Attachment 1 140P1223Q0041 Scope of Work Rocky Mountain National Park Pumping Sand Trap and Wash Bay Trough

General

Description of Work: The intent of this contract is to secure services for pumping of a sand trap and wash bay trough that service Rocky Mountain National Park Auto Shop. They have a capacity of 500 gallons each. The Contractor shall remove and dispose of all liquid, semi-liquid, and solid waste matter from the sand trap and wash bay trough and test said material if needed to ensure proper disposal and transportation rules are followed. This material can possibly contain waste oil, coolant, diesel fuel, and greases in small amounts in addition to soaps from the washing of vehicles and equipment. This material may be in sludge form with the addition of soil. High pressure water may be needed to dissolve thick formations of sludge from the wash bay trough to enable pumping of said material. The Contractor shall clean up all spilled/dropped/leaked materials, including water, chemicals, grease, oil, etc., as a result of pumping and related activities inside and/or surrounding the sand trap and wash bay trough.

Contractor Responsibility: The Contractor shall provide everything including, but not limited to, all equipment, supplies, transportation, labor, and supervision, necessary to complete the work, except for that which the contract clearly states are to be furnished by the Government.

The contractor shall adhere to all Colorado Department of Public Health and Environment (CDPHE) rules and regulations regarding wastewater pumping and disposal.

The contractor shall be liable to the Environmental Protection Agency and the CDPHE rules as the authorities having jurisdiction for the supervision and execution of this contract.

Location and Description

Location: The project is located at Building 81 within the East Side Utility Area of Rocky Mountain National Park, 1000 US 36, Estes Park, CO 80517.

Description:

Sand Trap consists of 1 tank with a 500-gallon holding capacity. There are 2 manholes for pumping access located above surface grade. They are located approximately 25 yards east of Building 81. Vacuum truck will be able to drive directly up to manhole locations

Wash Bay Trough consists of one trough 24 feet long, 24 inches wide, and 18 inches deep with a deeper center section near the drain. The trough has six four-foot sections of removable bar grate for access to the trough. The trough typically has a 12-inch deposition of soil and small rocks that will need to be dissolved and pumped out. A water source in the form of a hose bib is available 25 feet away. Vacuum truck may drive directly to the wash bay trough.

Accessibility: All facilities are expected to be accessible by two-wheel drive vehicles upon the period of performance start and end date. However, the facilities at Rocky Mountain National Park are at approximately 7700 feet above sea level, thus site and road conditions can vary due to storm events including rain, hail, lighting and snow. Conditions and Safety determine road closures, but there may be times the road may remain open during adverse conditions and the contractor is responsible for ensuring that the equipment and driver can operate safely during changing weather conditions.

Maps: Maps showing the general vicinity and/or specific work areas are attached. Maps are general in nature and are not to be considered as definitively identifying locations.

Pumping Volume: Sand trap and wash bay trough will be pumped once a year when notified by Park Service personnel, the annual total volume of material removed is under 1,000 gallons.

Contractor –Furnished Property

The Contractor shall furnish all transportation, equipment, supervision, labor and supplies necessary to perform the work specified. The contractor shall maintain all required equipment. Liquid to be removed from the sand trap and wash bay trough may contain rocks and soil up to 2 inch in diameter. The contractor’s operators and equipment shall be capable of removing such foreign objects and the contractor shall be responsible for the disposal of all material removed and its disposal at an approved Colorado Department of Public Health and Environment facility.

The Contractor shall provide a truck or other vehicle to bring equipment and supplies to the work site. The equipment and vehicles shall be identified with a company name (and logo if desired), predominately displayed and easily seen on at least two sides of the vehicle by magnetic or other means and shall be of professional quality. All equipment and vehicles shall meet Colorado Department of Transportation (CDOT) standards for road worthiness according to vehicle type classification. All the Contractor’s operators must possess the appropriate driver license, classification, endorsements and permits for the equipment and vehicles to be used. The Contractor shall furnish work attire that readily identifies the workers as employees (for example, coveralls hats, or shirts with company logos). All above named items are subject to approval by the Government. The Contractor shall also provide all necessary equipment and supplies to accomplish the tasks except what is specified as Government-furnished property.

Water needed for pumping operations shall be supplied by the government.

Conduct & Public Safety The Contractor shall provide personnel who are qualified to use the Contractor’s equipment and whose appearance is clean and orderly. Personnel not acceptable to the Government shall, upon written notice by the CO, be replaced with satisfactory personnel as soon as possible after such written notice.

All Contractor supplied equipment shall be safe for use in public areas and shall not leak any oil or other vehicle fluids or any effluent from hoses, fittings, or tank. The Contractor shall place hazard cones when working in the sand trap and wash bay trough areas or if impeding vehicular traffic and adhere to all applicable CDOT, OSHA and NPS regulations regarding traffic and pedestrian control.

Special care shall be taken by the Contractor and his/her employees while driving in Rocky Mountain National Park. Drivers shall obey all regulatory signs and regulations.

Pumping Operations

The Contractor shall be responsible for the following pumping operations:

All liquid and solid material shall be removed from the sand trap and wash bay trough for which pumping services are conducted.

Sand trap and wash bay trough shall be pumped to the bottom of the lowest point.

Should any release of solids, grease, or oil occur at any location during any time work is being performed under this contract, the Contractor is responsible for immediately notifying the CO or Representative. Should any release of waste liquid, grease or oil of 5 gallons or more occur, or if there is any overflow from the sand trap or wash bay trough, it is the Contractors’ responsibility to immediately contact the appropriate officials for remediation and then immediately contact the Colorado Department of Public Health and Environment for required actions and then contact the CO or Representative.

Performance Schedule - Hours and Frequency of Work

This is a once yearly service, typically occurring between June and September. Hours of service are Tuesday through Friday, 6am to 3pm.

Disposal

All material removed is the responsibility of the contractor.

Price Schedule Line-Item Description

Price proposal shall be submitted as a unit price/1,000 gallons, all costs inclusive, encompassing all expenses incurred including but not limited to trip to and from pumping location at Rocky Mountain National Park, fuel, labor costs, testing, and all applicable disposal fees.
