About this file

This is a BPA Call Order Announcement (RFQ 12363N26Q4057) for Falls Fire Disaster Recovery road repairs issued by the Malheur National Forest, a division of the U.S. Forest Service. The project involves repairs to National Forest Service Road 3100-000 near Burns, Oregon, following fire damage. The government's cost estimate ranges from $100,000 to $250,000. Quote response deadline is March 5, 2026, at 11:00 am Pacific Time, with a quote request date of February 10, 2026. A bid guarantee is required for quotes exceeding $150,000. The overall project completion deadline is August 14, 2026, based on an assumed notice to proceed by July 1, 2026.

The project consists of two components: Base Item work involves full-depth asphalt reclamation on 12.7 miles of road, including pulverization, shaping, and compaction of existing pavement into an aggregate surface. Option Item work (exercised at time of award with 14 additional days for performance) includes repairs at Stancliffe Bridge approaches, encompassing asphalt removal, excavation, installation of Hilfiker ArtWeld gabion baskets filled with government-sourced rock, structural backfill, and new asphalt installation. Base item work must be completed within four weeks of start; option item work within two weeks if awarded. The government will provide water sources, aggregate materials at Big Sage Hen Rock Pit, and potentially a grizzly rock screen. Construction is limited to Monday through Friday, 6:00 a.m. to 6:00 p.m., with no work during frozen conditions or within 24 hours of moisture application. Evaluation criteria include contractor capability based on questionnaire responses and price, with no specific weight applied to price. The contract incorporates FHWA Standard Specification 2014, Forest Service Supplemental Specifications, and applicable federal wage rates (General Decision OR20260001).

SECTION C – STATEMENT OF WORK

C-1 PROJECT SCOPE

B-1 Base Items - 31 Road Asphalt Reclamation:

This work is on a portion of National Forest Service road 3100-000. It is on the portion from shortly after the Silvies River crossing, to the southern junction with the 3700-000 road. This is about 12.7 miles. It is expected that most of the paved road surface in this portion is comprised of a thin, Bituminous Surface Treatment (BST) (sometimes also known as a “Macadam” or “oil mat”). It is estimated that most of the paved surface depth is approximately 1.5 to 2.5 inches thick; however, there may be portions of thicker asphalt surfacing and asphalt patches, all of which are included in this work as well. Much of the surface is extremely potholed or has severe alligator cracking.

Work consists of pulverizing this paved surface on the entirety of the road surface in this section, including at wider road turnouts, shoulders, and intersections. Pulverize this paved road surface into chunks that are no greater than 2 inches in the widest dimension. Then, wet, shape, and compact the pulverized surface into a smooth and compacted aggregate surface that is safe to drive and shaped to adequately drain water from the road. Plan on not extending the pulverizing into the road base beneath the pavement, except at severe pothole locations. If the generated material does not have enough fine material to adequately bind, the COR may request the pulverizing to extend deeper into the road base to utilize some of the finer materials present there. Do not plug or damage cattleguards or culverts. It is not expected that additional surfacing materials will be imported. All surface material is to be generated from the pulverizing operation.

The USFS does not intend to allow closure of the road for Base Item work. Plan on low volume traffic going through the work area. Short-term delays to road users (less than half an hour) are acceptable. Install appropriate signage to ensure safety to road users. Perform traffic control and ensure road users can travel through operations safely and without damage to their vehicles. Warning signs and temporary traffic control shall be provided and placed in accordance with MUTCD standards while work is in progress.

As specified in the Technical Proposal Instructions section of this document, submit a plan of operations that describes the equipment and methods that will be used to complete this work and construct a quality road surface.

B-2 Option 1 Items - 31 Road Repairs At Stancliffe Bridge Approaches

This work repairs the 31 road where it meets the bridge at the Silvies River. This bridge is called Stancliffe Bridge. Stancliffe Bridge is a cantilever bridge, where the ends are not supported by any structural materials other than road subbase. For this reason, the approaches of the bridge have settled significantly, causing the asphalt to crack and settle, resulting in a rough and dangerous roadway at the approaches.

This work will include excavation at the approaches, installation of rock-filled gabions under the approaches for more stable conditions at the bridge ends, and installation of a new asphalt surface at the repairs. The preferred product for gabions is: Hilfiker Artweld 9 gauge galvanized gabions, 3 ft x 3 ft x 6 ft long, and 3 ft x 3 ft x 4 ft

BPA Call Order Announcement RFQ 12363N26Q4057 Page 5 of 13 long, as shown on the drawings. Equivalent products may be submitted to CO for approval. See the attached drawings for all details for this work.

Sawcut the existing asphalt at a distance from the bridge necessary for excavation. Note that asphalt on this portion of the 31 road is expected to be thicker than in the portion discussed in the Base Schedule above. Here, it is a newer and deeper asphalt surface.

Excavate the roadway as needed. Install a 6” lift of well-compacted road base under the gabions. All subbase and base material for this option item are government-sourced, and available in a stockpile at the Big Sage Hen rock pit.

Install the gabion baskets with government-sourced infill material available at Big Sage Hen rock pit (location shown on plans). Contractor is responsible for sorting this material for proper infill gradation (4-8” angular rock).

Sorting will be required as the current supply of pit-run material has a wider range of gradations. The government has a grizzly rock screen in John Day, OR that MAY be borrowed for this work, if it is available. Contractor is to pick it up and return it, and coordinate with the COR.

After gabions are installed, place geotextile fabric over the back face of the gabion structure and backfill in even, compacted layers not exceeding 6 inches in depth. Place 4 inches of well-compacted road subbase material, then 4-6 inches of well compacted road base material (depth range is to account for installing a crowned cross slope with this material). Both subbase and base material are government-sourced, and available in a stockpile at the Big Sage Hen rock pit.

Finally, place tack coat as necessary, and install 4 inches of hot mix asphalt over all repairs and match existing asphalt elevations for a smooth roadway with suitable compaction.

Contractor is responsible for all traffic control during operations. This is a low volume forest road. Contractor is responsible for signing detour routes as agreed upon by the CO.

C-2 PROJECT LOCATION

The project is on the National Forest Service Road 3100-000 on the Malheur National Forest.

From Burns, OR, Head North/Northeast for 2.3 miles, and turn left onto HWY 395 N. Continue for 15.4 miles, and turn left onto National Forest Service Road 3100-000. Continue on this road to where it crosses the Silvies River, at approximately (43.88973, -119.02783).

Base item work begins shortly after the bridge at (43.8903, -119.03023). Work ends at the southern junction of the 3100- 000 road and 3700-000 road, at approximately (44.0025, -119.15437).

Option Item work occurs at the Silvies River crossing, at (43.88973, -119.02783).
