About this file
This document contains questions and answers regarding solicitation number FA8626-22-Q-S001 for propulsion discipline training. The solicitation seeks an instructional design firm to develop and deliver seven courses on jet and gas turbine engine systems to engineers at Wright-Patterson Air Force Base and Tinker Air Force Base. The courses have previously been delivered by Practical Aeronautics Inc., which is considered the incumbent, though no current contract information was provided. The selected contractor must provide instructional designers, subject matter experts, and instructors to develop curriculum and deliver in-person training at the government facilities. While some administrative functions can be performed remotely, instruction and development work should occur near the listed locations. The government indicated a willingness to modify the contract scope and pricing to include additional similar courses as needs arise.

AFLCMC Propulsion Training Discipline Questions and Answers
Document Paragraph Question
PWS Description of Services
The paragraph states that the service provider shall include any necessary equipment, tools, materials, and supplies… Does this include classroom space, desks, student workstations, etc, or are classrooms provided by the government?
This includes any necessary Contractor furnished equipment, tools, materials, and supplies. The Government will not be providing these necessities for this contract.
PWS Description of Services
The underlined portion of the paragraph states that the service provider shall support …geographically separated units…, but there is no travel CLIN or description of travel. Do the GSU students travel to Tinker and/or Wright Patterson for training, or can this training be conducted virtually?
We have two separate locations. There is not travel CLIN associated, so the intent is that the pricing would reflect the instructor’s travel in the cost. The intent is for these classes to be in person for each location. I would plan to make two separate SLINs for Wright Patterson and Tinker Air Force Base, respectively.
PWS Description of Services
The paragraph lists 6 courses, but includes the phrase "but not limited to". Can the government provide some scope to the additional courses or level of effort that may be required for pricing purposes?
We are intending for there to be 7 separate classes: (1) Introduction to Jet Engines, (2) Fundamentals of Aircraft Engine Controls, Accessories, and Health Management, (3) Aircraft Engine System Design Introductory Analysis, (4) Aircraft Engine System Design – Intermediate Design, (5) Aircraft Engine System Design – Advanced Engine Design, (6) Introduction to Gas Turbine Engines Mechanical Systems, (7) Cycle Analysis of Gas Turbine Engines. If, during the execution of the contract, the Government has a need of more courses along the vein of these classes, we are open to discussing and modifying the contract for additional courses that fall in the scope of this effort.
PWS Description of Services
The paragraph states "Courses, such as the following, should be available…". Does this mean should already be available, i.e. off the shelf, or that the contractor can expect to develop and make those courses available.
These are courses that Practical Aeronautics (PAI) have delivered to our organization for several years, they have the courses developed.
PWS Description of Services
Is the Instructional Design development work required to be performed on-site at government locations, or can this be performed at the contractor's facility?
This work should be performed at locations near the specified locations in the RFQ.
PWS Descriptio n of Services
Are the administrative support, customer service, and other ancillary support functions required to be performed at the government facilities, or can they be performed remotely? If at government facilities, will the government provide office space?
Administrative support can be done virtually/remotely.
PWS Coursewa re Design and Developm ent
Are there any existing courses, or is the supplier required to develop or provide all courseware?
Please refer to the answer to Q4.
PWS Coursewa re Design and Developm ent
Can the government clarify "propulsion mission execution training simulations?
Does this refer to desktop simulations of a propulsion system?
There are no requirements for “propulsion mission execution training simulations” in the RFQ. If a simulation is used as part of the curriculum, it is recommended to describe that simulation and how it could potentially benefit the students.
PWS Personnel Qualificati ons
The second sentence refernces "each labor category specified herein." The PWS does not provide any labor categories. Can the government clarify the labor categories? Is this referring to the Instructional Design personnel and SMEs?
Based on the attached Wage Determinations, the Government was envisioning “15090 - Technical Instructor 24.20 15095 - Technical Instructor/Course Developer”
Combin ed Synopsi s
Para 2 The synopsis indicates that Practical Aeronautics is the incumbent, but there is no Deltek or SAM record of the current contract. Can the government provide the current contract number?
Our agreement with Practical Aeronautics, Inc. is not currently on contract, we have had it done through GPC purchases in past. Here is a link to their profile in
SAM:

Descriptio n/ Purpose
The paragraph states, "The Service Provider shall provide instructional designers, instructors, and Subject Matter Experts to deliver the curriculum and courses developed." This scope does not seem to address the administrative functions outlined in the PWS. Can the government clarify that the scope includes these administrative functions?
The emphasis of this requirement is for the instruction to take place for our engineers. Administrative matters such as invoicing or contractual support is considered to fall under G&A activities.

Factor 1, Technical
Can the government clarify the evaluation factors for award? What measure of merit will be used WRT schedule availability and/or course materials?
Synopsi s approac h The highest graded portion is Factor 1, which includes course materials. Again, we highly encourage collaboration with PAI. Schedule availability is something we are concerned of, based on timing for expenditures and instructor availability.
