RFP# GS-H-ID1418-P0013
Administrative Support Services
October 25, 2017
This RFP is extended to 10:00 AM EST, November 1, 2017.
1. Attachment 7 Past Performance Questionnaire is confusing as it (a) tells the bidder to submit the questionnaire as part of the proposal but then also says the past performance questionnaire should be emailed to Carolyn Turner. See below:
NOTE: IT IS THE RESPONSIBILITY OF THE OFFEROR TO obtain completed PAST PERFORMANCE QUESTIONNAIREs from all customers on projects listed in their proposal.
All COMPLETED PAST PERFORMANCE QUESTIONNAIREs SHALL BE SUBMITTED
AS PART OF THE PROPOSAL.
Reference; RFP# GS-H-1417-P0013, GSA NCR – OAS Administrative Support Services
Email past performance questionnaire to Carolyn Turner at Carolyn.turner@gsa.gov
Should he evaluators send the questionnaire directly to Carolyn Turner or should the evaluators send the questionnaire to the bidder and the bidder include them with their proposal?
Yes, evaluator should send the questionnaires directly to the contracting officer at Carolyn.turner@gsa.gov
2. The associated North American Industrial Classification System (NAICS) code for this procurement is 561110 with a small business size standard of $7.5 million. This requirement is a total 100% small business set-aside and only qualified offerors may submit bids."
Question: What constitutes a "qualified offeror" for purposes of this solicitation?
Qualified offeror is a company that is a small business that feels that they can satisfactory meet the needs of this solicitation.
3. Wage Determination:
a. Do the Service Contract Act DOL Wage Determinations apply to the labor categories in this PWS? If so, which specific labor categories described in PWS Section 15 are subject to the Wage Determinations? Yes the Service Contract Act DOL Wage Determinations apply to all the labor categories in this PWS with the exception of Project Manager.
b. Are offerors required to pay the PWS labor categories subject to the SCA at least the wage rates listed in the Wage Determination?
Yes
c. Are offerors required to pay a Health and Welfare (H&W) benefit in the amount of $4.27 per hour (or its equivalent) in addition to the basic wage rate?
Yes mailto:Carolyn.turner@gsa.gov
d. Using Attachment 2 Price Sheets, we performed preliminary calculations using just the SCA basic wage rate + H&W for applicable PWS labor categories subject to the SCA and using unburdened market rates for the other labor categories not subject to the SCA. Using just these figures, our calculations reveal a Base Year Total several hundred thousand dollars in excess of the base year contract ceiling of $44 million. Again, this is without taking into account normal burdens such as overhead, G&A or profit, which are traditionally included in fully burdened rates. Since it appears that using just SCA Wage Rate and H&W rate by themselves exceed the maximum contract threshold for each year, please clarify how offerors are to balance the SCA Wage Determination mandate, on the one hand, and likelihood that following this mandate will result in pricing that exceeds the RFPs stated maximum contract thresholds for this IDIQ? Labor hours adjustments have been made. See new attached worksheet.
4. PWS Section 13 sets forth the Minimum Qualifications by Labor Classification. Six of the seven classifications require only a high school/GED. The Administrative Assistant I and Executive Administrative Assistant II positions only require work experience in excess of 4 years and 5 years respectively. How do such low minimum requirements square with the Wage Determination basic wage rate for “Administrative Assistant” of $31.98 and $35.24 per hour respectively. Our experience with the labor market for administrative assistants with the minimum qualifications are wage rates significantly less than the Wage Determination rates. Should offerors provide market rates for qualified personnel that who satisfy the required minimum qualifications or should the offerors provided fully burdened rates for Administrative Assistants using unburdened SCA wage rates and building in normal burdens such as overhead, G&A, and profit? Offerors shall proposed labor rates in according with the SCA, Executive Order 13706. The minium requirement is based on work experience and not necessarily education level.
5. Attachment 2, Price Sheets, has only a single column allocated for hourly labor rates for each labor category. Yet, Attachment 8 contains two separate Wage Determination listings (one for DC and most VA and MD counties, the other for the MD counties of Frederick and Montgomery) and each states the requirement that contract holders cannot pay less than the basic wage rate for a listed occupation. Since the Price Sheets only have one column for fully burdened hourly rates, how should offerors take into account the fact that the two separate Wage Determinations in Attachment 8 have different basic wage rates for the same listed occupations? A new worksheet will be provided with reduced labor hours. Should offerors base their calculations on the higher wage rate of the two Wage Determinations? No Should offerors average applicable wage rates between the two Wage Determinations? No, two worksheets are provided in the amendment.
6. RFP Evaluation Factor 5, Price, states “Reasonableness of these prices will be determined by considering the offerors bid price in comparison with current market rates, applicable DOL wage determinations, and other competitive prices received.” This factor clearly weighs 3 criteria --market price, wage determination, and other competitive prices submitted – but does not explicitly state that all prices must at least be equivalent or higher than applicable DOL wage determinations.
a. If current, actual market prices for labor occupations with the required minimum qualifications are LESS than the applicable DOL wage determinations, will using market prices that are lower than applicable DOL wage determinations automatically result in a determination of unreasonableness? Statement will be revised to say that Reasonableness of these prices will be determined by considering the offerors bid price in comparison to the applicable DOL wage determinations rates.
b. Or will using lower market prices, if they are also in line with other competitive prices submitted, still be considered reasonable, notwithstanding the fact that they may be lower than applicable DOL wage determinations for those occupations? No, price reasonable will be determined by proposed labor rate in accordance with SCA.
7. Attachment 2, Price Sheets, sets forth estimated annual labor hours for the labor categories. What annual hour totals does GSA use to calculate 1 FTE – e.g. 2080, 2020, 1920, 1880? 1920 or according to SCA.
8. RFP, Page 39, Paragraph (8) states that offers must show: “A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications for those representations that the offeror shall complete electronically.”
a. Does a physical COPY of representations and certifications need to be included in offerors proposal? Yes
b. Or can a statement that offeror has completed these representations and certifications electronically via SAM suffice – e.g. “The offeror has completed the annual representations and certifications electronically via the SAM website accessed through https://www.acquisitions.gov.
After reviewing the SAM database information, the offeror verifies by submission of this offer that the representations and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer and are incorporated in this offer by reference (see FAR 4.1201), with no exceptions.” The Offeror may submit the OCRA from the SAM registration in lieu of the Representation and Certification included in this solicitation FAR 52.212-3.
9. RFP, Section 9 describes transitions that occur in three key points during performance.
a. Section 9.1.1 states “At award, a transition must be accomplished as the Contractor transitions from incumbent contractor number one with roughly 17 employees from date of award.” When must transition of these employees be complete? At contract award? At some number of days after contract award? How many days are allotted for this first transition to occur? 15 business days
b. Section 9.1.2 states “A transition must be accomplished from incumbent contractor number two with roughly 45 on Phase-in.” When must transition of these employees be https://www.acquisitions.gov/ complete? How long after contract award? How long is the phase-in period? When does the phase –in period begin? When does it end?
c. Section 9.2 states “The Contractor must use the time between contract award and contract start to prepare for and achieve fully operational status on the first day of required services.” What date, if any, is set for the first day of required services?” What date, if any, is associated with the term “contract start?” Is the period between contract award, on the one hand, and either “contract start” or “first day of required services” constitute the duration of the Phase- In Period? Will the government provide offerors the required Phase-In Period? Or are offerors to propose, on their own, a Phase-In Period with a “contract start date?” Our goal is to make award mid to late January 2018. The first task order PoP is scheduled to begin 02/24/18 and the second task order is scheduled to begin 04/04/18. If the contract is awarded by 01/ 31/18, there will be more than enough time to to phase in and make transition between both task orders.
10. RFP, Section 22, Period of Performance, sets forth February 24, 2018 – February 23, 2019 as the beginning and end dates of the Base Period performance. For purposes of determining the Phase-In period referenced in Section 9, does the contract award date to February 24, 2018 constitute the Phase-In period? Providing that award is made prior to February 24, 2018 then the phase-in period will be from award to the start date of February 24, 2018.
11. Section 2.3 lists SCA type positions required. Included in the list is Secretary Level III (Equivalent) and Administrative Assistant I (Equivalent). Do these 2 labor category requirements fall under the SCA? Yes If so, can you please advise why you list "Equivalent" after the labor category title? That is correct. SCA does not list these labor categories with “equivalent.” Equivalent is removed from the Secretary Level III labor category.
Its our experience that when this happens in a solicitation some bidders will look to bid this as some type of non-SCA slot and in doing so reduce the fringe burden requirements listed in the applicable Wage Determination. If these do fall under the SCA, then we suggest the Government lists them as Secretary III and Administrative Assistant I without the "equivalent" designation after either.
12. Section 5.0 Staffing calls for an individual to be designated as the Acting Project Manager (PM) is temporarily absent for more than one day. This could mean the PM is out sick, takes PTO or resigns. Does the Acting PM have to be an employee on the contract? Or, can the Acting PM be part of the Contractor's Overhead? This is at the discretion of the offeror. The PM is a part-time position.
13. Does the bidder have to submit a resume for the person designated as Acting PM with the proposal? Offeror may send two PM resumes because it is the intent of the Government to issue two task orders. Currently there are two known task orders that the Government intends to issue after award of the IDIQ.
14. Section 15.1.4 Project Manager - As this is an IDIQ contract vehicle, does the Project
Manager has to be located in Washington, DC prior to a Task Order being awarded to the contractor? No Once a task order is awarded to the contractor does the Project Manager need to be located on that project? Project Manager may occasionally be required to be onsite.
15. Section 19.1 Federal Holidays - Please confirm that bidders should include in our price proposal the 11th Holiday (Inauguration Day) for all positions located in the District of Columbia (Only) for 2021 performance year (Option Period 2). No
16. Section 35.7 Past Performance Questionnaire (Attachment 7) - Does ALL 3 submitted past performances have to be work the bidder has done or is doing as a Prime Contractor or can the bidder submit past performance for both Prime work and Subcontractor work? The past performance can combination of prime and subcontractor.
17. What is the period for past performance? How long does a bidder have to have been performance (e.g., at least 12 months)? 3 Years of past performance of similar work
18. 35.8 Department of Labor Wage Determination (Attachment 8) - Please confirm that in pricing the SCA labor categories bidders should include Executive order directed Sick Leave (1 hour per every 30 hours works = 56 hours annually) in addition to holiday and paid time off (PTO) hours as indirect time. Yes
19. Attachment 2 - lists Full Time Equivalency as 1920 labor hours (productive hours) per year. However, under the SCA Wage Determinations for SCA labor positions each employee is entitled to 10 paid Federal Holidays (11th holiday - Inauguration Day in Option Period 2), Paid Time Off with the accrual based on their SCA hire anniversary date (if they are incumbent employees) and Sick Leave (per the Executive Order). Based on these 3 nonproductive time elements they would total the following (annually) Holidays - 80 hours (except Option Period 2 would be 88 hours) PTO - 80 hours Sick Leave - 56 hours
Total 216 hours annually (224 hours option period 2)
If bidders subtract these hours from 2080 hours we would get the following as full time equivalent labor hours per SCA position
Base year - 1864
OP YR 1 - 1864
OP YR 2 - 1856
OP YR 3 - 1864
OP YR 4 - 1864
Please confirm our above table is correct and that is what bidders should use in pricing productive hours. Taken into consideration the SCA and Executive Order, the pricing sheet will adjust accordingly. Please see the revised price worksheet.

27. Reference: Page 35, Labor Categories and Burden Labor Rate Sheets (Attachment 2) and Page 37m Department of Labor Wage Determination (Attachment 8) Attachment 8 contains two wage determinations that differ in wages contractors are required to propose. Can the Government break down the hours contained in the rate sheets (Attachment 2) by geographic area or allow to provide two rates per classification per year corresponding to each of the wage determination? Currently majority of the work is being performed in the Washington, DC wage determination locations. Currently there are 3 (contractor personnel working at the Maryland locations.
28. Should there be an upward revision in the wage determinations referenced in and attached to the solicitation, will GSA adjust the task order amounts to accommodate the mandated increases in the wage determinations? Yes

No
31. How does the “neutral” rating in past performance due to a lack of relevant past performance affect the evaluation of the technical proposal? If an Offeror does not have past performance then a neutral rating will given. The Government will verify information in CPARS and PPIRS.
32. In regards to the above requirement, the CLINs for labor costs (see below), do not differentiate between locations for performance, which have different wage determination rates.

34. If proposals are to be delivered, what is the delivery address and should we coordinate with the contracting officer or you for the delivery of proposals? Delivery to the contracting officer email address Carolyn.turner@gsa.gov
34. In section 35.7, it is requested that the offeror submit 3 past performance questionnaires with the technical proposal using template in Attachment 7, “Past Performance Questionnaire” that is completed and signed by the Contracting Officer/Specialist or Contracting Officer’s Representative. Many Contracting Officers/Specialists and Contracting Officer’s Representatives will not fill out questionnaires and refer us to the CPARS ratings. Will the government accept CPARS reports in lieu of questionnaires?
Yes, CPARS reports may be submitted with the proposal.
35. In Section 35.7 it asks the offeror to provide the completed past performance questionnaires with the technical proposal, but on page 47 under Fact 3: Past Performance (questionnaire found in Attachment 7), it is requested that the evaluators of the past performance questionnaires send the questionnaires directly to the contracting officer via email. Please provide clarification as to where offerors can provide this information within the proposal.
Offeror may provide a scope or summary of past projects in the technical proposal after the Technical factor 3 Qualifications/Experience of Project Manager. Offerors are to label this as past and present performance projects.

Length of service includes the whole span of continuous service with the present contractor or successor, wherever employed, and with the predecessor contractors in the performance of similar work at the same Federal facility. (Reg. 29 CFR 4.173). In order for offerors to properly capture all labor costs associated with this contract, we request the government provide the labor mix of incumbent personnel to include labor categories, number of FTE and number of years of services supporting GSA in their current positions. This information is especially critical given the solicitation is being evaluated as LPTA.
Location Current Contractor’s Staff Fairfax County, VA 1 Montgomery County 3
Prince George’s County 3 Washington, DC 43
80. Since this is an SCA contract and we may use incumbent staff that have and will continue to be provided with health & welfare benefits, and vacation pay according to years of service, can the government provide the number of years each incumbent employee has served in their positions? For example, the RFP lists the two incumbents and number of administrative support employees is 19 for contractor A and 33 for contractor B.

See question 79
86. Please provide the number of people in each labor position for each of the 2 incumbents.

88. As a successor contract, after award, will the successful offeror receive a full list of the incumbents with salary and date of hire information?
Not from the Government. Since the personnel are employees of the incumbent contractor and not employees of the federal Government, we will not provide their contract information. You may contact the incumbent contractor and submit to them a request to provide you with this information; however, the information will be provided at their discretion.

93. RFP 1.6 and Attachment 2; pg. 4 and pg. 91 The incumbent information cites 52 incumbent employees. However, the total annual hours provided on Attachment 2 of 155,320 hours divided by the Full Time Equivalency (FTE) of 1,920 hours per year equates to over 80 FTEs. The incumbent employees listed are current. Does the Government anticipate a significant increase in workload under the new award that requires additional support personnel? The hours listed are the ceiling of labor hours for potential task orders that may be issued throughout the duration of this contract. For now there are two known task orders that may be replaced with this contract.
94. Are the new (non-incumbent) support personnel required to be available at the time of award, during the Phase-In period, or a combination of both? Yes
95. If it’s a combination, will the Government please provide the number of new (non-incumbent) personnel that will start at a) Task Order 1 and b) Task Order 2? No
96. RFP 1.6 and Attachment 2; pg. 4 and pg. 91
Ceiling for base and options is $23M and the hours total up to 776,600 for the five years period of performance. With the IDIQ ceiling of $23M this calculates to a fully burdened bill rate of less than $30.00 bill rate per hour on average inclusive of costs: direct labor, H&W at $4.41, indirect rates, and fee. This average seems low and unrealistic. Will the Government please confirm the total hours per labor category and/or the IDIQ ceiling value? Labor hours has been revised, the price worksheet
