About this file

This document is a Statement of Work (SOW) for an intergranular corrosion analysis contract opportunity. The USDA Forest Service has a requirement to evaluate 2024-T3 aluminum and AZ31B magnesium alloys for intergranular corrosion after exposure to wildland fire chemical products. This testing is critical to inform airtankers of any changes that may need to be addressed in their Corrosion Protection and Corrosion Prevention (CPCP) programs.

The SOW specifies that the analysis must be performed by experienced personnel familiar with intergranular attack and the applicable Forest Service specifications. The contractor will be required to slice, mount, and microscopically examine the provided corrosion test coupons, identify the type of corrosion attack, and provide written reports of the findings. All reports and results will be owned by the government. There is no travel requirement, and the work must comply with Section 508 electronic and information technology standards.

Project Intergranular Corrosion Analysis

General Information

1.0 Scope of Work

The MTDC Fire Chemicals Program has a need to evaluate 2024-T3 and Az31B alloys for intergranular corrosion after exposure to wildland fire chemical products. This testing will inform airtankers of any critical changes that may need to be addressed by their Corrosion Protection and Corrosion Prevention (CPCP) programs. This is a critical safety need with turnaround time being a critical component of the request.

2.0 Background

The MTDC has a (laboratory service) need to evaluate aluminum and magnesium corrosion coupons for intergranular corrosion (IGA). These coupons have been immersed into a variety of corrosion conditions to evaluate differences in corrosion rates with long-term retardant products. This procurement is in accordance with Forest Service Specifications FS 5100-304d, FS 5100-306b, and FS 5100-307b. This testing requires the use of standard methods outlined in conformance with the FS specification. This service requirement is ongoing, as it is required for every product submitted for qualification and is critical for ensuring safety for use in airtankers.

Contractor Requirements

3.0 Technical Requirements / Tasks

Since this data will be used to advise safety protocols and inspection procedures, it is critical that this analysis be performed by experienced personnel familiar with intergranular attack and the FS specification and procedures. This includes:

Forest Service Specifications FS 5100-304d, FS 5100-306b, and FS 5100-307b American Society for Testing and Materials. Standard Guide for Preparation of Metallographic Specimens; E3-

01(2007).

American Society for Testing and Materials. Standard Test Method for Macroetching Metals and Alloys; E340-

00(2006).

American Society for Testing and Materials. Standard Practice for Microetching Metals and Alloys; E407-07.

4.0 Government Furnished

The corrosion test specimens/coupons will be provided by the Government following standard uniform corrosion processes. These coupons will be shipped to the subject contract lab to perform all pertinent testing upon.

5.0 Deliverables / Schedule

Deliverables under this contract are written and reviewed reports of intergranular corrosion test findings. This report shall examine the following:

Slice, mount, and examine each coupon microscopically up to 500X in accordance with FS specifications (drawing given below)

Provide photomicrographs of the attack noting what type of attack Identify in a table or chart which corrosion coupons identified IGA and pitting attack Use specified etching reagents to help identify IGA Provide availability to discuss findings of any compiled reports, as needed

6.0 Travel

No travel requirement listed.

7.0 Contractor’s Key Personnel

Metallurgist with background and experience in intergranular testing and analysis specific to 2000 series Aluminum and Az-31-b Magnesium samples.

8.0 Security Requirements

No Security Requirements.

9.0 Data Rights

All reports and results generated will be owned by the Government.

10.0 Section 508 – Electronic and Information Technology Standards All results generated will comply with 508 standards.
