Additional Information and Submission Instructions
Additional Information
The Government intends to award a contract to the responsible offer whose proposal presents the best value which is most advantageous to the Government with price and other factors considered. By submission of its offer, the Offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements.
Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale.
The Government reserves the right to award without discussions.
Therefore, each initial offer should contain the Offeror’s best terms from a price and technical stand point. However, the Government reserves the right to conduct discussions if determined to be in the Government’s best interest by the Source Selection Authority (SSA).
The Government intends to select one contractor to provide the supplies/services covered herein. However, the Government reserves the right to award no contract, depending on the quality of proposals and prices submitted.
The Government may reject any proposal that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions or unrealistically high or low in price when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of program.
1. Evaluation Factors
Listed below are the evaluation factors which will be used in making an award. Technical and past performance when combined, are significantly more important when compared to price.
The following non-price criteria are listed in descending order of importance:

2. Evaluation Process
Proposal evaluation will be an assessment of the proposal and each offeror’s ability to perform the prospective contract successfully. The Bureau will evaluate all competitive proposals and then assess their relative qualities solely on the factors and sub-factors specified in the solicitation. Evaluations will note the strengths, deficiencies, significant weaknesses, and risks of each proposal.
A. Past Performance - Past performance will be evaluated based on the following factors demonstrated during the offeror’s performance of services similar to this requirement. The currency and relevance of the information, source of the information, context of the data and general trends in contractor’s performance shall be considered.
B. Technical - The technical proposal will be evaluated based on how the offeror intends to perform the technical tasks identified in the SOW and RFP. The evaluation will consider the soundness and anticipated effectiveness of the offeror’s proposed technical approach. The following technical elements identified within the proposal instructions are all of equal importance:

C. Price - The prices proposed will be evaluated on the base period and option periods in total, including the Option to Extend Services clause. The clause will be computed as 40,000 claims x Option Period 4 unit price and added to the contract line items total amount.
The non-price factors, when combined are significantly more important than price. As the evaluation of competing offeror proposals in the non-price factors become more equal, the more important Price will become in selecting the best value for the Government.
Submission Instructions
Addendum to FAR 52.212-1, Instructions to Offerors-Commercial Items:
The provision at 52.212-1 is hereby tailored to modify paragraph
(b) “Submission of Offers.”
• Proposals shall be organized in 2 sections labeled Business Management Proposal and Technical Proposal. Only the Technical Proposal will be evaluated for technical compliance. Pricing shall not be included in the Technical Proposal.
• Proposals shall be submitted on 7 CD-ROMs as follow:
- 5 CD-ROMs labeled Technical Volume containing the Technical Proposal only.
- 2 CD-ROMs labeled Complete Proposal containing both the Business Management Proposal and the Technical
Proposal.
- All files shall be in .pdf format.
• Technical Proposal shall be as follows:
• Each individual file on the CD-ROM should not exceed 12mb, be ordered as the SOW and titled appropriately
• copies of documentation that demonstrate compliance with the complete Statement of Work and technical evaluation factors.
• Page limitations shall not be exceeded.
• Material shall be organized in the same sequence as the Statement of Work.
• Only this Proposal will be evaluated for technical compliance.
• This section shall not contain any pricing information.
• Business Management Proposal shall be as follows:
• Completed SF-1449 (blocks 12, 17a, 17b, 23, 24, 30a, 30b and 30c)
• Include DUNS # in Block 17a of the SF-1449
• Completed Schedule of Supplies/Services, located in the RFP
• All Clauses/Provisions requiring completion, including
FAR 52.212-3 if the SAM registration does not reflect the NAICS code for this solicitation.
• Email address for evaluations in the Contractor Performance Assessment System (CPARS)
• Signed copy of solicitation amendments, if any
• Completed Federal Bureau of Prisons Business
Management Questionnaire
• 1 Copy of each completed Client and Bank Notification

Proposals shall be submitted to:

Proposals must be received in the contracting office on or before the solicitation deadline specified in Block 8 of the SF- 1449, page 1 of the solicitation.
Offerors who fail to furnish or follow any of the above instructions may be excluded from consideration.
It is the offeror’s sole responsibility to ensure their proposals are received timely and .pdf files are accessible, legible and do not exceed size limitations.
Hard copy proposals will not be accepted.
