About this file

This Request for Quotations (RFQ) is for engineering and construction services to reconfigure the mailroom office at the U.S. Embassy in Seoul, Korea. The project is divided into two phases: (1) Design Services, which includes developing comprehensive construction documents for the mailroom expansion, and (2) Construction Services, involving the actual renovation of the space. The mailroom will be expanded from its current location on the ground floor of the Chancery main building, with work including selective demolition, installation of new partition walls, ceiling, flooring, electrical and mechanical systems, and related improvements.

Key project details include a 60-calendar day total completion timeline, with contractors required to submit detailed technical and price proposals electronically. The scope involves expanding the mailroom into an adjacent corridor, installing a new steel door with security hardware, replacing ceiling and floor finishes, relocating electrical and communication lines, and installing new ceiling-mounted air conditioning units. The estimated project will require performance and payment bonds, and contractors must comply with specific design guidelines, building codes, and safety requirements. Proposals are to be submitted via email to SeoulProposals@state.gov, with evaluation based on lowest price, acceptable, and responsible quoter criteria.

B. SCOPE OF WORK

B.1 INTRODUCTION

The United States, Embassy of Seoul Facility Management group requires engineering and construction services to provide the improvements and reconfiguration of the mailroom office on the ground floor of the Chancery main building located at 188 Sejong-daero Jongno-gu. The existing mailroom office lacks sufficient space to process incoming mail securely and accommodate all the mailroom staff. In order to solve the office space shortage, an expansion of the mailroom space is required.

This new mailroom reconfiguration project scope will be split into two (2) basic phases, with the first being, Engineering and Construction Documentation Services and the second being Construction Services. The first phase will include developing construction documents capturing the installation intent and construction phases, which shall include site plans, demo / new work plans, architectural plan, electrical plan, mechanical plan, equipment cut sheets, and relevant engineering calculations. Following approval of construction documents from Overseas Buildings Operations (OBO), the second phase (Construction Services) work will include establishing new mailroom office. The general Scope Of Work (SOW) is described in, but not limited to, section of B.2.2 PHASE 2: CONSTRUCTION SERVICES. The following plans include existing mailroom office plan, conceptional proposal plan and demolition plans.

B.2.2.3.1

The Contractor’s employees will be escorted by the U.S. Embassy staff throughout the time they are at the work site. The Contracting Officer’s Representative (COR) will oversee the performance of the work in progress.

B.2 DESCRIPTION OF WORK

The U.S. Embassy in Seoul requires engineering and construction services for expansion and reconfiguration of the existing mailroom office spaces on the ground floor of the Chancery main building. This project involves selective demolition of existing architectural elements, including but not limited to the drop ceiling, gypsum drywall, interior finishes, and all associated electrical and mechanical items, and installation of proposed architectural, interior, and related electrical, mechanical, telecom, fire alarm items for renovated mailroom office spaces as per described in this Statement Of Work (SOW).

This project scope is divided into two phases: Engineering and Construction Documentation Services (PHASE 1), and Construction Services (PHASE 2). PHASE 1 will include developing construction documents, such as site plans, selective demolition plans for each discipline, proposed architectural floor / ceiling plans, enlarged architectural plans / elevations, proposed plans for electrical, mechanical, telecom, and fire-alarm plans, and equipment cut sheets, and relevant engineering calculations to define the installation intent and construction requirements. Following OBO approval of the construction documents, PHASE 2 will include construction of mailroom office renovation on the ground floor of the chancery main building.

PHASE 1: DESIGN SERVICE

PHASE 2: CONSTRUCTION SERVICES

B.2.1 PHASE 1: DESIGN SERVICE

B.2.1.1 PROJECT REQUIRMENTS

B.2.1.1.1. This design is a multidiscipline effort that requires complete architectural and engineering services to define the construction, operating, and maintenance requirements of the facilities. In addition to the normal architectural and engineering services provided for building design, the design services required include, but are not limited to interior design, architectural, mechanical, electrical, signs, fire and life safety protection, physical security, structural analysis, and related electrical works.

The Contractor shall be responsible for the design and preparation of construction for this project. The U.S. Government has specific criteria, which the Contractor shall adhere to in the design and documentation of this project. Those criteria are incorporated into or referenced in this Statement of Work (SOW).

The Government of the United States considers all drawings and specification materials to be "Sensitive But Unclassified". All documents created by the Contractor and their Consultants can only be transmitted between any and all parties via "Hard Copy" (printed material) or by means of a CD in electronic format. The information cannot be sent or retrieved through the Internet.

B.2.1.1.2. The Contractor shall carefully observe and review existing conditions and coordinate drawings and specifications, and other project-related documents before design submittal. This includes identifying all interface points and controls between existing conditions and documents. The Contractor shall have a quality control program in effect, which will require his employees and consultants to thoroughly review and coordinate all project data prior to submittals. The Contractor shall correct deficiencies, ambiguities, conflicts, and inconsistencies before submitting documents or they will be rejected by the Contracting Officer. The letter of transmittal shall certify that all documents have been reviewed and coordinated prior to submittal. The certification shall be signed by a principal of the Contractor’s firm. The Contracting Officer's Representative (COR) will review and approve the Quality Assurance/Quality Control (QA/QC) program proposed by the Contractor. This program shall indicate the method of controlling the quality of all work produced by the Contractor and consultants. Refer to FAR Clause 52.236-23, "Responsibility of the Architect/Engineer Contractor".

Responsibility of the Architect-Engineer Contractor (Apr 1984)

(a) The Contractor shall be responsible for the professional quality, technical accuracy, and the coordination of all designs, drawings, specifications, and other services furnished by the Contractor under this contract. The Contractor shall, without additional compensation, correct or revise any errors or deficiencies in its designs, drawings, specifications, and other services.

(b) Neither the Government’s review, approval or acceptance of, nor payment for, the services required under this contract shall be construed to operate as a waiver of any rights under this contract or of any cause of action arising out of the performance of this contract, and the Contractor shall be and remain liable to the Government in accordance with applicable law for all damages to the Government caused by the Contractor’s negligent performance of any of the services furnished under this contract.

(c) The rights and remedies of the Government provided for under this contract are in addition to any other rights and remedies provided by law.

B.2.1.1.3. The Contractor shall produce full set of drawing plans and specifications. Drawings shall be segregated by buildings. The layout of individual drawings shall convey the required design and construction information. Symbols used shall be accepted by international industry standards and shall be shown in the legend. Lettering shall be of sufficient size to be clearly read when drawings are reduced to half size.

B.2.1.1.4. Except as expressly directed by the Government, the Contractor shall minimize the use of Governmentfurnished equipment, materials, and supplies to be provided to the contractor during the design of the construction documents.

B.2.1.1.5. Specifications shall not rely on sole-source designations to circumvent the requirement for full and open competition in the purchase of construction materials and equipment. When a sole-source manufacturer, product, or equipment is specified, the Contractor shall notify the U.S. Government in written monthly progress reports. These reports shall be accompanied by a justification explaining why sole-source acquisition is necessary and appropriate for the project. The justification shall provide the information that would be required by the Federal Acquisition Regulation (FAR Subpart 6.3). The justification must also explain why the salient characteristics of proposed sole source equipment cannot be described in the specifications. No classified work shall occur under this contract.

B.2.1.1.6. The Contractor shall prepare a detailed written record of all conferences and meetings with representatives of Post related to the project. The Contractor shall also document telephone conversations in which decisions affecting the project are made.
