About this file
This is Amendment 01 to RFP No. SUB-2025-10011 issued by the National Renewable Energy Laboratory (NREL) for the Integrated Biorefinery Facility North High Bay Revitalization Custom Equipment project. The amendment extends the proposal due date to February 21, 2025 at 5PM Mountain Time and provides answers to five vendor questions.
Key clarifications include: NREL will handle equipment erection and utility installation, with offerors excluding utility system assessments; pricing can be based on FEL-1 level documentation with assumptions listed, with scope adjustments made during negotiations; NREL will procure catalysts while vendors must include smallest random packing for distillation columns; NREL will prioritize which equipment skids to engineer and construct based on per-unit proposals received. The amendment requires acknowledgment in proposal cover letters and includes RFP Package 2.0 as an attachment. The overall project involves designing, building and commissioning process equipment for pilot-scale renewable technology development experiments.

Request for Proposal for Modification No. RFP_SUB-2025-10011
Amendment No. 01
Date: 1/24/2025
ISSUED BY:
National Renewable Energy Laboratory 15013 Denver West Parkway Golden, CO 80401
PROJECT NAME: Integrated Biorefinery Facility North High Bay Revitalization Custom Equipment
The above numbered solicitation is amended as set forth below. The hour and date specified for receipt of offers
[ ] is not extended. [x ] is extended to 2/21/2025 5PM Mountain Time
FAILURE TO ACKNOWLEDGE THIS AMENDMENT MAY RESULT IN REJECTION OF YOUR OFFER.
EXCEPT AS PROVIDED HEREIN, ALL TERMS AND CONDITIONS OF THE SOLICITATION DOCUMENT
REMAIN UNCHANGED AND IN FULL FORCE AND EFFECT.
Subcontract Administrator: Todd Labosky
The purpose of this Amendment is to document questions and answers provided on the above-mentioned Request for Proposal (RFP) and to extend the proposal due date.
Part A – Questions/Answers
Question 1: Who will be responsible for the erection and utility installation of the equipment? Can we exclude the assessment and upgrade of utility systems to support the equipment?
Response 1: NREL is currently in the midst of a project to renovate the pilot plant facility this equipment will be installed within. NREL will be responsible for erection and utility installation. Offerors should exclude the assessment of the utility systems as NREL is ensuring that the utilities can support the FEL-1 packages.
Question 2: It is atypical for pricing to be generated only based on FEL-1 level documentation, only high-level estimates (+/- 50%) can be expected. We assume that as the scope becomes clearer and as vendor and device preferences are defined, the estimate could shift significantly. If more accurate pricing is required, then more time is required to reach out to specialty vendors (e.g. Wiped Film Evap Vendor.)
Response 2: Based off the FEL 1 Engineering provided, the NREL Team believes the design information is sufficient to produce a base estimate with Offeror’s providing their list of assumptions. During the contract negotiation timeframe, adjustments will be made as scope is finalized with the selected Offeror. During the detailed engineering after contract finalization, it is expected for change orders/subcontract modifications to reflect changes or refinement in scope.
Question 3: Will the catalyst materials be specified and procured by NREL or will procurement of catalyst be expected in this scope of work? Estimating catalyst costs would require additional information and engineering.
Response 3: NREL will work to procure catalyst. The distillation columns need to be supplied with the smallest random packing available and included within the proposal.
Question 4: The RFP identifies that the project will be designed to a fixed budget. Will NREL be responsible for prioritizing equipment skids for procurement?
Response 4: NREL will prioritize which skids will be engineered and constructed based on the proposals/quotes received per unit.
Question 5: We would also request an extension to the proposal due date of 2-3 additional weeks, and if some of the answers above require more investigation, more time will be requested.
Response 5: NREL will accommodate an extension to the proposal date by 2 weeks. New proposal deadline: 5pm Mountain Time on February 21, 2025.
