This is a Request for Quotations (RFQ) for commercial items issued by the U.S. Embassy in Nepal for a public awareness campaign on illegal migration deterrence.

The U.S. Embassy seeks a qualified vendor to design, manage, and execute a documentary-based campaign titled "Safe Migration Through Community Screening" aimed at deterring illegal migration from Nepal to the United States. Additional responsibilities include community engagement coordination, identification of local influencers for promotion, post-screening facilitation and discussions, and comprehensive reporting on campaign reach and impact. The project will be implemented over approximately eight months beginning September 1, 2026, and concluding April 30, 2027. Quotations are due by August 20, 2026, at 17:00 Nepal time and must be submitted electronically to KTMContracts@state.gov. The contract is for one year firm fixed price with no option periods. Offerors must demonstrate minimum five years of experience in documentary film production or community-based communications in Nepal, proven ability to work with sensitive social issues including migration and human trafficking, established networks across Nepal's high-emigration areas, experience designing social media campaigns with measurable outcomes, and capacity for ethical research with vulnerable populations. Award will be made to the lowest-priced, acceptable, responsible offeror based on compliance with solicitation requirements and contractor responsibility factors per FAR 9.1.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

Title: Safe Migration Through Community Screening

Overview

The Public Affairs Section (PAS) of U.S. Embassy Nepal seeks a qualified vendor to design, manage, and execute a documentary-based public awareness campaign aimed at deterring illegal migration to the United States from Nepali communities. The initiative will produce 3 original documentary films featuring authentic accounts from returnees and affected families and will deliver facilitated community screenings across Nepal, covering rural semi-urban, and Urban areas.

The campaign will be complemented by a nationwide social media campaign and locally tailored outreach materials designed to reach vulnerable communities before migration decisions are made.

By presenting the real consequences of illegal migration through credible, community-rooted storytelling, the initiative will promote informed decision-making and reduce the human and economic toll of illegal migration on Nepali families.

This effort advances U.S. foreign policy priorities by addressing the root drivers and enablers of illegal migration, strengthening community-level resilience, and supporting Nepal's capacity to deliver accurate, accessible public information on the risks of illegal migration pathways.

The campaign will target rural, semi-urban, and urban areas across Nepal, selected in coordination with the U.S. Embassy based on available migration data, research, and community vulnerability assessments. Final district selection will be confirmed with the vendor at contract award.

Scope of Work

The selected vendor shall oversee all program design, coordination, execution, and reporting for the following components:

1. Promotion, Outreach, and Community Engagement

• Develop and implement a targeted outreach strategy to identify and engage communities in rural, semi-urban, and urban areas across Nepal, including coordination with local government offices, civil society organizations, and community leaders.

• Design promotional and awareness campaigns across digital and community-based platforms, prioritizing channels with strong reach among at-risk populations and their families. Develop locally tailored outreach materials — including posters, leaflets, and community notices — adapted to the language, literacy levels, and cultural context of target districts. Manage screening event registration and community mobilization using practical, accessible coordination systems appropriate to rural and peri-urban settings.

• Curate and segment target audiences to ensure participation from high-priority groups, including prospective migrants, returnees, parents, and local influencers.

o Execute a multi-channel event promotion strategy for each screening — spanning offline and online channels — to drive attendance and maximize community reach, including:

o Offline: Distribute promotional materials in Nepali and local languages at high-traffic locations (government offices, schools, health posts, markets, and community centers); engage local FM radio stations for event announcements;

and leverage civil society and community leader networks for word-of-mouth outreach.

o Online and Social Media: Launch platform-specific promotional content — including event announcements, teaser clips, and targeted graphics — across Facebook, YouTube, and Instagram no fewer than two weeks before each screening, amplified organically through credible local voices including returnees and community leaders.

o Media Engagement: Engage local and regional print, broadcast, and online media outlets to secure pre-screening publicity and, where feasible, press attendance at events.

o Attendance Targets and Reporting: Establish minimum attendance targets with the U.S. Embassy prior to campaign launch; submit a pre-event promotion plan for Embassy approval at least three weeks before each screening; and report on promotional reach, attendance, and audience composition following each event.

• Deploy audience engagement tools at screening events, including:

o Facilitated discussion guides for post-screening community dialogue o Feedback and perception surveys to assess campaign impact o Attendance tracking and participant data collection

• Provide post-campaign participant data and analytics to measure reach, engagement, and shifts in awareness or intent among target populations.

2. Documentary Production and Campaign Content Development

• Research, develop, and produce 3 original documentary films (minimum 10 minutes to maximum 20 minutes long) that present authentic stories from Nepali returnees and families affected by illegal migration, highlighting real consequences including exploitation, financial loss, family separation, and loss of life.

• Conduct community-based research and story identification to ensure content is credible, representative, and resonant with target audiences.

• Develop detailed production plans, including scripting, filming, editing, and localization for multiple language and dialect contexts across Nepal.

• Produce campaign content tailored for multiple formats and platforms, including:

o Full-length documentary films for community screenings o Short-form video content optimized for social media distribution o Audio content suitable for community radio broadcast in target districts

• Ensure all documentary content meets ethical standards for working with vulnerable populations, including informed consent protocols and protection of participant identities where required.

• Coordinate all production logistics, talent coordination, and post-production in alignment with U.S. Embassy branding and messaging approval requirements. The vendor shall submit all content to the U.S. Embassy for review and approval prior to public distribution.

• Deliver final content assets in formats suitable for both community screening and digital distribution.

• The U.S. government shall retain unlimited rights to all deliverables produced under this contract, including final content, source files, raw footage, audio recordings, photography, and all associated production materials.

• All publicly distributed content, including films, social media assets, printed materials, and audio content, shall carry a clear attribution statement identifying U.S. Embassy Kathmandu as the funding source, in a format approved by the Embassy prior to distribution.

3. Community Screening Events and Facilitation

• Conduct a minimum of 25 facilitated community screenings across rural, semi-urban, and urban areas across Nepal over the period of performance.

• Secure participant registration of approximately 200-300 attendees per screening event.

Identify and secure appropriate screening venues in rural, semi-urban, and urban areas across Nepal, with logistical capacity for community-scale audiences and basic audio-visual infrastructure.

• Identify popular Nepali influencers or celebrity/ies who can help attract attendance for campaign promotion and at screening events. The vendor shall propose candidate individuals for U.S. Embassy review and approval prior to engagement. Manage all logistical requirements for screening events, including equipment, transportation, venue setup, and on-site coordination.

• Ensure a consistent, high-standard look and feel across all screening events that reflects U.S. Embassy branding and the campaign's public awareness objectives.

• Oversee full screening event execution, including:

o Audio-visual setup and technical support o Trained facilitators to lead structured post-screening community discussions o Distribution of locally tailored outreach materials and referral information o On-site coordination and participant flow management

• Provide professional photography and content capture at screening events for post-campaign reporting and public communications use.

• Ensure all activities meet safety, accessibility, and operational standards required by the U.S. Embassy.

4. Nationwide Social Media Campaign

• Design and execute a nationwide social media campaign to extend the reach of the documentary content and awareness messaging beyond in-person screening audiences.

• Develop a platform-specific content strategy targeting Nepali audiences on high-traffic social media channels, with particular focus on platforms used by prospective migrants and diaspora-connected communities.

• Produce and schedule a sustained cadence of social media content, including short-form video, testimonial graphics, and informational posts aligned with campaign messaging.

• Identify and coordinate with credible Nepali voices — including returnees, community leaders, local influencers, and journalists — to amplify campaign content organically.

• Monitor campaign performance using social media analytics tools and provide regular reporting on reach, engagement, and audience response.

• Adapt content and targeting strategies in response to performance data and U.S. Embassy feedback throughout the campaign period.
