Dear Prospective Quoter:
SUBJECT: Request for Quotation Number 19TH2526Q0001
Enclosed is a Request for Quotations (RFQ) for one right-hand drive SUV. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on Standard Form 1449 that follows this letter.
The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
Interested parties may submit any questions concerning the solicitation as soon as possible but not later than 1500 hrs. Bangkok Time on February 25, 2026 via email to pusayapaibuln@state.gov and cnxprocurement@state.gov. Late questions may not be considered. The email subject line must read “ RFQ# 19TH2526Q0001”
Your quotation must be submitted electronically to cnxprocurement@state.gov no later than 1600 hrs. Bangkok Time on February 27, 2026. The subject line must read “RFQ# 19TH2526Q0001_Company name”. It is important to make sure the submission is made in specific size and format; in Adobe Acrobat (pdf) file format. The file size must not exceed 25MB. If the file size should exceed 25MB, the submission must be made in separate files and attached to separate emails with less than 25MB each. Proposals must be in English and incomplete proposals will not be accepted. Late submissions shall not be considered.

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102.
Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.

I. SCOPE OF SERVICES
A. The Contractor shall furnish and deliver one right-hand drive SUV to the U.S. Consulate
General, Chiang Mai in accordance with the specifications and terms and conditions set forth herein.
B. The contract type will be a firm-fixed price type of purchase order.
C. The prices listed below shall include all labor, materials, overhead, profit, and transportation necessary to deliver the required item to the U.S. Consulate General, Chiang Mai.
D. All prices are in Thai Baht.

Vendors must submit your quotation to include shipping fees, taxes and other related expenses such as customs clearance, storage, delays and potential demurrage costs for complete door to door delivery until the final destination.
VALUE ADDED TAX. Value Added Tax (VAT) is not applicable to this contract and shall not be included in the CLIN rates or Invoices because the U.S. Embassy has a tax exemption certificate from the host government.
VAT Exemption document will be processed through Ministry of Foreign Affairs for orders with a total price at or exceeding 5,000 THB (excluding VAT) for local VAT registered contractors under Section 82/3 of Thai Revenue Code. The contractor will receive the document within 150 days after delivery.
III. PAYMENT TERMS AND CONDITIONS
The vendor should comply with term of payment, 30 days credit. Financial Section will transfer the payment to the vendor within 30 days after receiving invoice.
IV. CONTRACTOR REQUIREMENTS
1. The Contractor must be an authorized distributor or partner with the Original Equipment Manufacturer (OEM) for the product(s).
2. The Contractor MUST provide claiming service at least during warranty period
3. The Contractor should have well-established after-sale department that is able to assist basic technical inquiries before directing to manufacturer.
4. Service/Repair Maintenance should be authorized dealer(s), located in Chiang Mai and other parts of Thailand.
5. The Contractor shall process vehicle inspection/registration with Thai Authorities at the Land Transport Department in Bangkok
6. Quotation must indicate the point of origin for the shipment of goods. Quotation must include firm-fixed price shipping charges with the following terms:
6.1. DDP (Delivery Duty Paid) Door-to-Door – f.o.b. destination. The contractor shall be responsible for all shipping, customs clearance, demurrage, and any other charges related to shipping and delivery to our Receiving Office in Chiang Mai.
6.2. If point of origin for the vehicle is outside of Thailand, quotation must include all clearance, administrative, taxes, fees and any and all demurrage and other costs, Door to Door (to U.S. Consulate General, Chiang Mai, Thailand)
V. DELIVERY LOCATION AND TIME
1. All items shall be delivered within 90 days after award.
2. Delivery must be made during operating hours, Monday – Friday, 08.00-11.00 hrs. and
13.00-16.00 hrs. Monday through Thursday, except Thai holidays and American holidays
3. Delivery Address/Receiving Point of Contact:
The contractor shall deliver the vehicle to U.S. Embassy Bangkok in order to process registration in Bangkok.

VI. QUALITY ASSURANCE AND SURVEILANCE PLAN (QASP)
This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract.
The role of the Government is to monitor quality to ensure that contract standards are achieved.

STATEMENT OF WORK- PR15729646
Service Required: Air Force Detachment 415 has a requirement to purchase one SUV with off-road capabilities for operation, and administrative use by Detachment 415. Furthermore, the vehicle must be right hand drive and capable of being maintained commercially in Thailand with spare parts available locally at reasonable cost. Vehicles covered by a local dealer’s warranty are optimal.

Vendors may submit a quotation for equivalent item, provided those item meets all of the salient physical, functional, and performance characteristics specified by this solicitation and as described in FAR 52.211-6.
Terms and Conditions
Condition of Delivered Equipment:
Only new vehicle is authorized; no grey market or refurbished products and not altered in any way.
Manual and literature shall be in English and Thai language.
Specification Requirements:
Specification sheet is required for this request for technical evaluation; it needs to be submitted along with the quotation within advertisement period.
Warranty:
Local warranty for 3 years or 100,000 km. whichever comes first. After sale services by authorized dealers from manufacturers only. The price of warranty shall be included in the contract price.
Inspection and Acceptance of the vehicle:
The inspection and acceptance of the vehicle shall be performed by the U.S. Government upon its arrival at the Delivery point. The payment to the Contractor shall be made following satisfactory inspection and acceptance of the vehicle.

52.229-12 TAX ON CERTAIN FOREIGN PROCUREMENTS—NOTICE AND
REPRESENTATION (FEB 2021)
(a) Definitions. As used in this clause—
Foreign person means any person other than a United States person.
United States person, as defined in 26 U.S.C. 7701(a)(30), means–
(1) A citizen or resident of the United States;
(2) A domestic partnership;
(3) A domestic corporation;
(4) Any estate (other than a foreign estate, within the meaning of 26 U.S.C.
7701(a)(31)); and

(b) This clause applies only to foreign persons. It implements 26 U.S.C. 5000C and its implementing regulations at 26 CFR 1.5000C-1 through 1.5000C-7.
(c)
(1) If the Contractor is a foreign person and has only a partial or no exemption to the withholding, the Contractor shall include the Department of the Treasury Internal Revenue Service Form W-14, Certificate of Foreign Contracting Party Receiving Federal Procurement Payments, with each voucher or invoice submitted under this contract throughout the period in which this status is applicable. The excise tax withholding is applied at the payment level, not at the contract level. The Contractor should revise each IRS Form W-14 submission to reflect the exemption (if any) that applies to that particular invoice, such as a different exemption applying.
In the absence of a completed IRS Form W-14 accompanying a payment request, the default withholding percentage is 2 percent for the section 5000C withholding for that payment request.
