officer modification.

1.4 Product condition, authenticity, and authorized supply

• All equipment shall be factory-new, unused, undamaged, current production/current support, genuine Christie OEM product, and supplied through an authorized commercial channel supporting the applicable standard Christie warranty.

• The Contractor shall provide the final serial number for each serial-controlled item before shipment and shall include the serial numbers on the packing list and invoice.

• The Government may verify product identity, channel, serial numbers, warranty eligibility, and current production/support status with Christie or an authorized distributor before or after award.

1.5 Country of origin and TAA-designated configuration

The projector shall be the manufacturer-designated TAA-compliant configuration identified by exact P/N 171-085104-01. The quoter shall state the country of origin for CLIN 0001 and confirm that the offered exact SKU is Christie's TAA-compliant configuration.

The quoter shall separately state the country of origin for the exact lens, P/N 140-159106-01, and confirm that it is manufactured in the United States or a designated country acceptable to the Government.

Projector status does not establish lens origin or compliance. A quotation that does not identify the origin of both equipment items may be found technically unacceptable.

1.6 Manufacturer warranty and disclosed geographic limitations

• Each item shall include the standard Christie manufacturer warranty applicable at sale. State the warranty period for the projector and lens.

• The Government will forward the shipment from Elizabeth, New Jersey, to U.S. Embassy Ankara, Turkiye. Disclose any known geographic limitation, international-warranty requirement, or additional manufacturer fee; if none is known, state "None known."

• Local/on-site warranty service in Turkiye is not required. Any claim will follow Christie's standard warranty/RMA process and may require return to an authorized location. A concise warranty statement or current OEM/reseller warranty page is sufficient.

• A third-party warranty offered in place of the required manufacturer warranty is unacceptable unless the RFQ is amended in writing by the Contracting Officer.

1.7 One-crate export packing requirement

The projector and lens are separate products. Each shall remain protected in its respective OEM package, and both complete OEM packages shall be secured together inside exactly one sturdy export-worthy outer crate. The complete shipment shall be tendered to the U.S. Despatch Agency as one shipment piece.

• The crate shall comply with DOSAR 652.247-71, Shipping Instructions, and Attachment A. The clause controls if Attachment A is less specific.

• The Contractor shall prevent movement and protect the equipment from normal shock, vibration, compression, puncture, moisture, dust, repeated handling, and international air-cargo transit hazards.

• If solid-wood packaging is used, it shall comply with applicable ISPM 15 treatment and marking requirements.

• No separate carton, second crate, carton-plus-crate, or other multi-piece tender is permitted without prior written Contracting Officer approval.

Christie Jazz Projector and Lens | 19TU1526Q3892 | Page 5 of 20

SECTION 4 - EVALUATION FACTORS AND BASIS FOR AWARD

4.1 Award method

The Government intends to make one all-or-none, firm-fixed-price award to the responsible and eligible quoter submitting the lowest-priced technically acceptable quotation. Technical acceptability is pass/fail.

There will be no technical-price tradeoff and no comparative ranking among technically acceptable quotations.

Evaluation sequence: First: exact technical product compliance. Second: mandatory one-crate packing and delivery compliance. Third: administrative completeness and responsibility. Fourth: price evaluation among quotations that pass the preceding gates.

4.2 Gate 1 - Technical product compliance (pass/fail)

Factor Minimum acceptable standard

Exact projector Exact Christie Jazz Series 4K2100A-JS TAA-compliant projector; P/N 171-085104-01; no alternate or successor SKU.

Exact lens Exact Christie Jazz/Korus 0.9-1.3:1 short zoom lens; P/N 140-159106-01; no alternate lens.

Condition / authenticity Factory-new, unused, genuine OEM, current production/support, and authorized commercial source.

Origin / TAA Country of origin identified for each item; projector is exact Christie TAA configuration;

lens origin is acceptable.

Compatibility / documentation

Manufacturer or authorized-distributor evidence maps the offered exact SKUs and confirms the lens for the Jazz/4K2100-JS platform.

Manufacturer warranty Standard Christie warranty period stated for each item; known geographic limits or international-warranty requirements disclosed, or "None known." Local/on-site service in Turkiye is not required.

A quotation failing any Gate 1 factor is technically unacceptable and will not proceed to price evaluation.

A clarification may verify an existing statement but may not replace an incorrect product or create missing material compliance after closing.

4.3 Gate 2 - One-crate packing and delivery compliance (pass/fail)

Factor Minimum acceptable standard

One export crate Both complete OEM packages secured together in exactly one export-worthy outer crate;

no split or multiple-piece tender.

Shipping compliance Acceptance of DOSAR 652.247-71, Attachment A, exact label, packing-list, dimensions/weight, tracking, and notice requirements.

Delivery period Firm commitment within 30 calendar days ARO; early delivery acceptable.

FOB / receiving FOB Destination to the stated Elizabeth, NJ address; business-day delivery 09:00-16:00;

risk of loss through acceptance.

POD / correction Signed POD with printed receiver name and signature; correction of damage, shortage, wrong item, or packing nonconformance at no added cost.

Christie Jazz Projector and Lens | 19TU1526Q3892 | Page 13 of 20

A quotation proposing two separate packages, split delivery, FOB Origin, open-ended freight or crating, or a delivery period exceeding 30 calendar days is unacceptable unless the RFQ is amended before closing.

4.4 Gate 3 - Administrative completeness, eligibility, and responsibility

Factor Minimum acceptable standard

Quotation package Timely received; signed SF 1449; completed price schedule and Section 5; amendment acknowledgments; no unresolved material exception.

SAM / exclusions Active SAM at submission and award; one-page proof attached; no exclusion; current representations.

Responsibility Meets FAR 9.104 standards, including resources, integrity, operational capability, supply-chain capability, and ability to meet the delivery commitment.

Authority Quotation signed by a person authorized to bind the legal entity; UEI/CAGE and legal name match Government records.

If the apparent successful quoter is a small business and the Contracting Officer determines it nonresponsible on an element subject to the Small Business Administration Certificate of Competency process, the Government will follow applicable FAR Part 19 procedures.

4.5 Gate 4 - Price evaluation and price reasonableness

The evaluated price is the total firm-fixed price for CLINs 0001 through 0003. The Government will evaluate price only for quotations that pass Gates 1 and 2 and are otherwise eligible for award. The lowest evaluated price does not overcome technical or packing noncompliance.

• The Government will normalize prices to the same exact products, applicable standard warranty, one-crate packing, and FOB Destination delivery basis.

• Price reasonableness may be established using adequate competition, current market research, public commercial prices, the independent Government estimate, prior prices for similar items, discounts, and other FAR 13.106-3 techniques.

• A materially low price may be examined for an omitted lens, wrong/non-TAA SKU, unacceptable lens origin, gray-market source, missing standard warranty, undisclosed geographic limit, backorder, excluded freight/crating, or other missing scope.

• A materially high price may be examined for non-required accessories, services, availability premiums, or unsupported markup.

4.6 Exchanges, clarifications, and award without discussions

Award may be made on initial quotations without discussions. The Government may request a clarification, confirmation, or discount. A clarification will not be used to permit substitution of a materially different product, acceptance of the one-crate requirement after an express exception, correction of a missing all-or-none price, or other material rewrite after closing. Any exchange will be conducted fairly and consistent with FAR Part 13.

4.7 LPTA decision rule

Among quotations that pass the technical product gate, pass the crating/delivery gate, are administratively acceptable, and are submitted by responsible eligible sources, the Government will select the quotation with the lowest total evaluated firm-fixed price, provided the Contracting Officer determines the price fair and reasonable and award is otherwise in the Government's interest.
