About this file

This document is a Request for Qualifications (RFQ) issued by the Sumter County Board of County Commissioners (BOCC) in Florida, involving a comprehensive Compensation Study for the county and its Constitutional Officers. The project seeks a consulting firm to conduct a detailed compensation analysis for approximately 477 employees across the BOCC, Tax Collector, Property Appraiser, Clerk of Court, and Supervisor of Elections. The RFQ was issued on September 8, 2025, with qualification packages due on October 6, 2025, at 1:30 p.m. The selected firm will be required to complete a draft compensation study by December 15, 2025, and deliver the final approved study by January 5, 2026.

The study will involve a comprehensive review of current compensation schedules, including wages, benefits, and supplemental pay, with comparative analysis against similarly sized public and private employers in Central Florida. The scope includes segregated pay range evaluations for the Sumter County Fire & EMS Department, Constitutional Officers, and the broader BOCC organization, with specific focus on identifying and addressing compression issues, classification structure, and potential adjustments. The consultant will be expected to provide recommendations for maintaining the compensation plan, prioritize critical classification or pay adjustments, and develop an implementation strategy with a timeline and annual cost analysis. The project is funded internally by Sumter County and does not appear to have external funding sources or specific budget constraints outlined in the document.

OPEN RECORDS

The Sumter County BOCC is governed by Florida’s public record laws, Chapter 119 and Section 255.0518 of the Florida Statutes. Formal solicitations and documentation are open for public inspection thirty (30) days after the solicitation opening or when Sumter County BOCC provides notice of a decision or intended decision, whichever is earlier. In addition, notwithstanding F.S. 119.01(1) (b), the county shall announce proposer and price submitted in the RFQ pursuant to a competitive solicitation for construction or repairs on a public building or public work. To comply with the Brooks Act, the Sumter County Board of County Commissioners (BOCC) will select engineering and architecture Consultants based upon their competency, qualifications and experience rather than by price.

CONSULTANTS’ COMPETITIVE NEGOTIATIONS ACT (CCNA)
