About this file

This is a Questions and Answers document for solicitation 12363N26Q4057 for Malheur National Forest Road Repairs. The document addresses contractor inquiries regarding project specifications and does not establish response dates, award dates, pricing terms, or set-asides.

The Q&A clarifies key technical requirements for the road repair work. The road is approximately 24 feet wide, including turnouts, junctions, and wider sections that require treatment. Pulverization must be performed using a pulverizing machine to create a new aggregate surface with all pieces less than 2 inches in the largest dimension, with material salvaged for reuse on the new surface. Contractors may pulverize deeper than the pavement depth if the subbase allows, working with the Contracting Officer's Representative to achieve the highest quality surface for future blading. Regarding gabion baskets, the government does not require aesthetic matching of baffles between 4-foot and 6-foot baskets; 2-foot baffle spacing is acceptable in 4-foot baskets and 3-foot spacing in 6-foot baskets. Contractors are invited to propose alternative gabion configurations in their bids. The document includes five photographs of the road condition showing cracked asphalt pavement, potholes, and the surrounding forest landscape to assist bidders in understanding project scope.

12363N26Q4057 Malheur National Forest Road Repairs Solicitation Questions and Answers

Question 1: How wide is the road?

Answer 1: We took a handful of measurements last summer, and found that the typical road width is approximately 24 feet, although there are several turnouts, junctions, and wider spots that will need pulverizing as well.

Question 2: Does the road need to be pulverized with a pulverizer? Or can equipment tracks be used to break it up and then kick the larger pieces off?

Answer 2: The road needs pulverized with a pulverizing machine. We want to turn the material into a new, aggregate surface with all pieces less than 2 inches in the largest dimension and we want to salvage as much of that material as possible for the new surface.

Question 3: If the subbase allows, is it okay to pulverize deeper than the pavement depth to generate a few more fines?

Answer 3: Yes. During operations, work with the COR to pulverize the road to a depth that ensures the highest quality road from a future road blading standpoint, if the subbase easily allows this. Based on the depth of the potholes on the road, we expect there to be adequate fines under the asphalt that can be used to ensure a high quality, long-term, maintainable surface.

Question 4: Regarding the gabion baskets, Hilifiker only makes a 9' or 6' x3'x3'gabion are standard; these baskets have baffles that are 3' on center. The 4' basket is not standard so it must be custom-made. The question is whether you want to change the baffles on the 6' baskets to a 2' spacing to aesthetically match the 4' baskets.

Answer 4: If it adds significant cost or effort, don’t worry about making the baffles aesthetically match between the 4 and 6 foot baskets. 2’ is fine in the 4’ baskets and 3’ is fine in the 6’ baskets. We would also consider alternative configurations of the gabion lengths. Propose these as part of bid.

Question 5: We were wondering if you have any available pictures of the road and if you could let us know the width of the road?

Answer 5: Yes, we have a few pictures of the road. They are attached. Width is answered above in question 1.
