Subject: Request for Proposal (RFP) Addendum No. 1 to JPL RFP No. YT-

2663-20190131

This addendum is provided to all proposers for clarification to questions submitted to JPL regarding the subject RFP.

1. I could not find TECHNICAL performance requirements for the subject solicitation. Did I miss it on the fob.gov site?

Answer: Please see pages 5-8 of the RFP, particularly the Starshade Technology Development Plan (https://exoplanets.nasa.gov/internal_resources/1033/). The purpose of this effort is to advance the Starshade technology readiness level. Additional details can be found on the NASA Exoplanet Planet website:

https://exoplanets.nasa.gov/exep/technology/starshade/

2. Do you have a recommendation how my company can help the Starshade project?

Answer: The intent of this RFP to gather industry proposals on Starshade technology maturation. On pages 5-8 on the RFP, JPL itemized how interested offerors can help with this project.

3. We are uncertain of what the request is in this RFP, and would like more specifics.

Answer: Please see pages 5-8 on the RFP, particularly the Starshade Technology Development Plan. The purpose of this effort is to advance the Starshade technology readiness level.

4. We would appreciate a weblink to the proposal’s preparation instruction/template:

Answer: Refer to https://acquisition.jpl.nasa.gov/opportunities/rfp/yt-2663- 20190131/ for instructions on the proposal. The cost proposal should be submitted in accordance with pages 9-12 of the RFP. In particular, A-15 (Cost Elements Breakdown) should be used for submitting costs

5. What is EMV or Management Value?

JPL 7183, R 11/12

Answer: EVM stands for Earned Value Management. However, Earned Value Management will not be required for this effort.

6. What is WBS 1 and WBS 2?

Answer: WBS is Work Break Down Structure. Page 13 of the RFP, paragraph 1.3, had requested a cost breakdown for the Total Effort at WBS Level 1 and Report Items at WBS Level 2. JPL hereby modifies the RFP to delete paragraph

1.3.2 for reportable items. JPL only requests a cost breakdown for the Total Effort at WBS Level 1. Please use the A-15 Cost Elements Breakdown (or company equivalent) to submit the costs for the Total Effort at WBS Level 1.

7. Where can I find the labor category list?

Answer: Labor categories are typical standard for a given company. Examples of categories that JPL is most interested in are science, engineering, managerial, technician, and administration.

8. Can you extend the proposal due deadline?

Answer: JPL is unable to extend the proposal deadline. The due date for proposals remains at February 28, 2019.

9. When our organization bids fixed price, we always use our retail catalog rates (attached) as our basis of estimate. Our proposals include a detailed cost breakdown with the specific labor categories and number of hours required for the work scope proposed. However, because our catalog rates are inclusive of fringe, overhead, G&A and profit these quantities would not be broken out separately as shown in JPL attachment A-15. Would this be acceptable to JPL?

Answer: Please breakout labor overhead, G&A, and profit rates out of the labor rates as much as possible. This is required for JPL to evaluate proposed prices for bids and determining fair and reasonable pricing.

The RFP due date is not changed by this addendum.

As required by the RFP’s General Instructions, indicate receipt of this and any other addendums relative to the subject RFP.

Sincerely, Yuriy Tsurkan Subcontracts Manager
