Enclosed is a Request for Quotations (RFQ) for design and implement a research study to evaluate the BRITE Program alumni network in Brazil. If you would like to submit a proposal, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on Standard Form 1449 that follows this letter.

The U.S. Government intends to award a purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The Government is planning a pre-proposal conference that will be held on September 8th, at 4 PM, Brasilia Local Time. If your company is interested in participating, reach out to Ms. Laís Morais – MoraisLBM@state.gov – and BrasiliaGSOProcurementDL@state.gov – so we can forward the virtual session invite (link) for the Virtual Session.

Quotations are due by September 18th, 2025, 2 PM, Brasilia local time. No proposals will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

SECTION 1

1. General

1.1. Background

The U.S. Mission to Brazil seeks to evaluate the long-term impact of the Brazilians

Innovating on the Teaching of English (BRITE) program. BRITE provides English teachers with professional development opportunities, guidance on aligning teaching practices with Brazil’s

BNCC (Base Nacional Comum Curricular), and instruction on student-centered methods, Project-Based Learning, 21st Century Skills, and Maker Movement concepts.

Given the program’s scope and significance, the U.S. Mission requires an external evaluation to assess the sustainability and effectiveness of the program’s training, and to inform future programming.

1.2. Objective

The purpose of this contract is to procure professional research and evaluation services to assess the BRITE program’s outcomes for alumni. The research will answer the following questions:

• What are the current occupational and professional characteristics of BRITE program alumni?

• How valuable was the BRITE program for alumni’s professional growth?

• To what extent are alumni implementing BRITE techniques in their classrooms, and why or why not?

• How can Mission Brazil improve future iterations of BRITE?

• How can Mission Brazil continue to support BRITE alumni in their professional development?

1.3. Work Statement

The contractor shall design and implement a mixed-methods evaluation of BRITE program alumni, including:

• Administration of electronic and phone-based surveys.

• Conduct of in-depth interviews.

• Quantitative and qualitative data analysis.

• Submission of reports detailing findings and recommendations.

1.4. Period of Performance

The period of performance shall begin on November 17, 2025, and conclude on May 22, 2026.

1.5. Place of Performance

All work will be performed remotely, with survey and interviews conducted electronically or by telephone.

1.6. Pricing

The contractor shall provide pricing in Brazilian Reais (R$).

• The U.S. Government will make payment in local currency (R$).

• Payment will be made at the conclusion of each project phase, contingent upon government acceptance of deliverables.

• The contractor shall submit a proposed payment schedule aligned with the research phases (survey design, survey implementation, interview implementation, draft/final reporting).

2. Specific Requirements

2.1. Research Design

The contractor shall use a mixed-methods design, including:

• Survey: Electronic distribution via email/WhatsApp; phone follow-up for non-respondents.

• Interviews: 20 in-depth, virtual/telephone interviews with alumni, selected to ensure diversity of perspectives and responses.

2.2. Sampling Plan

• Electronic surveys: Target n=500 completes.

• Telephone surveys: Target n=100 completes.

• Interviews: Target n=20 interviews, including at least 4 participants with low levels of perceived value/utilization of BRITE.

• Only currently employed educators are eligible for interviews.

2.3. Data Analysis & Reporting

The contractor shall:

• Conduct quantitative analysis of survey results.

• Conduct qualitative analysis of interview data using an agreed-upon coding scheme.

• Provide summaries of analytic methods used.

2.4. Confidentiality

The contractor shall maintain strict confidentiality and ensure that no data, materials, or findings are shared outside the U.S. Embassy without prior written authorization.

3. Delivery and Deliverables

3.1. Interim Deliverables:

• Final survey questionnaire and contact strategy.

• Final interview guide/protocol.

• Draft survey analysis report.

• Draft interview analysis report.

3.2. Final Deliverables:

• Final survey analysis report.

• Cleaned and formatted .xlsx file of survey results.

• Final interview transcripts/notes and coding analysis.

• Final report combining survey and interview findings with recommendations.

4. Meeting Requirements

• Kickoff Call: November 17, 2025.

• Monthly virtual progress reviews with Embassy staff.

• Draft deliverables submitted for Mission review and feedback prior to finalization.

5. Required Travel and Other Direct Costs

No travel is required. All services shall be performed virtually.

6. Government-Furnished Information

The U.S. Government will provide:

• A contact list of BRITE alumni (approx. 1,800 individuals).

• Draft survey and interview instruments.

• Report templates and guidance.

7. Branding Requirements

All deliverables must comply with U.S. Government branding guidelines. No deviations are permitted without prior approval from the Contracting Officer.

8. Data Rights and Release

All deliverables and data generated under this contract are the property of the U.S.

Government. Public release requires prior written approval from the Contracting Officer.

(d) Comptroller General Examination of Record. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the

52.229-12 TAX ON CERTAIN FOREIGN PROCUREMENTS—NOTICE AND REPRESENTATION (FEB

2021)

(a) Definitions. As used in this clause—

Foreign person means any person other than a United States person.

United States person, as defined in 26 U.S.C. 7701(a)(30), means–

(1) A citizen or resident of the United States;

(2) A domestic partnership;

(3) A domestic corporation;

(4) Any estate (other than a foreign estate, within the meaning of 26 U.S.C.

7701(a)(31)); and

(5) Any trust if-

(i) A court within the United States is able to exercise primary supervision over the administration of the trust; and

(ii) One or more United States persons have the authority to control all substantial decisions of the trust.

(b) This clause applies only to foreign persons. It implements 26 U.S.C. 5000C and its implementing regulations at 26 CFR 1.5000C-1 through 1.5000C-7.

(1) If the Contractor is a foreign person and has only a partial or no exemption to the withholding, the Contractor shall include the Department of the Treasury Internal Revenue

Service Form W-14, Certificate of Foreign Contracting Party Receiving Federal Procurement

Payments, with each voucher or invoice submitted under this contract throughout the period in which this status is applicable. The excise tax withholding is applied at the payment level, not at the contract level. The Contractor should revise each IRS Form W-14 submission to reflect the exemption (if any) that applies to that particular invoice, such as a different exemption applying.

In the absence of a completed IRS Form W-14 accompanying a payment request, the default withholding percentage is 2 percent for the section 5000C withholding for that payment request.

(2) If the Contractor is a foreign person and has indicated in its offer in the provision

52.229-11, Tax on Certain Foreign Procurements—Notice and Representation, that it is fully exempt from the withholding, and certified the full exemption on the IRS Form W-14, and if that full exemption no longer applies due to a change in circumstances during the performance of the contract that causes the Contractor to become subject to the withholding for the 2 percent excise tax then the Contractor shall–

(i) Notify the Contracting Officer within 30 days of a change in circumstances that causes the Contractor to be subject to the excise tax withholding under 26 U.S.C. 5000C; and

(ii) Comply with paragraph (c)(1) of this clause.

(d) The Government will withhold a full 2 percent of each payment unless the Contractor claims an exemption. If the Contractor enters a ratio in Line 12 of the IRS Form W-14, the result of Line 11 divided by Line 10, the Government will withhold from each payment an amount equal to 2 percent multiplied by the contract ratio. If the Contractor marks box 9 of the IRS Form W-14

(rather than completes Lines 10 through 12), the Contractor must identify and enter the specific exempt and nonexempt amounts in Line 15 of the IRS Form W-14; the Government will then withhold 2 percent only from the nonexempt amount. See the IRS Form W-14 and its instructions.

(e) Exemptions from the withholding under this clause are described at 26 CFR 1.5000C-

1(d)(5) through (7). Any exemption claimed and self-certified on the IRS Form W-14 is subject to audit by the IRS. Any disputes regarding the imposition and collection of the 26 U.S.C. 5000C tax are adjudicated by the IRS as the 26 U.S.C. 5000C tax is a tax matter, not a contract issue.

(g) A taxpayer may, for a fee, seek advice from the Internal Revenue Service (IRS) as to the proper tax treatment of a transaction. This is called a private letter ruling.
