About this file
This is an information letter from the California Department of Water Resources (DWR) dated November 22, 2024, regarding RFQ No. 10202199 for Environmental and Engineering Services in the Division of Engineering. The document provides questions and answers from the mandatory Pre-SOQ Conference and includes a list of conference attendees. Key clarifications include confirmation that general questions were due November 18, 2024, at 10am, and negotiation follow-up questions were due November 19, 2024, at 5pm. The scope includes meeting facilitation and outreach materials primarily focused on CEQA and NEPA public outreach needs, with potential for other project requirements. The work will support the Division of Multibenefit Initiatives (DMI) across all branches, not just the Delta Resiliency Branch as initially stated.
The document addresses technical submission requirements, including allowing 11"x17" sheets for reference documents and graphics (counting as one page per side), and permitting Key Personnel Resumes and Certifications in an appendix excluded from the page count. It clarifies insurance requirements, specifically that the Primary Clause will apply only where applicable, acknowledging that certain insurance types (Professional Liability, Employer's Liability and Workers Comp) cannot include primary and non-contributory endorsements. The mandatory Pre-SOQ Conference was attended by 31 different companies, including major firms such as AECOM, Jacobs, HDR, and ICF.

This information letter contains one section and an attachment:
Section 1 – General Questions and Answers Attachment A - Pre-SOQ Conference List of Attendees
Section 1 – General Questions and Answers
Q1. Please confirm November 18th, 10 am, is the correct deadline for questions and not November
12th, as stated on page 17 of the RFP under X. Time Schedule, B. SOW and General RFQ Questions Deadline.
A1. Although the date has past, as noted on Page 7, general questions were due November 18, 2024, at 10 am, and Negotiation follow-up questions were due November 19, 2024, at 5 pm.
The date listed on page 17 was incorrect and should have coincided with page 7 November 18, 2024, at 10 am.
Q2. To streamline page count and review, can the Key Personnel Resumes and Certifications requested in Section 2 be provided in an Appendix?
A3. Yes, items excluded from the page count can be provided as an Appendix.
Q2. Could you further define “outreach materials and meeting facilitation” - Exhibit A, Section D (page 40)? Is meeting facilitation and outreach materials as requested in, entirely focused on CEQA and NEPA public outreach needs (including disadvantaged communities, environmental justice, and tribes), or are there other meeting facilitation and outreach materials DMI believes will be needed? (Examples could include overall project planning and coordination, environmental mediation, community benefits, advisory group facilitation, etc.).
A4. Meeting facilitation and outreach materials is primarily focused on CEQA and NEPA public outreach needs, but also may include other needs as the projects require.
Q4. Are 11 x 17s allowed for tables or other graphics, other than for the org chart? Also, does each 11x17 count as two pages?
A4. Yes, for reference documents, matrices or other graphics, and organizational charts folded sheets to 8-1/2” x 11”, not to exceed 11” x 17” can be used and will count towards one (1) page per side of a sing 11”x17” sheet.

Letter of Information
Q5. We would like to ask the State a question regarding the ADDITIONAL PROVISIONS, Exhibit E.
3. Certificate of Insurance, d. Primary Clause. The RFQ reads: “Any required insurance contained in this contract shall be primary, and not excess or contributory, to any other insurance carried by the State.” We typically caveat a provision like this with “With the exception of Professional Liability, Employer’s Liability and Workers Comp, Any required insurance…” Jacobs, or any other firm, cannot procure or obtain a “primary and non-contributory endorsement” for these three insurance types. It is not available in the insurance markets. We can and provide a Primary and non-contributory endorsement for General Liability and Auto Liability, but not the others. Can we ask for clarification on this matter?
A5. DWR understands that Exhibit E, Paragraph 3.d, Primary Clause may not apply to all types of required insurance for this contract; therefore, for those instances of insurance where it is applicable, the Primary Clause will apply.
Q6. The second paragraph on RFQ page 1 states that the work under this contract, as stated in Exhibit A, Description of Services, “will support the Division of Multibenefit Initiatives’ Delta Resiliency Branch.” Can you please clarify this statement? The programs and projects listed throughout the RFQ seem to support all of branches within DMI.
A6. Correct, the contract will involve work supported by the Division of Multibenefit Initiatives (DMI).
While the specific projects and areas of support may vary, all work will be managed and overseen by DMI.
