SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

SCOPE OF CONTRACT

No supplies are needed for this contract. All supplies will be provided by the USFS Rangeland Management Program. It is approximated that this job would take USFS Range personnel roughly 65 days to complete. Heavy equipment is optional but speeds up completion time. Most contractors for this have adequate equipment for the job (mini excavator, excavator, backhoe, etc.) See IGCE Template for time and cost break down. The time frame provided is feasible given our experience with fence decommission and construction of this nature.

PROJECT LOCATION

The fence in need of deconstruction and construction lies within the fire boundary of the Four Corners Fire that burned on Indian Mountain in the year 2022. The approximate location of the exclosures is as follows; From Indian Valley, Idaho head south roughly 1.5 miles on FS Road 50206. Stay on FS Road 50206 for approximately 7.9 miles, then turn South onto FS Road 50718. Travel on FS Road 50718 for roughly 2.0 miles, then turn East on FS Road 50231, continue for approximately 9.0 miles when crossing Sheep Creek. Take an immediate right after Sheep Creek intersects FS Road 50231 and travel an unnamed road for .75 miles. The first exclosure of three will to the West below the road. All subsequent exclosures extend up stream to the headwaters of Sheep Creek.

UTM’s for the Location are 11N 563250 E 4929294 N. Exclosure #3(CC) is located at T14N R2E SW ¼ of Section 27 and NW ¼ of section 34. Exclosure #1(AA) is just up drainage located at T14N R2E Section 34 NW ¼. Exclosure #2(BB) is just above this located at T14 N R2E Eastern ½ of Section 34 and NW ¼ of Section 35.

MAGNITUDE OF CONSTRUCTION PROJECT

The estimated magnitude of this construction project is between $25,000.00 and $100,000.00.

TECHNICAL SPECIFICATIONS

Performance Objectives The performance objectives must be written in terms of outcomes, which are specific, measurable, attainable, relevant, time-bound and related to the organization’s mission. Do not include a detailed task list or specific processes needed to meet the objectives. The Offeror will use the required performance objectives to determine the best solution to accomplish the objectives and will provide their solutions in the form of a detailed SOW or PWS as an integral section of the proposal. State any deliverables, e.g. Non-Disclosure forms, progress reports, Quality Assurance Surveillance Plan (QASP- is used by the Government’s official to monitor the quality of the contractor’s performance. A draft QASP may be submitted in response to the SO and finalized immediately after contract award.

All materials will already be purchased for this job. We are only looking to contract the labor.

Sheep Creek Exclosures #1(0001) and #2 (0002):

Hot wire exclosures, Sheep Creek Exclosures #1 (0001) and #2 (0002), will need to be completely torn down, hauled out, and rebuilt. New construction will be three wire, solar powered, electric let down fence. Brace points will be rebuilt using a combination of rock cribs, rock jacks, steel drill stem, and I-bolts attached to Trees, to ensure adequate stability for the high-test wire. All wire, tie points, insulators, ratchets, metal clips, splices, and many metal tposts will need to be replaced. T-posts that are too brittle to reuse will be removed and replaced with new metal posts. Fence line must be straight and well tightened in order to pass inspection. Fence will be approved by permittees as well as forest range personnel. Hazard trees and trees likely to blow down over the next few years will need to be cut down, and a path will need to be cleared for the new fence line. Contractor will consult with range personnel regarding the construction of gaps between each exclosure.

Sheep Creek Exclosure #3(0003):

Sheep Creek Exclosure #3 (0003) will only need approximately 60% rebuilt into four strand barbed wire, let down fence. The injured 60% of the barbed wire fence will need to be torn down, disposed of, and reconstructed.

There will be a metal t-post every twenty feet. In between each t-post every twenty feet will be a cedar stay.

Wood posts will also be used for the stretch point posts and gate posts. Our let down fence will be anchored to any surviving trees that follow the intended route. In any location where an anchor tree is missing, a rock crib, rock jack, or drill stem will be installed. Hazard trees and trees likely to blow down over the next few years will need to be cut down and a path will need to be cleared for the new fence line. Fence line segments must be straight, and wires must be tight in order to pass inspection by permittees and range personnel.

The new fence line will roughly follow the path of the previous exclosures outer edges.

To meet the deadline of August 15th, we are requesting contracting work for these projects.

These exclosures are located at high elevation and likely will not be possible to access until mid-June. All waste materials and old infrastructure will be hauled away and disposed of by the contractor. Right of Way clearing and Tree falling for the fence path will be handled by the contractor including cutting necessary brush, limbs, and snags within 10 foot each side of proposed fence. Fences will be built to specifications in attached documents and approved by range personnel. See attached specifications.
