To All Interested Parties:

The Federal Bureau of Prisons (Bureau) has a requirement for the management and operation of a contractor-owned/contractor-leased, contractor-operated correctional facility for approximately 9,540 beds. Proposed facilities must range from a minimum of 1,200 to a maximum of 1,800 general population beds at 100% capacity. This requirement may be filled with multiple facilities. The population will be low security adult male inmates that are primarily criminal aliens with ordinarily 90 months or less remaining to serve on their sentences. Special Housing Unit (SHU) beds will be additional beds, used only for the SHU and shall not be used to exceed the daily population of 100% of the accepted number of contract beds. Proposed institutions shall house inmates in a secure correctional institution that meets

Bureau standards as set forth in the resulting solicitation/contract. The proposed facility(s) must be located within the Continental United States.

Potential offerors must submit all potential places of performance to be proposed, and any questions pertaining to this solicitation to the Contracting Officer by June 7, 2017. Please submit this information using Attachment J-13, Offerors Intent to

Propose, and J-12, Question Submittal Form located in section J of the solicitation.

This information is required in advance of submitting proposals so that the

Contracting Officer can request Service Contract Act Wage Determinations for all places of performance. The wage determinations will be incorporated into the solicitation via an amendment.

Proposal evaluation will be an assessment of the proposal and each offeror’s ability to perform the prospective contract successfully. The Bureau will evaluate all competitive proposals and then assess their relative qualities solely on the factors and sub-factors specified in the solicitation. Evaluations will note the strengths, deficiencies, significant weaknesses, and risks of each proposal, in a summary format with supporting narrative.

All potential offerors are advised that this solicitation includes the provision

52.204-7, System for Award Management(SAM)(Oct 2016). This provision requires that all contractors doing business with the Federal Government shall be registered in the

SAM database prior to award of a contract or agreement. Offerors should include their

Data Universal Number System (DUNS) number in their offers on the Standard Form (SF)

33. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardees DUNS number into the SAM database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award.
