U.S. Department of Justice

Federal Bureau of Prisons

May 26, 2006

To All Interested Parties:

The United States Department of Justice, Federal Bureau of Prisons (BOP) is soliciting a Request for Proposals (RFP) for services to house approximately

7,000 low security non-United States citizen sentenced males in an existing secure correctional institution procured from private sources or state and local governments, with excess capacity, located in Arizona, California, Louisiana, New Mexico, Oklahoma, or Texas. Faith-based and community organizations have an equal right to submit proposals for any resulting contract(s).

Within 15 days of solicitation issuance, potential offerors are requested to submit to the Contracting Officer all potential places of performance to be proposed. This information is required in advance of submitting proposals so that the Contracting Officer can request Service Contract Act Wage

Determinations for all places of performance and incorporate the Wage

Determinations into the solicitation.

At the earliest practical date following receipt of this RFP package, please complete the Offeror’s Intention to Propose document located in Section J of the RFP, and forward it to the Contracting Officer at the address provided.

By June 15th, 2006, all questions must be submitted in writing. An opportunity for questions and clarifications will be provided at a Pre-Proposal

Conference. The date and time of the conference will be announced at a later date through FedBizopps (www.fbo.gov). The conference will be located at the

BOP, 400 First Street, NW, Washington, DC 20534. If you plan to attend the

Pre-Proposal Conference, please give advance notification via email to hgreiner@bop.gov by June 15, 2006.

All potential offerors are advised that this solicitation includes the clause

52.204-7, Central Contractor Registration (CCR). This clause requires that all contractors doing business with the Federal Government after

September 30, 2003 be registered in the CCR database. Offerors should include their Data Universal Number System (DUNS) number in their offers on the

Standard Form (SF) 33. The Contracting Officer will verify registration in the CCR database prior to award by entering the potential awardee’s DUNS number into the CCR database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award.

Proposals must be received by 4:00PM Eastern Time on July 25, 2006, as specified on the SF 33, unless otherwise amended in writing by the Contracting

Officer. If you have any questions, please feel free to contact Heather L.

Greiner, Contracting Officer, at (202) 616-1647 or email hgreiner@bop.gov.

Sincerely, Heather L. Greiner

Contracting Officer
