QUESTIONS RECEIVED REGARDING

RFP-NASS-0001-13 AND

BUREAU OF PRISONS RESPONSES

Question: Solicitation mentions smoking rooms. If the hotel is deSignated all non-smoking hotel, does it have to provide smoking rooms?

Response: If your hotel is a non-smoking hotel, then this should be stated in your proposal.

Question: Schedule of Supplies/Services, 0001 a: Does 3687 represent the total number of room nights for each year? If so, what are the two factors for number of participants and number of class days?

Response: 3687 is the estimated number of room nights for the tentative training schedule. (See Amendment 001.)

Question: Package is stated to include upgraded meals. Can I assume that 400 is the TOTAL number of each contract year? If so, do you want the upgraded cost prorated over the 3687 or do you require two package prices, with and without the upgrades?

Response: The line item for the Upgraded Meals should be the additional cost of the meals for banquets (original meal cost + additional cost for banquet) - banquet meal amount).

Question: For the Small Business Set-Aside, does this pertain to each individual hotel only or does the 30M max apply to the parent company if the hotel is part of a larger hotel company?

Response: If the hotel has its own DUNS number and Tax ID number, and does not exceed the $30M small business size standard, then the hotel would be considered a small business.

Question: Are pictures required or recommended when responding to requirements such as fitness facility, handicap rooms, meeting rooms, etc.?

Response: Pictures are not required, but any additional information provided with the proposal that demonstrates technical capabilities is always good.

Question: Please confirm that you want the Past Performance Questionnaires submitted "with the proposal" as requested in the Solicitation Documentation, page 21, or, if you would rather have the Past Performance Questionnaire sent to you "directly" from the clients?

Response: The preference is to have the questionnaire submitted with the proposal. However, if time is an issue, then the clients can submit the questionnaires directly to Jan Johns, as long as they are also received by the proposal due date.

Question: In responding to the amendment, do you want this asap or is it acceptable for the hotels to include Form 30 with their submission?

Response: The signed Standard Form 30 can be submitted along with the proposal.

Question: Item NO. 0001d - Upgraded meal fee for Banquets (additional meal fee x estimated number of participants (includes traininers, "pay own" participants, guests, NIC staff). What does an Upgraded Meal consist of? Would this perhaps be adding an additional hot item to the sample menus we are providing? Or adding another course to the sample menus we are providing (example adding soup with the sample dinner menu)?

Response: An example of an upgraded meal would include soup/salad, entree (beef, chicken, vegetarian option), two sides (usually potato/rice and vegetable), and dessert.

Question: Regarding Amendment 001 - Training

(a) Can you stipulate the class (date) that would be the first one covered under this solicitation?

Response: Providing award is made by April 1, tentatively, the first class would be April 1-4, 2013.

However, class dates are subject to change.

(b) My hotel has five dates that aren't available due to previously booked business. Does this exclude me from consideration? Should I still submit based on what I do have available?

Response: It does not preclude you from consideration. However, you would be responsible to find alternate accommodations for these dates and ensure that everything required is provided.

Question: My hotel is limited service offering only breakfast, but I do have the meeting space. Is it acceptable for me to work with a caterer for the other meals?

Response: A caterer could be used to cover the meals, as long as breakfast and dinner, and the banquet meal (when applicable) are provided and served "in-house" (at your facility) to the training participants.

Question: My hotel is limited service, and I don't have sufficient meeting space. Can I work with another venue that can supply the required space and meals, or does it have to be within the hotel?

Response: It would depend on where the other meeting space is located (how far), and the contractor would be responsible for providing the transportation to the other meeting place (at no additional charge to the Government). All meals must be provided "in-house" at the contractor's facility.

Question: I am a limited service hotel and do not have a liquor license. Can I still bid?

Response: The ability to serve liquor is not a factor for this solicitation.

Question: The Program list NIC rooms and then the next column is rooming nights. Do I need to add NIC number of rooms and the rooming nights' column together to get the total number of rooms you need?

Response: No. The Rooming Nights quantity is the number of days of the class multiplied by the number of NIC participants (example: 4 days of classes x 35 participants =140 rooming nights).

Question: Will most meetings be held at the facility? It appears that occasionally you might need 1 "large" meeting room (minimally 1,200 sq. ft.) and 3 breakout rooms (320 sq. ft.). When would the hotel know when these meeting rooms would be needed?

Response: No. The majority of the class time will be conducted at the training academy. See the Statement of Work under the Meeting Rooms section.
