The units may contain additional asbestos material not readily identified or known that becomes uncovered or found during disassembly. The equipment will be disassembled in a manner so as to not disturb the existing material but to make it available for abatement and removal.
Reclamation may provide an on-site State Licensed Asbestos inspector at the time of abatement to coordinate with the contractor on the friable or non-friable designation of the material that will be used in determining quantities.
Include in unit pricing the cost to establish containments and follow all applicable regulation requirements (including but not limited to permitting and containment clearance) should the material be identified to require containment.
9.0 Schedule of Operations
It is estimated that the contractor will mobilize to site 6 times over the course of the unit disassembly to abate and remove the asbestos material. The disassembly is planned, the contractor is required to coordinate with the COR on scheduled activities. The Government will notify the contractor of the outage start date within 30 days of the outage. The contractor shall be available for weekly calls to discuss the site work progression and future mobilization dates for the abatement/removal of material.
The following schedule is provided for contractor awareness on anticipated scheduled for the site work during the disassembly effort. The schedule is tentative, non-binding and is subject to change based on site progression of work for the disassembly.
Unit 1:
August 1, 2022 – September 9, 2022
Unit 2:
August 1, 2023 – September 9, 2023
Unit 3:
August 1, 2024 – September 9, 2024
10.0 Safety and Health
The Contractor shall comply with all federal, state, and local laws and standards as well as the Bureau of Reclamation manual Reclamation Safety and Health Standards (RSHS). The Contractor should plan to download or view the electronic version of the RSHS manual at no charge from the Bureau of Reclamation web site at:
https://www.usbr.gov/ssle/safety/RSHS/rshs.html
The Contractor is required to furnish safety documents to the Government per the RSN table in Section 7.0. The required safety documents are a personnel qualifications/certifications, written safety plan (site specific), asbestos abatement plan, and a list of materials. These documents will be approved by the Government, prior to the start of onsite work.
Provide employee certifications of personnel at site and conducting work. Certifications are required for those personnel identified in Section 3.0 Personnel Qualifications. (i.e asbestos https://www.usbr.gov/ssle/safety/RSHS/rshs.html worker, first-aid, CPR, respirator fit test/medical clearance, transporting ACM, etc.)
The Site Specific safety plan detailing how the contractor will comply with all of the RSHS sections as applicable for the scope of work covered under this Statement of Work, on Reclamation property. This includes but not limited to compliance with Sections: 3 Contractor Requirements (safety meetings, reports and required training), 5 Medial Services and First Aid, and 6 Emergency Plans (emergency response by contractor and outside agencies, emergency numbers), 10 Fire Prevention and Protection plans and Hot work Program (can be site specific or imported from contractor plan), 14 Confined Spaces and Permit-Required Confined Spaces (training, rescue, permitting and written program), 15 Control of Hazardous Energy (Lock Out/Tagout) (incorporating compliance and requirements of the Canyon Ferry Hazardous Energy Control Program), , Asbestos, and other areas of the RSHS that are applicable to the contractor work.
Appendix B of the RSHS provides a template for creating the Safety plan. The categories or lines identified that do not apply or are not anticipated to apply should be identified as such to indicated that those sections were considered.
Should the plan not incorporate the contractor’s operations at site following mobilization and prosecution of the work that are compliant with the requirements of RSHS, the contractor will be permitted to revise the plan and resubmit for approval before executing the new operations.
Provide an abatement plan by an accredited asbestos project designer as required by state law. The plan shall incorporate anticipated monitoring required during the abatement activities. The plan shall address the contractor’s method(s) for abatement, containment(s), cleaning and clearance of containments, inspection of activities, handling, transporting, and disposal. Clearances on permitted regulated asbestos activities shall be performed by a third-party clearance designator.
All monitoring for personal and for clearance requirements shall be completed and provided within 10 calendar days following the abatement activities.
Provide list of expected hazardous materials and safety data sheets to be used on site. The list shall be approved prior to use on site. Update the list for any material not previously listed at least 10 days prior to bringing to site. Do not bring materials to site that are not approved.
At the completion of the work provide a final report that shall contain the following:
1. Dates of mobilizations and duration of site work
2. Synopsis of work
3. Material disposed of and classification
4. Certificate of Disposal(s)
5. Negative exposure assessments (if applicable)
Prior to commencing work, all contractor employees performing work within the limits of a clearance will be required to receive HECP specific to the facility program. HECP training will be required annually for employees and any new employees arriving at site. The contractor can expect this training to be 4 hours long.
11.0 Special Work Permit
The contractor will be required to sign and abide by the instructions in a special use permit spelling out what areas of the power plant and dam the contractor will be allowed to work in. It is critical that the contractor remain in work areas necessary to accomplish the work requirement. The special use permit will also identify any unusual hazards that might exist in the construction areas.
The special use permit will also include any clearances required for safe completion of work. In the case of a fire alarm, drill or actual fire, all contractor personnel must report to the designated muster area.
