About this file
This document is a set of Questions and Answers related to Request for Quote (RFQ) #10200207 issued by the California Department of Water Resources (DWR). The RFQ is for the procurement of an interactive, online Learning Management System (LMS) to provide Critical Infrastructure Protection (CIP) compliance training to educate DWR employees and vendors on the required objectives in CIP-004 R2.1. The vendor is expected to have developed content that complies with the NERC CIP Standard 004-7 Requirement 2.1, while allowing DWR to add additional content. DWR plans to award a vendor within one month of the RFQ due date of November 27, 2024, with the goal of making the new LMS accessible to users as soon as possible.
The cost for the LMS solution is not to exceed $300,000. DWR is not looking to integrate the vendor-provided LMS with their internal systems, but will use it as a stand-alone system to schedule and record the CIP training. DWR administrators will be responsible for enrolling students and generating completion reports as evidence of compliance with the CIP-004 R2.1 standard. The vendor is expected to track any changes to the NERC CIP standard and update their content accordingly.
