STATEMENT OF WORK

Canyon Ferry Asbestos Abatement Service

1.0 Introduction

Work is located at the Canyon Ferry Dam and Powerplant approximately 17 miles east of

Helena, Lewis and Clark County, Montana.

Over the next 5 years, Canyon Ferry Dam and Powerplant will undergo an extensive rehabilitation including the rewind of the generating units requiring complete unit disassembly.

It is the intent of this work to fully abate asbestos containing material (ACM) based on the powerplant rehabilitation project schedules. Due to time constraints, it will be necessary to schedule ACM abatement work into specific calendar timeframes to ensure the abatement work does not interfere with other critical-path project milestones.

The work to be performed under this solicitation/contract, includes asbestos jacketed conductor removal, asbestos contaminated enclosure cleaning or removal, asbestos contaminated conduit cleaning or removal and ACM removal associated with unit disassembly

(gaskets, rope packings, etc.). The ACMs are required to be removed by a Montana state licensed asbestos abatement contractor using appropriate asbestos abatement methods and procedures in accordance with all applicable local, state and federal regulations. The hauling and proper disposal of all removed hazardous material will be the responsibility of the contractor.

2.0 Brief Overview of Work

The intent of this project is to abate asbestos containing materials from each of the generators as it becomes available for abatement during the disassembly of the units. The ACM is located at various locations and becomes available for abatement at various times during the disassembly.

The material is not readily available to perform pre-abatement sampling to determine friability. The contractor will be required to have an accredited asbestos inspector onsite, and if necessary, a CIH to determine appropriate abatement plans and procedures to follow including but not limited to: containment requirements, clearance testing, selection of appropriate PPE.

The units may contain additional asbestos material not readily identified or known that becomes uncovered or found during disassembly. The equipment will be disassembled in a manner so as to not disturb the existing material but to make it available for abatement and removal.

Reclamation may provide an on-site State Licensed Asbestos inspector at the time of abatement to coordinate with the contractor on the friable or non-friable designation of the material that will be used in determining quantities.

Include in unit pricing the cost to establish containments and follow all applicable regulation requirements (including but not limited to permitting and containment clearance) should the material be identified to require containment.

9.0 Schedule of Operations

It is estimated that the contractor will mobilize to site 6 times over the course of the unit disassembly to abate and remove the asbestos material. The disassembly is planned, the contractor is required to coordinate with the COR on scheduled activities. The Government will notify the contractor of the outage start date within 30 days of the outage. The contractor shall be available for weekly calls to discuss the site work progression and future mobilization dates for the abatement/removal of material.

The following schedule is provided for contractor awareness on anticipated scheduled for the site work during the disassembly effort. The schedule is tentative, non-binding and is subject to change based on site progression of work for the disassembly.

Unit 1:

August 1, 2022 – September 9, 2022

Unit 2:

August 1, 2023 – September 9, 2023

Unit 3:

August 1, 2024 – September 9, 2024
