About this file

This document is a combined synopsis/solicitation for commercial items issued as a Request for Quote (RFQ) for intergranular corrosion testing of 2024-T3 and Az31B alloys. The Department of Agriculture Forest Service has a need to evaluate these alloys for intergranular corrosion after exposure to wildland fire chemical products. The testing will inform airtankers of any critical changes that may need to be addressed by their Corrosion Protection and Corrosion Prevention programs.

The solicitation is set for full and open competition under NAICS code 541380. The contract will be awarded as a Firm Fixed Price Purchase Order. Offers are due by September 6, 2024 at 5:00 PM EST. The Government anticipates making one award with a base period of October 1, 2024 to September 30, 2025 and four one-year option periods. Pricing is required for all line items including IGA Analysis (Aluminum and Magnesium) and Scanning Electron Microscope services. Technical acceptability will be evaluated on the offeror's prior experience with intergranular attack and the specified Forest Service specifications and procedures. Cost/price will be evaluated for realism, reasonableness, and completeness.

The following factors shall be used to evaluate offers.

Initially, the Government technical evaluation team will evaluate the technical proposals using ratings of “Acceptable,” or “Unacceptable.” Failure to meet all requirements may result in an offer being determined technically unacceptable.

The Offeror’s submission of its technical equipment available to support the conference and ability to provide the number of conference rooms, breakout rooms, and lodging will be used to determine Technical Acceptability.

Table 1 - Technical Acceptable/Unacceptable Ratings Rating Description

Acceptable Quote clearly meets the minimum requirements of the solicitation.

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

FACTOR I. Experience

The Government will evaluate how the contractor’s prior work experience of a similar nature, scope, complexity, and difficulty to that which will be performed under the prospective effort. The contractor must have experience with intergranular attack and the Forest Service specification and procedures:

Forest Service Specifications FS 5100-304d, FS 5100-306b, and FS 5100-307b

American Society for Testing and Materials. Standard Test Method for Macroetching Metals and Alloys; E340-00(2006).

American Society for Testing and Materials. Standard Practice for Microetching Metals and Alloys; E407-07.

FACTOR II. Cost/Price

The Government will evaluate the:

Offeror’s cost/price for realism, reasonableness, and completeness.

Realism of the proposed cost/price by assessing whether the proposed cost elements are consistent with the Offeror’s technical and management approaches as defined in FAR Part 15.4.

Reasonableness of the proposed cost/price using the analysis techniques defined in FAR 15.404.

The Government will also determine if the Offeror’s quote do not exceed those which would be incurred by a prudent company in the conduct of competitive business.

The Government reserves the right to not award this task order to a contractor whose cost and total price is unrealistic.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
