Location

The fence in need of deconstruction and construction lies within the fire boundary of the Four Corners Fire that burned on Indian Mountain in the year 2022. The approximate location of the exclosures is as follows; From Indian Valley, Idaho head south roughly 1.5 miles on FS Road 50206. Stay on FS Road 50206 for approximately 7.9 miles, then turn South onto FS Road 50718. Travel on FS Road 50718 for roughly 2.0 miles, then turn East on FS Road 50231, continue on for approximately 9.0 miles when crossing Sheep Creek. Take an immediate right after Sheep Creek intersects FS Road 50231 and travel an unnamed road for .75 miles. The first exclosure of three will to the West below the road. All subsequent exclosures extend up stream to the headwaters of Sheep Creek.

UTM’s for the Location are 11N 563250 E 4929294 N. Exclosure number three is located at T14N R2E SW ¼ of Section 27 and NW ¼ of section 34. Exclosure number one is just up drainage located at T14N R2E Section 34 NW ¼. Exclosure number two is just above this located at T14 N R2E Eastern ½ of Section 34 and NW ¼ of Section 35.

Overview of Work

There were just under four miles of livestock exclosure fence destroyed by the Four Corners Fire. The destroyed exclosures were comprised of the following: Sheep Creek Exclosure Three, a permanent let down, four strand, barbed wire fence; Sheep Creek Exclosure One a letdown, three strand, electric fence; and Sheep Creek Exclosure Two a letdown, three strand, electric fence.

All three livestock exclosures play a large part in the protection of critical spawning habitat for threatened bull trout. Every year by August 15th all three livestock exclosures are maintained and in high functioning condition. From August 15th through the time when livestock are removed from the allotment, roughly around October 15th, the livestock exclosures remain in a high functioning state.

Sheep Creek Exclosures #1 and #2:

Hot wire exclosures, Sheep Creek Exclosures #1 and #2, will need to be completely torn down, hauled out, and rebuilt. New construction will be three wire, solar powered, electric let down fence. Brace points will be rebuilt using a combination of rock cribs, rock jacks, steel drill stem, and I-bolts attached to Trees, to ensure adequate stability for the high-test wire. All wire, tie points, insulators, ratchets, metal clips, splices, and many metal t-posts will need to be replaced. T-posts that are too brittle to reuse will be removed and replaced with new metal posts. Fence line must be straight and well tightened in order to pass inspection. Fence will be approved by permittees as well as forest range personnel. Hazard trees and trees likely to blow down over the next few years will need to be cut down and a path will need to be cleared for the new fenceline. Contractor will consult with range personnel regarding the construction of gaps between each exclosure.

Sheep Creek Exclosure #3:

Sheep Creek Exclosure #3 will only need approximately 60% rebuilt into four strand barbed wire, let down fence. The injured 60% of the barbed wire fence will need to be torn down, disposed of, and reconstructed.

There will be a metal t-post every twenty feet. In between each t-post every twenty feet will be a cedar stay.

Wood posts will also be used for the stretch point posts and gate posts. Our let down fence will be anchored to any surviving trees that follow the intended route. In any location where an anchor tree is missing, a rock crib, rock jack, or drill stem will be installed. Hazard trees and trees likely to blow down over the next few years will need to be cut down and a path will need to be cleared for the new fenceline. Fenceline segments must be straight, and wires must be tight in order to pass inspection by permittees and range personnel.

The new fenceline will roughly follow the path of the previous exclosures outer edges.

To meet the deadline of August 1st, we are requesting contracting work for these projects. These exclosures are located at high elevation and likely will not be possible to access until mid-June. All building supplies are provided by Forest Service Range Program.
