About this file
This is a Supplemental Bidder Attestation form issued by the State of Rhode Island Division of Purchases in accordance with R.I. Gen. Laws 37-2-13.1(b). The attestation applies to the MPA-479 Communications, Marketing and Advertising Services Master Price Agreement solicitation. The form requires authorized signatories to certify that their company and all affiliated entities, parent corporations, subsidiaries, and subcontractors do not have conflicts of interest with any Rhode Island state officials, officers, or agencies involved in the RFP process, and that they did not materially participate in or consult regarding the RFP's requirements, technical aspects, or formation. The attestation also confirms that the solicitation does not involve any audit, examination, independent verification, or evaluation of the bidder's work, financials, or operations on behalf of the state.
Bidders must complete the form by providing their company name, authorized signatory information, solicitation number, date, and attestation signature. The document clarifies that being a current or past state vendor does not automatically create a conflict of interest requiring preclusion. Additionally, formal responses to prior Requests for Information (RFI) issued by the Division of Purchases do not constitute participation or consultation that would disqualify a vendor from submitting proposals to subsequent RFPs. This attestation must be submitted as part of the bidder's response to the MPA-479 solicitation for Communications, Marketing and Advertising Services, which includes categories for strategic marketing consultation, technical services and material production, research-based services, and media buying services.

1 A “conflict of interest” occurs when private interests or relationships interfere in any way with the interests of the
State. Simply being a current vendor or a past vendor of the State does not in itself cause a conflict requiring preclusion. Additionally, formal responses to a Request for Information (RFI) issued by the Division of Purchases does not constitute “participation” or “consultation” with respect to a future RFP and does not disqualify a vendor from future participation from a subsequent RFP.
