The Federal Bureau of Prisons is seeking proposals for Medical Claims Adjudication in accordance with the solicitation and Statement of Work.

Medical Claims Adjudication Services Questions - May 2016

1. On page 9 of the Q&A, it states BOP wants hardware installed at central office. Could you detail the hardware BOP is expecting vendors to provide?

- Any computer equipment that is agreed upon by both parties as necessary for implementation of the solution. Generally it will be a server and any necessary peripherals.

2. Can you tell us how many prison member lives you will be covering with the new claims administration system solution? Which we will need in order to price out our solution.

- The contract will cover all inmates at each institution that has a comprehensive hospital contract awarded. It should be noted some institutions will have small claim volume and others very large volume; this is dependent upon the type and size of the institution.

3. What is your current claims administration system? And what other systems are you using that integrate to it?

- We do not have or utilize a claims processing system. We contract the services to a third party.

4. Can you tell us your preferred implementation kick of date and your desired go live date?

- According to the Statement of Work:

There will be a 90-day implementation phase, beginning on the award date, to include:

• Within five (5) working days after award: The BOP will schedule a meeting with the incoming contractor and the BOP to determine any legal and logistical requirements (trade partner agreements, points of contact, business requirements, etc.)

• Within 10 workings days after award of contract: The BOP, contractor, and comprehensive medical services contractor shall meet to discuss technical requirements, EDI information/submission and other business items.

• Within 30 working days after award of contract: Contractor shall accept and input provider data submitted by comprehensive medical services contractors and complete EDI submission testing.

• Within 60 working days after award of contract: Contractor will complete on-site training at the institutions currently participating in claims adjudication. After completion of training, institutions will send authorization information and contractor will start generating GFEs.

• 90 days from award of contract: The contractor shall be fully operational and in compliance with all contract requirements.

We do not have a specific date for award until the award is made. The “go live date,” would depend on the implementation at each institution once all requirements have been met to start the service.

5. Would the agency please reconsider its position regarding evaluating subcontractor past performance information and references?

- Subcontractor past performance information and references will not be considered.

6. Will the past performance of a vendor providing exact or similar services for a different agency as the BOP be evaluated as highly relevant as services provided within the BOP?

- The Contracting Officer will evaluate past performance and make the determination if the work is the same or similar in nature to the Bureau's requirement. Relevancy will be reflective of the contractor's performance.

7. Is past performance being evaluated on CPAR ratings, client surveys/references, or a combination of both?

- The government may use any means at its disposal to evaluate past performance.

8. Can the government please outline the specific criteria being followed in ranking the past performance evaluation?

- The government will consider the currency and relevance of the information, source of the information, context of the data, and general trends when evaluating past performance.
