RFQ 140R4023Q0034 Questions and Answers
(1) Page 1 of the Combined Synopsis has a note "Pricing Schedule spreadsheet attached..." The only attached spreadsheet is "RFQ 140R4023Q0034 Attachment 1" which contains most of the items on the two sample requirements (Million Dam and Provo UT) but not all (#57 required for Million Dam is not on the spreadsheet) and also includes many other items for which location and quantity are not provided. Material costs can vary significantly by region and also by quantity required per BPA so without this information, we do not believe a fair competition could take place on the items on the attached spreadsheet. Please clarify?
The price schedule is revised with a Unit Price column for “Million Dam and “Provo, UT” added.
(2) We want to make sure we understand our bid would provide costs for the two projects for which details and maps have been provided and also advise that our company would be capable of sourcing the other items on page 13 of the Combined Synopsis with delivery to a variety of locations as illustrated by the locations on page 11 of the Combined Synopsis to be considered for an award?
Yes, the list from page 13 is what the government has previously been purchased for different projects and locations. BOR would like the vendors to have the capability to provide/delivery products to the various locations. Each Call Order will provide specific detail of the require product and detail information (instruction/maps) regarding delivery locations.
(3) As BPA's will be issued to all active BPA holders, has the government decided the maximum number of awards it will make?
A Blanket Purchase Agreement is not a contract. Award of a BPA does not guarantee the placement of Calls. Award of a BPA will be an opportunity to competitively quote Calls among a limited number of sources. It is a vehicle for the Government to develop and maintain qualified sources. It is anticipated that the Government will award 3-5 BPAs under this solicitation, however the Government reserves the right award more or less at its discretion.
