QUESTIONS
The following questions and answers are provided for informational purposes only.
Nothing contained in the below questions and answers constitutes a change to the terms and conditions of the solicitation. Any change to a term or condition will be issued through an amendment to the solicitation.
QUESTION 1: Will the government consider an extension to the January 3 deadline?
Amendment 1 extended the deadline for submission of an offer to 2:00PM, February 2, 2012 .
QUESTION 2: Pg 16, C.15.1: Is the FBI asking for in-process test reports of all products manufactured under this contract, after award, with submission, or as part of the corrective action in the event of a defect or failure?
The requirement is to supply the reports after award and as part of any corrective action in the event of a defect or failure, reference C.1S.l.
QUESTION 3: Pg 15, C.13.3: The solicitation states FOB Destination to all locations including AK, HI, Puerto Rico and San Juan. Can it be updated to be FOB Destination for all FBI orders CONUS and OCONUS, but other agencies buying off the contract will only be FOB Destination within CONUS? Other agencies buying off the contract OCONUS would be responsible for freight from port-of-exit to destination.
The requirement for FOB Destination to AK, HI, and Puerto Rico shall apply to both the FBI and our Federal partners.
QUESTION 4: Pg 24, F.7.0 (b): Who are we supposed to furnish the delivery schedule and designate the mode of delivery carrier? Is the FBI expecting the information furnished for each delivery order? We require truck deliveries to call at least 24hrs in advance to make delivery arrangements
The information should be provided (i.e., verbal, electronic, written) to the end user/ordering authority.
QUESTION 5: Pg 25, G.2.0: Can invoices only be submitted monthly or is the monthly requirement referenced a minimum. Our standard policy is to invoice the day the product ships with Net 30 terms.
Invoices may be submitted at the time of shipment. The government shall make payment in accordance the Prompt Payment Act.
QUESTION 6: Pg 26, G.6.0: Can supplies furnished under this contract be ordered orally with a credit card?
Payment by credit card is authorized, refer to Section B.3.0.
QUESTION 7: Pg. 38, 1.5.0: Our policy is to only ship full cases. Can the minimum order be changed to a 1,000 rounds or a value which would reflect a dollar amount that correlated to a minimum of one full case?
The FBI anticipates ordering full cases only.
QUESTION 8: Pg 95, L.11.0: Please verify the number of copies needed of our signed offer. Page 95 list one (1) original of all volumes and four (4)copies of the Technical Proposal. The RFP letter states to submit one (1) original and three (3) copies.
The FBI is requesting (1) original of all volumes and four (4) copies ofthe Technical Proposal.
QUESTION 9: Pg 104, Evaluation Factor #1 states all firing will be done with a 4}}, 1:10 test barrel. Does the test barrel have cut or polygonal rifling?
Cut rifling
QUESTION 10: Does the FBI have test barrels they can offer as government furnished equipment
NO
QUESTION 11: Can the FBI provide a source to obtain the barrels so manufactures can duplicate the described testing?
Any barrel manufacturer. The FBI currently utilizes US Precision.
QUESTION 12: Our sources for purchasing the exact barrel are quoting a 12 week lead time, which will not leave enough time to do internal testing and sample submission. Can a standard Glock M22 barrel be used in lieu ofthe 4}} 1:10 test barrel?
YES
QUESTION 13: Pg 27, H.1.0: When do objections to disclosure of data under the FOIA needed to be submitted?
In the event of a FOIA request, the Contracting Officer will handle the request in accordance with 28CFR, paragraph 16.8, Business Information.
QUESTION 14: What exactly constitutes three different lot numbers? Can a continuous run be broken into three sub-lots to meet this criteria?
It is NOT acceptable to break a continuous production run into "sub-lots" to meet the criteria. The term "Lot Number" can also refer to "Day Code", or any other designation for a specific production run of ammunition. The purpose of this requirement is to insure that the ammunition produced from one production run to another demonstrates consistent quality and performance.
