Call Order #1 Million Dam Materials Provo Area Office
Million Dam
MATERIALS SPECIFICATIONS
INTRODUCTION
The Bureau of Reclamation, Upper Colorado Region, requires riprap, bedding gravel, ready mix concrete and ready-mix grout for repairs to the spillway at Million Dam, CO. The contractor shall be responsible for delivery of the products to the site, meeting the grain size distribution and standards described in this specification.
QUANTITIES
DELIVERY
Delivery of aggregates will be on a will-call basis as there may not be enough room on site to store all material on site. We’ll start with the bedding material, then take the riprap. Vendor will need to be able to deliver approximately 150 tons per day, starting on or about July 6, 2023, and completing by July 31, 2023. Delivery can be made in single side dumps, truck, and pup, or 10-wheel dump. Delivery of ready-mix concrete and grout will be on a will call basis, toward the latter end of the project, approximate delivery dates of August 7-18, 2023.

GENERAL
1.01 REFERENCE STANDARDS
A. ASTM International (ASTM)

1.02 DELIVERY, STORAGE, AND HANDLING
A. Handle, load, haul, stockpile, and place materials to minimize segregation, contamination, and breakdown.
B. Vendor will need to be able to deliver approximately 150 tons per day, starting on or about July 6, 2023, and completing by July 31, 2023. Delivery can be made in single side dumps, truck, and pup, or 10-wheel dump.
C. Reclamation crews will dress and buck the delivery stockpiles with a loader. Daily delivery quantities may be adjusted by the onsite foreman as progress develops.
D. Provide digital pdf copies of load tickets indicating date, truck ID, and weight to COR via email at: rproctor@usbr.gov. Load tickets must be transmitted with invoice.
1.03 SUBMITTALS
A. Certification that riprap, gravel, and sand source rock meets specified quality requirements for Specific Gravity, Absorption, and Sulfate Soundness.

1.04 RIPRAP MATERIAL
A. Source:
1. Approved Commercial Source.
B. Material:
1. Stones shall be graded in size to produce a reasonably dense mass. Riprap shall consist of dense, natural rock fragments. Stones shall be resistant to weathering and to water action; free from overburden, spoil, shale, and organic material; and shall meet the gradation requirements below. Shale and stones with shale seams or caliche are not acceptable.

1.02 SUBMITTALS
A. Certification that source rock meets specified quality requirements for Gradation, Specific Gravity, Absorption, and Sulfate Soundness.

1.04 FIELD QUALITY CONTROL TESTING
A. Gradation Testing:
1. Vendor is responsible for performing Quality Assurance testing to ensure material is meeting gradation requirements. Vendor shall supply Reclamation with test results for approval prior to delivery.
2. Reclamation reserves the right to perform Quality Control gradation testing at the material source to ensure material is meeting gradation requirements prior to delivery. Material not conforming to the specification shall not be delivered to site.

2.04 SUBMITTALS
A. For Required Submittal 1, the vendor shall supply:
1. Mix design:
a. Mixture proportions, materials sources, and physical properties.
1) Field test data meeting requirements of ACI 301 4.2.3.2.a. Per requirement 2.05 of this specification to include, but not limited to:
a) Slump
b) Air Content
c) Water-Cement Ratio
d) Density
2) Compressive strength results from trial batches.
a) Trial mix test results, three six-inch diameter cylinders, each at 7, 14, and 28 days.
b) Compressive strength of trial batch cylinders at 28 days shall be at least design strength 4,500 lb/in2.
3) In addition to the comprehensive strength tests, the vendor shall also provide compressive strength results from previous concrete placements where the mix design has prior performance history.
b. Re-submittal of mix design is required for any change in material source or type.
2. Name and manufacturer of each cementitious material and aggregate source.
3. Manufacturer’s product data for each admixture, curing compound, form release agent, and joint filler material.
B. For Required Submittal Number 2 the vendor shall supply the following Materials Certifications and Test Reports:
1. Cementitious Certification:
a. Manufacturer’s certification and test reports for each lot of Portland cement and pozzolan from which shipments are drawn.
b. Certify materials were tested during production or transfer in accordance with specified reference specification.
2. Aggregate Certification:
a. Producer’s physical property and gradation testing reports for each aggregate source, less than 6 months old.
b. Submittal of certification and test reports shall not relieve Contractor of responsibility for furnishing materials meeting specified requirements.
C. The Government reserves the right to require submission of manufacturer’s test data and certification of compliance with specifications.
D. The Government reserves the right to require submission of samples of concrete materials for testing before or during placement.
2.05 DELIVERY, STORAGE, AND HANDLING
A. Do not deliver concrete until ready for placement.
B. Store concrete aggregates to prevent contamination or segregation.
C. Furnish batch ticket with each batch of concrete in accordance with ASTM C 94. Deliver ticket to a Reclamation employee at the jobsite during batch delivery
PART 3 PRODUCTS
3.01 CEMENTITIOUS MATERIALS
A. Cementitious material options:
1. Allowed cementitious combinations:
a. Specified Portland cement plus 20 percent plus or minus 5 percent by weight specified pozzolan.
b. Specified Portland cement plus specified pozzolan and slag cement, percentages to be selected by the Contractor to achieve specified design strength.
c. Specified Portland cement plus specified slag cement, percentages to be selected by the contractor to achieve specified design strength.
B. Portland Cement:
1. ASTM C 150–04a, Type I/II.
2. Meet equivalent alkalis requirements of ASTM C 150, Table 2.
3. Meet false-set requirements of ASTM C 150, Table 4
C. Pozzolan
1. ASTM C 618-05, Class F, except as specified.
a. Sulfur trioxide, maximum: 4.0 percent.
b. Loss on ignition, maximum: 2.5 percent.
c. Test for effectiveness in controlling alkali-silica reaction under optional physical requirements in Table 2 of ASTM C 618. Use Low-alkali cement for test.
d. Does not decrease sulfate resistance of concrete by use pozzolan.

3.02 WATER

3.03 AGGREGATE MATERIALS
A. Fine aggregate: ASTM C 33-03, except allowable fines content (material passing No.
200 sieve) less than 3 percent and including expansion less than 0.1-percent at age 14 days when testing in accordance with ASTM C 1260.
B. Coarse Aggregate: ASTM C 33-03, Size No. 67 (1½ inch to No. 4) or No. 57 (1 inch to No. 4), including expansion less than 0.1-percent at age 14 days when testing in accordance with ASTM C 1260.
3.04 ADMIXTURES
A. Air-Entraining Admixture:
1. ASTM C 260-01.
2. Unless otherwise recommended by manufacturer, use a neutralized Vinsol resin formulation for air-entraining admixture used with ASTM C 494, Type F or G;
and ASTM C 1017, Type I or II chemical admixtures.
B. Chemical Admixtures:
1. Allowable Chemical Admixtures:
a. ASTM C 494-05, Type A, D, F, or G.
1) A - Water-reducing admixture
2) D - Water-reducing and retarding admixtures
3) F - Water-reducing, high range admixtures
4) G - Water-reducing, high range, and retarding admixture

3.05 MIX
A. Design and adjust concrete mix.
1. The Government reserves the right to adjust mix proportions when need for adjustment is indicated by results of materials testing.
2. Adjustment of mix proportions by the Government will be in accordance with
USBR Concrete Manual.
3. Hot Weather Concreting: Follow ACI 305 R-99 requirements.
B. Net Water-Cementitious Materials Ratio: 0.45 Maximum, by weight.
C. Slump:
1. 2 to 4 inches at placement, or 5 inches when first mixed except as specified.
2. Concrete with ASTM C 1017, Type I or II chemical admixtures: Use slump appropriate for placing conditions.
a. Maximum slump: 8 inches.
3. As measured in accordance with ASTM C 143.
D. Compressive Strength:
1. Concrete 28-day compressive strength of 4,500 lb/in2.
2. Acceptance criteria:
a. Meets strength test requirements of ASTM C 94.
b. Ninety (90) percent of test cylinders exceed specified compressive strength at 28 days.
E. Air Entrainment: 4 to 7 percent air by volume of concrete, as discharged at placement, when tested in accordance with ASTM C 231.
3.06 BATCHING, MIXING, AND TRANSPORTING
A. Manufacture and deliver concrete in accordance with ASTM C 94.
B. Prevent appreciable segregation of ingredients and slump loss exceeding 2 inches in concrete delivered to work.
C. Hot Weather Concreting: Follow ACI 305 R-99 requirements.
D. Deposit concrete at its final destination within 90 minutes from the introduction of cement to water or aggregates.
E. Condition aggregate to ensure consistency in mixture proportions.
3.07 CONCRETE TEMPERATURE
A. Concrete temperature 50 to 70 degrees Fahrenheit.
3.08 QUALITY ASSURANCE
A. The Government will perform tests to verify properties of concrete. Frequency is at the discretion of the COR. Greater frequency testing is normally performed at the beginning of new work, new crew, or new equipment.
B. The Government will prepare one set of cylinders for each day of concrete placement.
1. Test cylinders will be 6- by 12-inches cast in accordance with ASTM C 31 and tested in accordance with ASTM C 39.
2. The Government will test 2 cylinders from each set at 7 days and 28 days.
C. The Government may also perform the following tests for each set of test cylinders taken:
1. Slump: ASTM C 143
2. Air content: ASTM C 231
3. Unit weight: ASTM C 138
4. Temperature: ASTM C 1064
D. Reclamation reserves the right to determine testing frequency.
3.09 Delivery:
Concrete shall be delivered as needed during the period of August 1-17, depending on construction progress.
READY MIX GROUT
3.10 GROUT MIX
A. The grouting mixture shall be as follows.
a) Cement: Type I or Type II, with an air entraining admixture, 6 sacks or 564 lbs/cy.
b) Fine Concrete Aggregate: 1,128 lbs/cy (surface dry weight)
c) Coarse Concrete Aggregate: Pea Gravel, 1,692 lbs/cy (surface dry weight). Size No. 67, 7, or 8 as per ASTM C 33.
d) Water: 45 gal/cy or enough to provide a thick creamy consistency.
e) Air Content: 6-10 percent
f) The Government reserves the right to adjust mix proportions when need for adjustment is indicated by results of materials testing.
g) Other similar grout mixes that incorporate small and coarse aggregate may be approved by the Engineer.
3.11 BATCHING, MIXING, AND TRANSPORTING
A. Manufacture and deliver grout in accordance with ASTM C 94.
B. Prevent appreciable segregation of ingredients and slump loss exceeding 2 inches in concrete delivered to work.
C. Hot Weather Concreting: Follow ACI 305 R-99 requirements.

Call Order #2 Provo River Delta Restoration Project
Small Dam Sheet Pile Provo River Delta Restoration Project
Specifications
INTRODUCTION
The Bureau of Reclamation, Upper Colorado Region, requires sheet pile materials to be used at the Provo River Delta Restoration Project. They will be installed as a cofferdam in the Provo River, so that a permanent dam can be constructed across the Provo River. The sheet pile cofferdam will be left in place for up to one year, while the earthen embankment sits through a required pre-load and settlement phase. Reclamation crews shall be responsible for offloading and installing the sheet pile.

1.03 SUBMITTALS
A. Approval Data:
1. Manufacturer’s data sheets showing conformance to the specifications contained herein, including yield strength, shape, and dimensions.
2. Expected roll date, if applicable.
3. Documentation verifying piles have been rolled and cut to length (only required if submitting for a progress payment).
4. Confirmation that delivery window can be met.
PART 2 PRODUCTS
2.01 Steel Sheet Pile
A. Materials:
1. All steel sheet piling shall be new and un-spliced material throughout.
2. Steel sheet piles and special fabricated shapes shall be of a design that ensures continuous interlock throughout the entire length when in place.
3. Steel sheet piling shall meet or exceed the requirements of ASTM A328, (Grade
50).
4. Steel corners, tees, wyes, and crosses shall meet or exceed the requirements of ASTM A328 or ASTM A690.
5. The interlocks between steel sheet pile sections shall be configured such that the average width of the annular space between all contact points of the interlocks shall be a maximum of one-eighth (1/8) inch.
6. Steel sheet piles and interlocks shall not have excessive kinks, camber or twist that would prevent the pile from reasonably free sliding to grade.
7. Handling Holes:
A. Provide (2) standard two and nine-sixteenth (2-9/16) inch diameter handling holes located six (6) inches from one end.
8. Dimensions, type, and weight shall be in conformance with ESZ-19-700 Hot Rolled Steel Sheet Pile (typical) shown in the table below. Lengths shall be precut at 30-foot sections and delivered in single unmated sticks according to the quantities listed in the QUANTITIES LIST.
9. Salient characteristics of alternate configurations of sheet pile shall be consistent with the width (w), height (h), and flange thickness (tf) of ESZ-19-700. Alternate sheet pile with minor variations in these dimensions may be proposed by the offeror, after which the government will perform a constructability and structural analysis of the proposed configuration to ensure the proposal meets specifications.

2.02 SCHEDULE AND DELIVERY
A. Storage:
1. Do not subject piles to damage by impact bending stresses in transporting and storing piles.
2. Store and handle piles such that the sheet pile will not be damaged.
B. Delivery:
1. Delivery shall be made to the designated staging area within 28 days of contract award.
2. Sheet pile must be bundled into stacks manageable for offloading by a 6,000 lbs capacity telehandler. Bundled stacks shall be cribbed for the telehandler forks.
3. Contractor will be responsible for delivery to the location identified at the project site. The nearest address is 4400 W Center Street, Provo UT, 84601.
4. The vendor shall be responsible for both supply and delivery to the required location.
5. The Bureau of Reclamation shall provide equipment and staff necessary for offloading.
6. Vendor or vendor’s designated hauling subcontractor shall coordinate with the
Bureau of Reclamation 5 days prior to delivery to develop a delivery schedule and coordinate offloading logistics. POC onsite is Rick Rodeback 801-372-0053
