About this file
This Request for Quotation (RFQ 1302) is issued by the State of Idaho Division of Purchasing on behalf of Idaho Public Television (IDPTV) for labeling and mailing services for Idaho Channels Magazine. The solicitation seeks qualified vendors to prepare, label, and mail approximately 18,000 to 20,000 magazines monthly, with no more than 500 leftover magazines delivered to IDPTV each month. Magazines are printed on newspaper stock material and must be labeled with addressee name, address, and member number information using inkjet or similar electronic processes. After labeling and carrier route sorting, all magazines must be delivered to the United States Postal Service Bulk Mail facility located at 2201 S. Cole Road, Boise, Idaho 83708 within two days of receipt at the contractor's location. The submission deadline is 5:00 p.m. Mountain Time on Tuesday, May 26, 2026, with quotes submitted electronically through the Idaho eProcurement System (IPRO). The initial contract term is one year with a potential five-year total contract term upon mutual written agreement and renewal. Award will be made to the responsible bidder with the lowest total annual cost.
The RFQ provides an estimated 20,000 magazines per month with a cost per unit basis for pricing purposes; however, IDPTV does not guarantee any minimum or maximum number of magazines and may reduce monthly quantities during the contract term. All postage charges are excluded from the quote and will be paid directly by IDPTV using their USPS bulk permit account. The contractor must provide secure file transfer protocol (SFTP) capabilities for uploading addressee information and must apply Coding Accuracy Support System (CASS) and National Change of Address (NCOA) certification to mailing lists. Leftover magazine delivery to IDPTV must be provided at no charge. Price adjustments may be requested after the first twelve months and every twelve months thereafter, with the contractor providing sixty days' notice and supporting documentation. The contractor must maintain records for three years after contract termination and submit monthly invoices within thirty days of completion, including specific required documentation elements. No set-asides or incumbent information are identified in this solicitation.

1. About The Agency
IDPTV is a statewide, non-commercial broadcast telecommunication system and media provider based in the capital city of Boise with additional staffed facilities in Moscow and Pocatello.
We harness the power of public media to encourage lifelong learning, connect our communities, and enrich the lives of all Idahoans. We tell Idaho's stories.
2. Background Information It is estimated that the Contractor will be required to prepare and mail between eighteen thousand (18,000) and twenty thousand (20,000) magazines (all printed on newspaper stock material) each month, and deliver no more than five-hundred (500) leftover magazines to Idaho Public Television each month. This is an estimate only, and Idaho Public Television does not guarantee any certain number of magazines to be prepared and mailed in any given month. In addition, IdahoPTV is working to reduce the quantity of magazines mailed each month. Accordingly, the monthly number of magazines may be reduced to below 18,000 over the course of the contract and subsequent renewals.
3. Objectives and Expectations The Contractor must be responsible for the preparation, labeling, mailing of the magazines and reporting in accordance with the minimum requirements stated within the Scope of Work contained in Exhibit 3. The Contractor is expected to maintain the flexibility necessary to accommodate fluctuations in monthly magazine volume.
4. Unique Considerations After the labeling is completed, all magazines must be delivered to the Bulk Postage Facility in Boise, Idaho within two
(2) days of the Contractor receiving the magazines. All postage charges are excluded from this RFQ and will be paid directly by IDPTV using their USPS bulk permit account. The IDPTV bulk mail certificate is only active at the USPS facility noted in Exhibit 3, Section 3.2 of this document.
