About this file

This Scope of Work document is issued by the Cheyenne Metropolitan Planning Organization (MPO) in Wyoming for a traffic data collection project. The project requires bidders to collect 24-hour traffic volume counts at 400 locations within the Cheyenne urban area. The scope includes 300 standard counts capturing date, time, and total volume data, and 100 specialized counts providing date, time, vehicle classification, 85th percentile speeds, and total volume. All data collection must occur between September 1, 2026, and November 26, 2026, with counts performed exclusively on Tuesdays, Wednesdays, and Thursdays. The contractor is required to communicate collection schedules to the Project Manager via email and must avoid construction zones and periods of adverse weather.

The contractor must secure a Right-of-Way permit from the city of Cheyenne (no fee) and obtain proper licensing to work in Cheyenne (fee required). Any recounts necessitated by data quality issues or other factors must be completed within the specified project timeline. The Cheyenne MPO reserves the right to request additional count locations at the contractor's cost to the MPO. Bidders should submit cost proposals addressing the expenses associated with completing all 400 counts within the stated parameters.
