PAYEE DATA RECORD
STD. 204 (Rev. 6-2003) (REVERSE)
Requirement to Complete Payee Data Record, STD. 204
A completed Payee Data Record, STD. 204, is required for payments to all non-governmental entities and will be kept on file at each State agency. Since each State agency with which you do business must have a separate STD. 204 on file, it is possible for a payee to receive this form from various State agencies.
Payees who do not wish to complete the STD. 204 may elect to not do business with the State. If the payee does not complete the STD. 204 and the required payee data is not otherwise provided, payment may be reduced for federal backup withholding and nonresident State income tax withholding. Amounts reported on Information Returns (1099) are in accordance with the Internal Revenue Code and the California Revenue and Taxation Code.
Enter the payee’s legal business name. Sole proprietorships must also include the owner’s full name. An individual must list his/her full name. The mailing address should be the address at which the payee chooses to receive correspondence. Do not enter payment address or lock box information here.
Check the box that corresponds to the payee business type. Check only one box. Corporations must check the box that identifies the type of corporation. The State of California requires that all parties entering into business transactions that may lead to payment(s) from the State provide their Taxpayer Identification Number (TIN). The TIN is required by the California Revenue and Taxation Code Section 18646 to facilitate tax compliance enforcement activities and the preparation of Form 1099 and other information returns as required by the Internal Revenue Code Section 6109(a).
The TIN for individuals and sole proprietorships is the Social Security Number (SSN). Only partnerships, estates, trusts, and corporations will enter their Federal Employer Identification Number (FEIN).
Are you a California resident or nonresident?
A corporation will be defined as a “resident” if it has a permanent place of business in California or is qualified through the Secretary of State to do business in California.
A partnership is considered a resident partnership if it has a permanent place of business in California. An estate is a resident if the decedent was a California resident at time of death. A trust is a resident if at least one trustee is a California resident.
For individuals and sole proprietors, the term “resident” includes every individual who is in California for other than a temporary or transitory purpose and any individual domiciled in California who is absent for a temporary to transitory purpose. Generally, an individual who comes to California for a purpose that will extend over a long or indefinite period will be considered a resident.
However, an individual who comes to perform a particular contract of short duration will be considered a nonresident.
Payments to all nonresidents may be subject to withholding. Nonresident payees performing services in California or receiving rent, lease, or royalty payments from property (real or personal) located in California will have 7% of their total payments withheld for State income taxes. However, no withholding is required if total payments to the payee are $1,500 or less for the calendar year.
For information on Nonresident Withholding, contact the Franchise Tax Board at the numbers listed below:

Privacy Statement
Section 7(b) of the Privacy Act of 1974 (Public Law 93-579) requires that any federal, State, or local governmental agency, which requests an individual to disclose their social security account number, shall inform that individual whether that disclosure is mandatory or voluntary, by which statutory or other authority such number is solicited, and what uses will be made of it.
It is mandatory to furnish the information requested. Federal law requires that payment for which the requested information is not provided is subject to federal backup withholding and State law imposes noncompliance penalties of up to $20,000.
You have the right to access records containing your personal information, such as your SSN. To exercise that right, please contact the business services unit or the accounts payable unit of the State agency(ies) with which you transact that business.

SCOPE OF WORK
BACKGROUND
The Department of Water Resources (DWR) is legislatively mandated to update the California Water Plan (CWP) every five years. DWR estimates annual agricultural, urban, and environmental water use for each CWP update. Data collected through land and water use surveys provide essential information needed for the CWP. The CWP is primarily a statewide water planning and regional water management document. In addition to water planning, DWR uses the data as input for various hydrologic and economic models, for developing trends in cropping patterns, and to estimate the impact of various scenarios of future population growth on the agricultural land resources of California.
Land use data are collected and digitally mapped through periodic surveys of each county, with an emphasis on irrigated agricultural land uses. Field surveys are conducted to identify the crops being produced and other land uses. Information regarding irrigation methods is also collected if readily available. The data collected during the surveys go through quality control, after which the data are tabulated and summarized by Detailed Analysis Units (DAUs) within each county. The DAU information can then be aggregated into larger areas as needed.
Increased availability of digital satellite imagery and aerial photography along with improvements in software functionality related to image classification allow the use of remotely sensed data to identify and map crops. Numerous programs within DWR have expressed a business need for land use data which may now be developed through the use of remotely sensed data.
PURPOSE
DWR requires expertise in identifying crop types and quantifying crop acreages from remotely sensed imagery using imagery analysis software. DWR requires technical services in developing a complete land use dataset. Contractor will support DWR by providing expertise and services to perform a remote sensing land use survey to augment DWR land use survey.
DESCRIPTION
Contractor will use remotely sensed imagery (satellite or aircraft) to identify crops, and quantify crop acreage using imagery analysis software. The project focuses on the Central Valley, the Sacramento-San Joaquin Delta, Klamath Basin, Coastal area, areas within Southern California, and any other area with large agricultural land use.
Contractor will also map native vegetation and riparian habitat. Contractor will train DWR staff on algorithms, procedures, and practices used for the project.
On an as-needed basis and at the direction of DWR, Contractor will provide the services described below. Written task orders will be issued to Contractor for work to be performed under this contract.
1. Contractor will obtain imagery from either satellite or aerial photography, format as appropriate, maintain the data, and deliver the images as part of the contract deliverables. All the images acquired will be owned by DWR.
2. Contractor will delineate field perimeters and train DWR staff in the implementation of GIS tools, in the form of GIS algorithms or flow charts on how field perimeters was delineated. The field perimeters delineated by Contractor shall define:
a. Cropped fields
b. Non-planted areas within cropped fields
c. Farmsteads, including houses and other structures on the farm,
d. Livestock and dairy operations
e. Water surfaces: lakes, rivers, reservoirs; and managed wetlands
f. Native vegetation
3. Contractor will design accuracy assessment method. Contractor will specify the following:
a. Sampling method used, for example, random, stratified random, systematic, etc.
b. Sample size for choosing reference data
c. Reference data (‘’ground truth”) collected that must be consistent, use the same classification system as the project, accounts for land cover changes, be precise, and quality controlled.
d. Analysis method used.
4. Contractor will provide accuracy assessments on unsupervised or supervised image classification methods. Contractor’s assessment will provide an error matrix showing agreement/accuracy, commission, omission, and overall error for each county. Contractor shall not use statewide accuracy to determine accuracy.
5. Contractor will develop and use image processing tools (compatible with ArcGIS, ERDAS Imagine, eCogntion Developer software) to map field-by-field irrigated and non-irrigated agricultural land use. The irrigated land use should include all the crops in DWR crop categories. Additional sub-categories should be identified. A written task order will include DWR crop categories.
6. Contractor will map field-by-field irrigated land use on a quarterly basis to determined vegetable double or triple cropping and winter grains. DWR will provide the current Standard Agricultural Land Use Legend for this purpose.
7. Contractor shall provide a GIS electronic and non-electronic files showing all data utilized for mapping crops in California. The GIS files will include footprints of the reference and model input data with attributes identifying each dataset (e.g. which satellites, the dates of the imagery, all imagery, imagery resolution, sources of field borders, sources and dates of aerial photographs.) Contractor will provide polygon shape files for the classified fields with attributes (crop type, acreages), and the date the image was taken on quarterly basis.
8. Contractor shall train DWR staff on GIS tools, procedures, and practices related to remotely sensed imagery to identify crops. Areas of training may include: imagery data acquisition, sampling land cover, selecting training areas, generating signatures files, segmentation, classifying, and accuracy assessments.
DELIVERABLES
The tasks performed in under this contract shall be done according to written task orders. A sample of task order is shown in Exhibit A, Attachment 1. In general the following types of deliverables are expected for this work. Deliverables will be provided in accordance with the Deliverables and Other Work Product clause in Exhibit E.
1. All imagery used for this project.
2. GIS project showing field perimeters and the land survey records and maps used to determined field perimeters.
3. A GIS project showing all data utilized for mapping crops in California.
4. A written report on the details of the methodology Contractor plans to use to identify crops, including GIS tools, algorithms and flow charts if any.
5. GIS tools and processes used to facilitate statistical procedures for choosing field sampling, as well as identification of ground-truth fields.
6. Quarterly reports on progress, including difficulties with and changes to the proposed methodology.
7. Time series data and formulas developed to identify crops.
8. Algorithms and decision tree structures used to identify crops. If these vary from one part of California to another, the areas for which they are applicable should be identified in the GIS project mentioned above.
9. If degree days are used in the crop identification process, the sources of the data and the methodology used for calculating degree days for each crop or crop category shall be provided.
Contractor shall provide the deliverables in electronic and hard copy format.
