Reference Question / Response

1. Part III – Section J – Attachment 5: Additional Technical Proposal Instructions & Attachment 7: Additional Business Proposal Instructions and Uniform Cost Assumptions

Question: Please clarify if a bidder is proposing on more than one Part; are separate full proposals required? Or is only one proposal required that includes the Part(s) being bid on?

Response: As stated in the Additional Technical Instructions and Additional Business Proposal Instructions, the Offeror must submit separate proposals if the Offeror is bidding on multiple task areas.

2. Part III – Section J – Attachment 6a: Sample Task Order A01;

Attachment 6b: Sample Task Order B01;

Attachment 6c: Sample Task Order C01; & Attachment 6d: Sample Task Order C02

Question: The sample task orders indicate that this is just an example and would not be funded. Please verify that this is correct.

Response: Yes, that is correct.

3. Part III – Section J – Attachment 6a: Sample Task Order A01; & Attachment 6b: Sample Task Order B01;

Question: If we want to be considered for both the small animal and non-human primate task areas, do we have submit sample technical proposals and business proposals for both?

Response: Yes. The Offeror must submit separate proposals if the Offeror is bidding on multiple task areas.

4. Part III – Section J – Attachment 6c: Sample Task Order CO1; & Attachment 6d: Sample Task Order CO2.

Question: For Task C, production of reagents involves maintenance of life cycles. If these life cycles involve both nontraditional species (i.e. dogs and cats), as well as small animals (i.e. jirds), do we need to submit the rodent portion under Task A? Alternatively may we submit the complete plan under task C?

Response: You may submit the complete plan under Task C.

5. Part III – Section J – Attachment 6c: Sample Task Order CO1; & Attachment 6d: Sample Task Order CO2.

Question: If we wish to include a new parasitic life cycle that we do not currently maintain, may we include in Task C?

Response: Yes, or that new life cycle may be included in the Offeror’s capabilities statement.

6. Part III – Section J – Attachment 6c: Sample Task Order CO1; & Attachment 6d: Sample Task Order CO2.

Question: For Task C, it appears that the reagents will be used for both extramural and intramural projects. Is that correct? Previously, this contract (AMoID) was to only provide reagents to the extramural researchers.

Response: This will be to provide reagents to vetted requestors.

These requestors may come from intra- or extramural laboratories.

7. Part III – Section J – Attachment 6c: Sample Task Order CO1; & Attachment 6d: Sample Task Order CO2.

Question: For Task Area C, do we have to respond to both sample tasks? Or can we respond to sample task C02 with two different scenarios?

Response: If an Offeror chooses to submit a proposal and will prepare a sample Task Order for Task Area C, it only has to submit 1

RFP-NIAID-DMID-NIHAI2016059 Page 3 of 3 for the Task Area. There is no added value in submitting for multiple scenarios in a single Task order. The Offeror should be encouraged to submit its best proposal – i.e., the one for which it has the highest qualifications and capabilities.

8. Part III – Section J – Attachment 9: Summary of Related Activities

Question: Is it possible to add an additional row to Attachment 9, item a.?

Response: You may add additional rows to Attachment 9 item a. if it is needed. You can convert the PDF document to a Word document in order to edit the document and add the additional rows.

9. Other: Acknowledgement of the Amendment

Question: Where do we make acknowledgment of receipt of the final posting of the amendments?
