Network Cabling Infrastructure

Statement of Work

Purpose

This Statement of Work (SOW) supports the National Oceanic & Atmospheric Administration (NOAA), WRC Network Project which involves the installation of new Cat6A copper cabling and infrastructure and installation fiber optic cabling within the WRC campus located in Seattle, WA.

Background

NOAA’s WRC has requirements to upgrade their network cabling infrastructure to attain increased performance, reliability and security in order to support a campus-wide enterprise-class Voice over IP (VoIP) and update/upgrade existing network cabling. VoIP technology will replace existing telephony systems and have a positive impact towards improved business productivity, collaboration, and employee satisfaction. The WRC is seeking to replace the current outdated phone system with modern VoIP and cabling is required to meet the minimum requirements for the new system.

Objective

The primary objective of this project is to provide a cabling infrastructure to upgrade and support a local area network (LAN) and future VoIP expansion.

Scope

The contractor shall be responsible for planning, design, and install of an intra-building cabling system. For each building, this structured cabling system will include Cat6A cable and fiber optic cable between endpoints which may include Staff Workstations, Cubicles, Offices, Conference Rooms, etc… and the cable management system in the communications rooms/independent distribution facilities (IDF). The main components of this cabling system shall be the actual cable, cable pathways, connecting hardware, and support facilities. This will include but not limited to: cables, equipment rack, patch panels, patch cords, plugs/jacks, path and raceway components, J hooks, D rings, cable support, pull lines and accessories to provide a complete and working cable system.

Part of the installation activities is the end-to-end testing of the installed cable and documentation of installed cabling and machine printed labeling is part of the scope of work.

PAGE 6 OF 69 1305M420QNAAJ0085

Tasks

1. General Information:

a. All cabling is to be installed according to the latest EIA/TIA-568 and 569 standards and the latest BICSI proposed installation procedures.

b. Provide Cat6A cabling products or their equivalents. Cabling Products shall be CAT6a cable MID compliant. See Appendix A, Table 1, Cabling Products or Equivalent.

c. Each cable connection is to be installed at the location marked on Appendix A, Table 2, WRC Cabling

Locations.

d. Each cable is to be labeled with a permanently attached label at each end, bearing a unique identification to be supplied by the WRC Point-of-Contact (POC).

e. Each cable is to be routed through the appropriate cable management and/or cable conduits in place, specified by the WRC POC.

f. No surface or exposed cable tray/conduit will be installed without the permission of the WRC POC.

g. All cables are to be tested after installation and connected to receptacles/patch panels, with test results given to the WRC POC.

h. All damage must be repaired to its original state. Stations, hallways, communication rooms, ceiling tiles, etc. must be left clean and tidy, with all packaging material removed.

i. Work must be carried out during normal working hours (08:00 to 17:00), with exceptions coordinated with the WRC POC.

j. All work and all items of equipment and materials shall be warranted for a minimum period of one year from the date of acceptance of the work. The contractor shall, upon notification of any defective items, repair or replace such items within 3 business days without cost to the government.

k. All non-functioning cables will be removed.

Other Unique Requirements and Considerations

Site Walk-Throughs: NOAA strongly recommends the scheduling of a walk-through of the buildings to survey and to assess building construction. Walk-throughs of the two buildings including all common spaces can be done in a single day. It is anticipated that vendors will use the information gathered during the walk-throughs to more accurately develop their quote.

Place of performance

All work will be completed at the NOAA Western Regional Center, 7600 Sand Point Way NE, Seattle, WA.

SECTION M – Evaluation Factors for Award

Addendum to FAR 52.212-2 - Evaluation -- Commercial Items (Oct 2014)

(a) The Government intends to award a single purchase order resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and non-price factors considered. The non-price factors are Technical Capability and Past Performance.

(b) The following factors shall be used to evaluate quotes and are listed in descending order of importance:

(i) Technical Capability of the supplies and services offered to meet the Government requirement. This section shall address the products Quoter will supply (product descriptions/part numbers, warranties, etc.) and how the Quoter will perform the services in the Section C, “Statement of Work” (plan, design, install, test).

(ii) Past Performance (see FAR 15.304); The Quoter's past performance on recent and relevant contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services.

To be considered a recent past performance reference, the project must be ongoing or must have been performed during the past five (5) years from the date of issuance of this solicitation.

To be considered a relevant past performance reference, the project information must be similar in scope and complexity to Section C, “Statement of Work” of this solicitation.

Government reserves the right to contact any number of references and use sources other than those provided by the Quoter to obtain information related to past performance and prior experience.

In accordance with FAR 15.305(2)(iv), Quoters with no recent or relevant past performance will result in assignment of a neutral rating, indicating neither a favorable nor unfavorable evaluation rating.

(iii) Price; Price will be evaluated for reasonableness. Quoters whose proposed price is determined not to be fair and reasonable will not be awarded a purchase order regardless of the Government’s evaluation of the non-price factors of the Quoter’s quote.

(b) A written notice of award or acceptance of an offer, sent electronic mail or otherwise furnished to the successful Quoter within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. (End of provision)

PAGE 26 OF 69 1305M420QNAAJ0085

Basis of Award

NOAA will award a single, firm-fixed priced purchase order to the responsible Quoter whose quote conforming to the solicitation is most advantageous, price and non-price factors considered.

Technical capability and past performance, when combined, are more important than price.

Tradeoff process will be used when it is in the best interest of the Government to consider award to other than the lowest priced Quoter or other than the highest technically rated Quoter.

FAR 52.217-5 Evaluation of Options (July 1990)

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers or quotations for award purposes by adding the total price for all options to the total price for the basic requirement to determine the total evaluated price. This includes options under FAR clause 52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options will not obligate the Government to exercise the option(s). The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

FAR 52.217-8 - Option to Extend Services (NOAA Acquisition Manual 1330-17.202)

Inclusion of FAR clause 52.217-8, Option to Extend Services, in the solicitation and resultant contract is for use by the Government as outlined at FAR 37.111, Extension of Services. The option will be exercised as needed at any time during the life of the contract using the rates applicable at the time of exercise.
