GUATEMALA - CONS-Media Campaign 2024-2025

SCHEDULE OF SUPPLIES/SERVICES, BLOCK 20

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

I. INTRODUCTION

The Fraud Prevention Unit (FPU) is seeking a Vendor who can redesign a country-wide media campaign to prevent H-2 visa fraud. The campaign must last for at least 10 non-consecutive months (November 2024 and January-September 2025). The FPU seeks proposals that use the existing materials as a base for launching an innovative anti-fraud message that stays in the mind of the viewer (the current ads will be provided).

The advertising campaign is focused on “Manuel,” a Guatemalan in his mid-50’s, with a mid-level education, who is wise, trustworthy, and friendly, uses colloquial language, knows the visa process, knows the risks of travelling illegally, has worked legally in the United States under the Temporary Worker visa program, is against fraud, shows the right procedures and encourages viewers to report fraud.

The advertising plan must focus on the rural working age population, who are not technologically savvy and are unlikely to be affected by outreach using electronic means of communication. The campaign is designed to reach potential U.S. visa seekers and provide them with information on how to avoid the risks associated with document vendors and corrupt or unaffiliated job recruiters. The purpose of the advertising plan is to prevent fraud and protect intending non-immigrants from abuse and being scammed by paying unauthorized fees to obtain visas. It will be a Guatemala-wide campaign, but with a specific focus on those areas with the potential for the greatest impact due to high instances of fraud, migration, large applicant pools, etc.

II. BACKGROUND

The Fraud Prevention Unit (FPU) is part of the Consular Section of the United States Embassy in Guatemala. Deterring, detecting, and investigating citizenship and visa fraud are essential to protect the integrity of consular processes and safeguard our national security. Most consular fraud and misrepresentation are committed by applicants seeking economic opportunity. The FPU attempts to interdict those efforts by proactively providing fraud prevention training and engaging in fraud prevention outreach. One component of our fraud prevention outreach seeks to prevent the victimization of Guatemalan nationals by unscrupulous individuals who purport to be able to assist with the visa application process or assist with finding employment in the United States. These false recruiters and “tramitadores” may never come in direct contact with the Embassy, nor will many of their victims.

The H-2 visa allows Guatemalans to travel legally to the United States to work temporarily on Agricultural or Non-Agricultural jobs. Genuine recruiters for U.S. seasonal work opportunities are not permitted to charge fees to prospective workers to include them on lists of work candidates. Common fraud schemes include demands for illegal fees, false employment offers and the presentation of fake documents.

The purpose of this campaign is to inform potential victims of the risks involved with false recruiters and to encourage victims to report scams and fraud. The campaign uses simple, friendly, and easy-to-understand messaging delivered via a variety of methods.

The Vendor shall provide accurate information to target audiences to counter the belief that applicants must pay recruiters and document vendors for placement on company lists to obtain temporary worker visas.

Project Factors

The Vendor is to take the following factors into consideration for the accomplishment of the services:

a. Recognition of the need for a specific model targeting an audience of temporary workers, who are mostly rural, may be semi-literate, and may have limited access to technology. Recognition that our current official channels for outreach are focused on youth, the literate, those with technical savvy who use electronic communication, and more sophisticated urban populations.

Recognition that those existing official channels may not be suited to the target audience of this campaign.

b. Recognition that “tramitadores” and others who provide false documents, sell fake job opportunities, or demand money from individuals in exchange for U.S. work opportunities cause Guatemalans to be victims of theft, human trafficking and labor exploitation.

III. SPECIFICATIONS AND RESPONSIBILITIES

a. The Vendor is to focus distribution of the campaign on rural, limited-education, non-technologically savvy populations. A particular focus will be manual laborers in areas with large concentrations of temporary worker applicants, as well as areas where recruiters are known to operate at high volume.

b. The Vendor must design, broadcast, and advertise this campaign at a minimum through the following platforms:

- Radio (jingle, radio spot and radio host mentions)

- Billboards, street banners, etc.

- Tuk-tuk and other mobile advertisements.

c. The Vendor shall provide a media distribution plan for the campaign, with proposed radio stations, their audience volume and schedule of advertising clearly indicated, and specific locations for billboards and other advertising provided. Cost estimates for media distribution should be broken down on a line-item basis; the costs for art modification/redesign should not exceed 3% of the total proposal cost.

d. The vendor must provide the design and art of the proposal and make the changes that are required by the client at no cost.

e. The vendor must provide printed material, e.g.: Posters, cards, trifolds, etc. to be used during public outreach events. The design of the printed material must be related and uniform with the rest of the campaign and explain H-2 workers’ rights.

f. The vendor must offer innovative promotional articles, to spread the message and encourage victims to report scams and fraud. The vendor must distribute these articles in specific locations where the population of potential seasonal workers is larger and must provide a distribution plan as well as photographic evidence of delivery.

g. At the end of each month the vendor must provide broadcasting evidence before sending the payment invoice.

h. At the end of the contract, the vendor must provide a market study with the results of the impact of the campaign at national level on each of the contracted broadcasting platforms and provide suggestions to increase the positioning of the campaign in the audience for the next fiscal year.

FPU has used radio, billboards, tuk-tuk advertisement, posters, and handouts in the past, and is interested in new, creative and non-traditional channels to spread our fraud prevention message directly to the audiences that most need to hear it.

IV. LOCATIONS

The U. S. Embassy has identified some departments of the country as having a high concentration of our target population, as well as high concentrations of individuals taking advantage of them. The radio, printed and billboard campaign product should be nationwide in scope but place particular emphasis on the locations listed below.

1. Huehuetenango - Radio, billboards and printed materials; 1st billboard on Huehuetenango near bus terminal and 2nd billboard on the road to La Libertad and la Democracia; tuk-tuk.

2. San Marcos - Radio, billboards and printed materials; Billboard in San Pedro Sacatepéquez.; tuk-tuk.

3. Quetzaltenango - Radio, billboard and printed materials; Billboard near Quetzaltenango’s Migrant monument; tuk-tuk.

4. Quiche - Radio, billboards and printed materials; Billboard in Los Encuentros (road to Quiche and Solola); tuk-tuk.

5. Totonicapán - Radio and printed material; Pasacalle; tuk-tuk.

6. Chimaltenango - Radio, billboards and printed materials; Billboard in Sumpango.

7. Sacatepequez - Radio and printed materials; Pasacalle.

8. Jutiapa - Radio and printed materials; Pasacalle.

9. Zacapa - Radio, billboards and printed materials; Billboard in Teculután.

10. Chiquimula - Radio and printed materials; Pasacalle.

11. Jalapa - Radio and printed materials; Pasacalle.

12. Sololá - Radio and printed materials; Pasacalle.

13. Retalhuleu - Radio and billboards; Billboard in Cocales.

14. Suchitepequez – Radio.

15. Escuintla - Radio and billboards; Billboard near Interplaza Escuintla.

16. Alta Verapaz – Radio.

17. Baja Verapaz – Radio.

18. El Progreso – Radio.

19. Santa Rosa - Radio and billboards; Billboard in Cuilapa.

20. Guatemala City – Radio.

21. Izabal – Radio.

22. Petén – Radio.

The billboards must be located in strategic areas within the departments, preferably in high traffic roads and main intersections (for example, Los Encuentros, etc.). The billboards in all locations must be standard size (6x3 meters), and must include full color printing, installation, periodic maintenance (cleaning, repairs, washing), and insurance against robbery or damage for the duration of the contract as well as required installation licenses. The Vendor must submit pictures of the installed billboards, as well as photos of the conditions of the billboard throughout the duration of the contract, not only when installed.

The street banners’ (pasacalles) size must be adapted to the street size and must include full color printing, installation, periodic maintenance (cleaning, repairs, washing), and insurance against robbery or damage for the duration of the contract as well as required installation licenses. The Vendor must submit pictures of the installed pasacalles, as well as photos of the conditions of the pasacalles throughout the duration of the contract, not only when installed.

The radio spots and jingle are of 30 seconds duration and must be transmitted on local radio stations of the departments listed above 10 times daily, for alternated 15 days a month; this can include “radio mentions”. The radio stations must have high reach, and the vendor must present evidence of such coverage within their offer. The transmission of spots must be alternated with billboards and/or pasacalles and other printed material.

The radio spots and jingle broadcast must be recorded, and evidence of their broadcast must be submitted prior to monthly payment.

The tuk-tuks must have at least 8 units to cover cabeceras for the departments listed above. They should run for at least 2 months in each location and rotate to have full coverage during the 10-month contract. Evidence must be submitted of the advertisements prior to monthly payment.

The FPU is open to suggestions on innovative (non-traditional) printed campaigns that have the same impact and reach as newspaper ads.

V. REQUIREMENTS

The Vendor must:

1. Focus the campaign on the specific demographic which consists primarily of rural semi-literate to illiterate Guatemalans ages 18 to 40 who perform manual labor;

2. Emphasize rural locations in the specified Guatemalan departments;

3. Use an appropriate mixture of advertisements for this specific population;

4. Develop and implement a marketing and distribution plan. The campaign must last for at least

10 non-consecutive months (November 2024 and January-Sep 2025).

5. Design and provide a market study showing the results of the impact of the campaign at national level on each of the contracted broadcasting platforms and provide suggestions to increase the positioning of the campaign for the next fiscal year.
