Any technical-related assumptions listed in any other volume or section shall be null and void. The offeror is advised that any exception taken to the terms and conditions of the RFQ may adversely impact its evaluation rating. Any assumptions that are considered unacceptable by the Government and cannot be resolved may result in the offeror being removed from further consideration.
Section 2 – Experience and Past Performance

The price quote shall be a separate attachment from the Technical Submission.
1. Offerors must provide a firm-fixed price for the required services. Please provide a firm-fixed price for each phase of the project (i.e. pre-installation phase, installation phase, maintenance and support phase, and post-use phase) and a total price for the project. On a separate page or tab, offerors must provide a detailed breakdown of how they came to the total price for each phase so price analysis can be conducted. There is no format for the price proposal, but it must include the above required details. Price proposals without the price breakdown will not be evaluated or considered for award.
2. This purchase order is subject to Service Contract Labor Standards and wages must be in compliance. The Wage Determinations for Philadelphia, PA are provided in Attachment C - WD 2015-4233 rev 34 07082025.

If not noted in this volume of the quote, it will be assumed that the offeror’s quote reflects no price assumptions for award and agrees to comply with all the terms and conditions set forth herein. It is not the responsibility of the Government to seek out and identify assumptions, conditions, deviations, or exceptions buried within the offeror’s quote. Accordingly, any price-related assumptions listed in any other volume or section shall be null and void. Any assumptions that are considered unacceptable by the Government and cannot be resolved may result in the offeror being removed from further consideration.
