General Information

1.0 Scope of Work

Through this contract, USDA's International Climate Hub, in coordination with USDA Foreign Agricultural Service Office (FAS) in Madrid and the U.S. Embassy in Lisbon, will obtain a complete suite of services relating to hosting a 2-day international Viticulture symposium for up to 150 persons in Porto, Portugal, on December 3-4, 2024.

2.0 Background

The ICLN Viticulture Symposium 2024 aims to launch the inaugural International Climate Learning Network on Viticulture. This event will bring together experts, researchers, industry professionals, and government representatives from the United States and Europe to explore unique climate stressors impacting the viticulture industry, share response strategies from wine-producing regions with similar climate challenges, and identify targeted areas for further collaboration.

Contractor Requirements

3.0 Technical Requirements / Tasks

3.1 Preparation

The offeror shall make arrangements as required for the implementation of the scope and communicate such arrangements on a regular and ongoing basis to the USDA/FAS office in the U.S.

Embassy in Madrid and USDA's International Climate Hub. A specific venue should be named in the offeror's proposal; for a change in the venue, vendor, or provider to be used, USDA's International Climate Hub reserves the right of refusal and will be afforded up to five (5) business days to object to such selection.

NOTE: USDA is currently negotiating with a site venue to host the event. In case that USDA secures an event location, USDA/FAS will notify the contractor immediately and put the contractor in contact with the appropriate venue representatives.

USDA's International Climate Hub identifies the following criteria for an acceptable venue:

1. The venue must be located in Porto, Portugal, with preference given to locations near or at Catholic University in Porto.

2. The venue must have easy access to public transportation.

3. There must be easy transit between the venue and Porto Airport.

4. The venue must offer 4- or 5-star accommodations or be in close proximity to such accommodations.

5. The venue must be accessible to a variety of restaurants suitable for lunch within walking distance.

The offeror shall arrange for the printing and preparation of name badges for attendees. Each name badge shall indicate the name and affiliation of each attendee and shall not require a 'pin' or similar to mount or attach. The information required to print the name badges shall be transmitted by USDA's International Climate Hub not later than Friday, November 22, 2024.

The offeror shall design and print the conference program. USDA's International Climate Hub will communicate the details of the program not later than Friday, November 22, 2024.

The offeror shall obtain information from local tourism authorities to assist attendees in orienting within Porto, to be distributed with the name badges and programs. The Offeror shall also provide a list of restaurant options within easy walking distance and at various price points.

USDA's International Climate Hub may provide additional printed materials for distribution to attendees; such materials will be conveyed not later than 6:00 PM local time on Monday, December 2, 2024.

The offeror shall ensure that a suitable number of personnel are on-site to process registration (i.e., dissemination of the above materials) and troubleshooting. It is encouraged, but not required, for these personnel to be proficient in any combination of Portuguese, Spanish, French, and/or English.

The offeror shall manage the invitation process and maintain an up-to-date attendee list, ensuring a balance of U.S. and European attendees as directed by USDA's International Climate Hub.

The offeror shall make all arrangements for space for the conference sessions and breakout rooms.

The sessions will take place on Tuesday, December 3, 2024 (from approximately 9:00 AM to 5:30 PM local time) and Wednesday, December 4, 2024 (from approximately 9:00 AM to 11:00 AM local time).

Dates and times are subject to change within 20-30 days of the event.

The main conference space shall be configured in a "classroom" style, with rows of tables and chairs facing a central stage. The setup should accommodate up to 150 attendees. The 'ideal' setup would include:

• Cable guards, Velcro strips, tape, or other means of securing and hiding cable connections to mitigate tripping hazards

The setup shall include a provision to allow for pre-recorded video presentations in case a particular speaker is unexpectedly unable to attend.

There is no requirement for livestream or hybrid capability.

Any configuration or AV requirement changes from USDA's International Climate Hub are subject to modification up to 2 weeks prior to the event. The offeror should be prepared to accommodate such changes within reason.

3.3 Simultaneous Interpretation
